MINUTES
MARCH 22, 1994
A regular meeting of the Conservation Advisory Commission (CAC) was held on
Tuesday, March 22, 1994 in Suite 310 of the Town Center, 740 West Boston Post
Road, Mamaroneck, New York. The meeting commenced at 8: 10 P.M.

I. ADMINISTRATIVE MATTERS
A. Approval of Minutes
The minutes of February 15, 1994 were approved on a motion from Louise
Perez, seconded by Martha Kaufman.
B. Next Meeting - April 7 , 1994
II. OLD BUSINESS
A. Conservation Area Signs
K. O'Flinn began by stating that in the past there had been a sign at the
Weaver Street entrance to the Leatherstocking Trail and their has been talk
of replacing it. There was also talk of putting some smaller signs where the
trail is intersected L some of the local streets.

Commission. In this letter, he stated that he needs the CAC to tell him
exactly what type of sign they want created. Then he would be able to submit
a proposal . He mentioned that the sign on Rockland Avenue would be easy to N
duplicate but suggested a more pleasing design. t�

L. Perez relayed that the Commission had gotten price quotes from various
sign makers, in and around the Mamaroneck -- Lar•chmont area, and that their
prices were approximately three times higher than Jim Hogan's. The total
budget for the signs is $2,000.00. L. Perez stated that he could probably
make a sign for $600,00, Jim Hogan made the signs that are at the Duck Pond
and Memorial Park. These signs have more of a shellacked look whereas the
Commission members wanted a sign that looks more like the one at_ the entrance
to the Sheldrake Trail on Rockland Avenue, which is much more rustic. M.
Kaufman wanted to know if the price J. Hogan quoted is just for the sign or,
for the posts, too.
The Commission members agreed that at the main street entrances to the
trails, (Weaver Street, just above Murray Avenue and perhaps Fenimore Road) ,
there be a large wooden, rustic looking, carved sign(s) , which says
"Leatherstocking Trail -- Town of Mamaroneck". The smaller signs, to be
located where the trail crosses White Plains Road, Country Road, Fenimore
Road, Avon, Winged Foot, Highland and Bonnie Way would be green metal with
white lettering, that say "Leatherstocking Trail ". The sign on Rockland
needs to be refurbished, as it has some graffiti on i t. A sanding might be
sufficient.
The Commission agreed that if they receive a quote lower-' than $600.00, in
order to speed things up, that the job be approved.
The Commission members asked Eve Nudelman to speak to .Simon Gitlitz, Town
Deputy Highway Superintendent, regarding what happened to Hommocks
Conservation Area sign. Martha Kaufman felt that a boardwalk should be
completed prior-• to signage being put up at the Hommocks Conservation Area,
K. O'Flinn stated that the Highway Dept. will probably contract the job out
in the near future and hopefully it will be completed this summer. Because
of that, she felt it was not to early to talk about signage for the
Hommocks.
Eve Silver questioned whether there was parking for the Sheldrake Trails on
Avon and/or Rockland? K. O'Flinn mentioned that there are not an official
Town Parking Lots at those locations. The parking there is for the camp,
only. E. Silver continued that if there was legal parking, it would be a
good place to put up a sign.
E. Silver also mentioned that E. Nudelman bring the wooden signs that the
students made to the next meeting so that they could view them. Louise Perez
mentioned putting one of the students signs up, perhaps in the Hommocks, to
and see if it lasts.
III. New Business
A. Summer Conservation Work Program
K. O'Flinn briefly told the Commission about the program. The Town hires
high school and college students for the summer. They work on the trails
doing maintenance work such as erosion control , flood prevention,
conservation plantings, putting in steps, and cutting back trails. They are
• supervised by someone from the Highway Department and the Environmental •

Before Claudia Ng left, she put together a lengthy list on what had to be
done on the trails, Currently, the Highway Department is walking the trails
in order to determine what what remains to be completed and what damage was
done during the winter. A lot of the catwalks have to- be replaced. By the
next meeting we will know better what remains to be done. Then, a work
program could be developed. This work program will incorporate some of Steve
Coleman's management recommendations such as trail entrance signs, updating
wal kbooks, putting up an information kiosk , and interpretive trail markers.
Last year members of the CAC walked the trails and told the Environmental
Coordinator where they felt work had to be done on the trails. K. O'Flinn
wondered if it might be a good thing to have the members walk the trails
again this spring and poi nt out needed repairs and cl can up areas. Members
selected sections to monitor. Members will mark down areas that need help
and report the results to the Environmental Coordinator by April 7th. Then,
on Beautification Day, April 16, neighbors can do some of this work. Things
to report include dumping of garbage, graffiti , a tree in the trail or if
branches are too low, if an area is too muddy and it needs woodchi ppi ng, etc.
Participants at the meeting agreed to monitor the following sections: Martha
Kaufman - The Middle Bulge from Highland to Winged Foot; Weaver to Highland-
Ruth
ighland-
Ruth Merson; New Rochelle to Weaver Street -- Jan Kl i ger•; Eve Silver - Winged
Foot to Avon to Fenimore; Fenimore to Country Club Road P. Beshar; and
Country Club Road to Old Mamaroneck Rd. -- Eve Nudelman and Kathleen O'Flinn.
B. Possible Trail Encroachment
There is a possible stone wall blocking the entrance to the Leatherstocking
Trail at 29 Bonnie Way. It was reported to the Highway Department , who
referred in to the Conservation Department. The Commission asked Eve
Nudelman to look at the property survey and try to determine if they are
encroaching on the Trail . K. O'Flinn recommended E. Nudelman contact the
complainant. M. Kaufman recommended Eve contact Ed Hindin as he lives on
that street.
IV. ANNOUNCEMENTS/CORRESPONDENCE
E. Nudelman announced a meeting entitled, Understanding the SEQRA Process, to
be given at the Westchester County Center on Thursday, 4/14/94, from 8:00 AM-
1 :00 PM.
K. O'Flinn announced a meeting entitled, New York ReLEAF, to be cosponsored
by NYSDEC and WC Dept. of Parks, Recreation and Conservation on Thurs. April
14, from 9:30 3:00 PM.
Ruth Merson announced a meeting entitled, Intermunicipal Watershed Agreements
for the Drinking Water Supply,to be held April 9. This is the conclusion of
the January 15, 1994 meeting. B. Hohberg asked to have copies of the 1/15/94
minutes made for CAC and CZMC.
L. Perez reported that she received a memo from the EMC regarding lobbying
for LEAP funds. The memo asked that all CAC's write letters to th-:
legislature and senators so funding for the LEAP program remains intact. K.
O'Flinn said she would write a letter.
The meeting was adjourned at 9:45 P.M.
