Boston Post Road, Mamaroneck, New York. The meeting commenced at 8: 10 P.M. MEMBERS PRESENT: Louise Perez Martha Kaufman Ruth Merson Peter Beshar OTHERS PRESENT: Kathleen Tracy O'Flinn, Town Liaison Phyllis Wittner, CZMC Bob Hohberg, Water Monitoring Consultant Eve Silver, Resident- Unincorp. Town of Mamaroneck Eve Nudelman, Environmental Coordinator T. ADMINISTRATIVE MATTERS A. Approval of Minutes The minutes of March 22, 1994 were approved on a motion from Louise Perez, seconded by Ruth Merson. B. Next Meeting - May 5, 1994 II. NEW BUSINESS A. Storm Drain Stenciling Background - Elaine Price, Town Supervisor is a member of the County Citizen's Committee on Non-point Pollution. One recommendation of this committee is to educate the public on clean water issues. The County has designated June 4, 1994 as a watershed wide storm drain stenciling day and is encouraging all communities in county to participate. The County is providing stencils and $1000 to reimburse municipalities for paint costs. Eve Nudelman was asked to find out how many stencils will be distributed and if the County will be issuing press releases. L. Perez and E. Silver agreed to lead this project for the CAC. Perez stated that if children are involved with the storm drain stenciling, they need a lot of adult supervision. M. Kaufman stated that kids younger• than junior high would have difficulty participating. •E. Silver recommended signing families up and approaching neighborhood associations. P. Wittner asked to have the drain on Boston Post Road, in front at' Tony's nursery, stenciled. K. O'Flinn recommended putting a news release in the paper •and using the. Community Bulletin Loar•d at LMC Cable. III. OLD BUSINESS A. Conservation Area Signs E. Nudelman spoke with •Jim Hogan and other sign makers. Jim Hogan had submitted the lowest bid price of $500.00 per sign. Eve Nudelman took pictures of the sign on Rockland Avenue and will send a copy to him explaining that this is the type of sign the Commission wants. E. Silver• mentioned that there is a parking area along Winged Foot and suggested that would be a good parking area for about six cars. Perhaps, she suggested, there should be a sign/s directing people to park there. K. O'Flinn pointed out that the Natural Resources Inventory map is not correct in that the Leatherstocking Trail crosses Mamaroneck Road and continues through the Village to Rockridge Road. At that point, there is a sign indicating that this is the end of the Leatherstocking Trail . The Town put up that sign last year to discourage people from cutting through residents backyards, trying to get to Saxon Woods. L. Perez mentioned that George Latimer still wants to arrange with the NYS Thruway Authority to get use of an easement along the Thruway, so as to extend the trail to Saxon Woods. K. O'Flinn stated that perhaps both Fenimore and Old White Plains Roads could use large wooden signs as they ar•e both heavily trafficked streets. The Commission agreed that large wooden signs would be appropriate in those locations. There is $ 2,000 in the budget for• signs. Three large, wooden signs would cost $ 1 ,500. Five smaller• metal signs (placed high up to deter vandalism) would cost approximately 30 dollars each. A motion was made by M. Kaufman, seconded by P. Beshar, to purchase three large wooden signs and five smaller metal signs for the Leatherstocking Trail crossings, if they could be purchased within the Commissions $ 2,000 budget. K. O'Flinn mentioned that the Commission members may want the sign on Rockland Avenue to be sanded and oiled for about $100 or• less. Both the front and back of the sign have to be sanded, as both side are covered with graffiti . She hoped this would be possible. CAC Minutes April 7 , 1994 Page 3 B. Trail Maintenance Members walked trail sections as assigned last month. E. Nudelman will have members comments typed up and coordinated for inclusion in the Student Conservation Corps summer work program. She w111 distribute a copy to the Highway Department and the Town Administrator. A concern was raised regarding bikers observed riding over trail ramps and boardwalks. The members suggested perhaps putting in steps instead of ramps to discourage bicycle riding on the trails. E. Nudelman voiced concern that steps, instead of deterring bicycle riders from the trails, would encourage r•ider•s to cross streams and wetlands. A suggestion was made to put together a piece for the Town Newsletter• regarding do's and don'ts for the Conservation Areas. A suggestion was made to identify Poison Ivy vines crawling up trees with small signs. Members suggested that perhaps when a kiosk is constructed, this could be a part of the display. P. Wittner suggested that the surveying of the conservation area properties be put into the budget for next year. Members noticed several homes dumping garden wastes into the Conservation Areas. Members need to find the street addresses of these homeowners and send a letter reminding residents not to dump in these areas. K. O'Flinn recommended that Eve Nudelman locate a copy of the letter sent to residents in the past, reminding them not to dump in the Conservation Area and bring it to next meeting. The CAC can then amend that letter, so as to target those residents that have encroached into the Conservation Areas with invisible fences and burglar alarm signs, too. The letter should state that the residents should contact CAC when the changes have been made. CAC must continue to monitor these encroachments. C. Possible Trail Encroachment at 29 Bonnie Way K. O'Flinn and E. Nudelman examined the property and it was not clear that an encroachment was occurring. From the survey, it did not look like it. There is a problem with the trail in that location, in that you have to cross the stream to get on it. K. O'Flinn recommended building a foot bridge to make the path more accessible. M. Kaufman will talk to Ed Hindin regarding whether• he thinks a foot bridge is necessary. IV. OTHER BUSINESS A. Entrance to Conservation Area from Hilltop Road. L. Perez and K. O'Flinn met with property owners and discussed the adjacent property that ran along stream. It hadn't been clear to residents that there was access to the trail from this location. However, now a path will be created from Hilltop Road onto the trail . The Town had it surveyed and the property line will be marked with monuments (pieces of stone that go into ground and are not easily removed) . It will be mulched with woodchips. 4 CAC Minutes April 7, 1994 Page 4 B. Mamaroneck Named Tree City This is the third year that the Town of Mamaroneck has been named a-Tree City. Recognition is given by The Arbor Day Foundation. There are certain things that a Town must do to be named a Tree City. A certain portion of budget must be set aside for a tree maintenance and tree planting program. An Arbor Day ceremony must also be held. C. Beautification Day, April 16, 1994. K, 0'Fl i nn will assign areas to members, Ruth Merson volunteered to monitor the area from Weaver Street to Highland. As the Village of Mamaroneck has a hard time recruiting volunteers, P. Inti ttner recommended contacting either the Village Coastal Zone Management or the Harbor Commission, for assi stance. V.
