October 12, 1995,in Conference Room A of the Town Center, 740 W. Boston Post Road,Mamaroneck, NY. Administrative Matters A. Approval of Minutes The Minutes of September 7,1995 were approved on a motion from Martha Kaufman, seconded by S. Scarangella. 2. New Business-Brookside Drive Native Plantings - Committee Update M.Kaufman drafted a letter to be distributed to the residents along Brookside Drive and Garden's Lake Association by the High School Environmental Club prior to implementing the project. The letter will notify residents of what the CAC is doing and why. The area most in need of riparian vegetation is the area from Little Farms Road to the Duck Pond. Planting will be in those areas that need it the most. Elderberry, Shadbush and Mulberry were suggested for plantings. For a future project, B. Hohberg suggested the area of the Sheldrake as it goes across Columbus Park(after Blood Bros.)before the confluence with the Mamaroneck River. He mentioned that the northern bank is devoid of vegetation and water heats up there. Water Monitoring Update - Guion Creek-B. Hohberg was asked by J. Maxwell, Public Works Manager for the Village of Mamaroneck to test the drains at Wagner&Frank and Lorena& Frank,which is located in the Town of Rye. Neither drains exhibit the enormous raw sewage type counts found at the G2 outfall. From these results,the drains tested were too far upstream to detect the point pollution sources. J.Maxwell asked if B. Hohberg could test 10 additional manholes and run tests for Coliform, Fecal Coliform and Strep. B. Hohberg spoke with Ginny Neumeister, Village of Mamaroneck Trustee and explained to her what the cost would be. G. Neumeister realizes the urgency of the situation and indicated that she wants this to get done and will stay on top of it. B. Trees for Our Town Update - Twenty-three residents have responded to the program. Of those 23,nine residents want trees planted. The total amount donated for trees, plaques, certificates and general donations is $2,580,to date. C. Historic Cemeteries -Regarding the Richbell Cemetery,it was transferred in 1919 to the Village of Mamaroneck. The Town is responsible for its maintenance. There are concrete parking markers at the cemetery but their placement is not in line with the boundaries as marked on the assessment map. There doesn't seem to be a deed to the property. The only way to determine where these property lines are is by getting deeds to adjacent properties. A deed from 1933 was found for one side of the cemetery. If the Historical Society wants to pursue this to determine exactly where those lines are, the Town could always move the markers. D. Watershed Booklet Update -The booklet will be ready to go to print shortly. Questions still remain as to whether 1)there will be a donation request,2)a reference will be made regarding the complimentary publication The Sound Book,3)the blank spaces should be filled with diagrams or illustrations, 4)the photographs and layout for the front and back covers have been finalized, 5) there will be a statement as to who was financing the booklet(Town of Mam'k,United Way of Larchmont),where this statement will be placed and whether this statement will follow the same format as in The Sound Book), 5)the CZMC will be recognized with more than their logo and if the logos of both Commissions have meaning for most residents , 6)all those named under "special thanks" are necessary and the design of the listing. The United Way of Larchmont will provide a grant of$3,000 toward the printing but first wants to see the graphics. Several members will review the document for general comments and call N. Sterbenz with suggestions. E. Commercial Recycling- The joint sanitation Commission is considering a change in the method of picking up garbage throughout the Town. It would effect the commercial establishments,in that a maximum amount of garbage of 2 yards/week (approx. 8 garbage cans) 2 CAC Minutes 10112195 could be put out without them being billed for it. Any amount beyond that will be charged for. Currently, the Town will pick up recyclables form the commercial establishments but these establishment don't tend to recycle because there is no incentive to do so. The CAC could assist the Town by thinking of some ways to encourage commercial recycling. 4. Announcements/Correspondence Announcements: - There will be a business recycling workshop on October 24, 1995. Westchester Co. Business Recycling Organization,8:30 a.m. Obstacles to establishing recycling, disposables vs. reusables,reduction of waste, dealing with problem recyclables will be discussed. - Lee Leitner's store, Earth Smarts is moving to a new location on Mamaroneck Avenue. They are looking for additional green investors. - An Environmental Cleaner is opening in Mamaroneck at 147 Palmer Avenue. - There was a spill in Con Edison in New Rochelle this summer. The PCB's from this have been entering the Premium. - Steve Scarangella reluctantly turned in his resignation. He has other obligations with the Cub Scouts that prevent him from attending the CAC meetings at its scheduled time. K.
