MINUTES
January 5, 1995
A regular meeting of the Conservation Advisory Commission (CAC) was
held on Thursday, January 5, 1995, in Conference Room A of the Town
Center, 740 West Boston Post Road, Mamaroneck, New York. The
meeting commenced at 8 : 05 p.m.

I . Administrative Matters
A. The minutes of December 1, 1994 were approved as submitted, on
a motion from Ruth Merson, seconded by Martha Kaufman.
B . The revised minutes of September 8, 1994 were approved,
as amended on a motion from Louise Perez, seconded by
Steve Scarangella.
II . Local Environmental Assistance Program (LEAP) 1995 Work
Program
The LEAP program, administered by the New York State
Department of Environmental Conservation requires that the
CAC submit an annual report detailing what the CAC' s plans

are for the upcoming year. After reviewing last years
work program, the Commission members developed a
narrative, detailing the programs and projects the CAC
intends to focus on during the fiscal year 1995-1996 .

III . Annual Report
The annual report looks back over what was accomplished the past
year. Members were assigned topics as follows to be completed by
the February 2 , 1995 meeting:

IV. Other Business
A. Conservation Area Encroachment - E . Nudelman briefed the
Commission members on a recently reported encroachment
into the Leatherstocking Trail . E. Nudelman received a
call from a resident who was walking on the trail who
noticed someone cutting down trees adjacent to the trail
off of Althea Lane. With the assistance of the Building
Dept . and a survey of the property in question,
measurements showed that the trees being cut down were not
on private property but were in the Town Conservation Area
land. At that point, the tree contractor was told to stop
work and the Building Inspector issued a violation. E.
Nudelman will report to the CAC with any forthcoming
information. Members discussed writing an article for the
newsletter detailing the problems of encroachment and also
the penalties associated with this type of violation.
B. Historical Cemeteries - Steve Scarangella submitted a
preliminary report of his surveys of many of the historical

cemeteries in Town. The CAC will discuss at a forthcoming
meeting. (See attached notes )
C. George Latimer, Westchester County Legislator asked that the
CAC send him and Paul Noto a short letter giving the CAC' s
thoughts as to what the top three environmental issues are
that the County should focus on in the next year.
D. M. Kaufman told the Commission that she spoke to the School
Board. They want to build a 6 million dollar addition to
Hommocks School . She explained to them that there are
environmental issues they should be concerned with regard to
any new construction in this sensitive environmental area.
There will be a School Board meeting on 1/10/95 .
