MINUTES
May 4, 1995
A regular meeting of the Conservation Advisory Commission (CAC) was held on Thursday, May 4, 1995, in
Conference Room A of the Town Center,740 West Boston Post Road, Mamaroneck,New York. The meeting was
called to order at 8:05 p.m.

1. Administrative Matters
A. . Approval of Minutes-The minutes of April 6, 1995,as amended,were approved on a motion from
Martha Kaufman, seconded by Louise Perez.
2. New Business
A. Leatherstocking Trail Encroachment
Members reviewed a site plan of a home located at 6 Glen Lane. The Building Department inspected this property
for a Certificate of Occupancy.The house is in foreclosure and is owned by the bank. They want to sell it,but must

first get a Certificate of Occupancy. However,the deck and part of the flagstone terrace encroach over the line into
the Conservation Area. The Conservation Advisory Commissions was asked by the Building Inspector to evaluate
the Conservation Zone intrusion and give an advisory opinion to the Building Department and the Zoning Board of
Appeals.
The CAC's recommendations are as follows:
• The property line should be delineated by moving the existing shrubs from the shrub line now encroaching
into the Conservation Area to within their property line.
• The lawn that currently extends within the Conservation area should be tilled,mulched in wood chips and
left to revert back naturally.
• The deck,flagstone terrace and path should be removed from within the Conservation Zone.
• The property should be surveyed and staked so that there will be no confusion with future owners.
Advisory opinion to be transmitted to the Town of Mamaroneck's Zoning Board of Appeals and the Building
Department.
3. Continuing Business
Summer Work Program- Conservation Areas
CAC Members turned in their comments regarding maintenance work needed on the trails. Regarding this years
inspection of the Hommocks Conservation Area,Martha Kaufman found that this area is in great need of attention.
She found evidence of parties such as beer bottles and cans and evidence of fires. The CAC decided to write to
residents that live in that area and tell them that the CAC is aware that there are parties taking place on the
Hommocks Conservation Area, as evidenced by beer cans and camp fires. The letter will let residents know they
can all the police or the Conservation Office. Mention the steps that the Town is taking such as having Police make
regular patrols,that we will be picking up the Area this summer and begin to dismantle the damaged board walk.
As mentioned in Steve Colemans Management Report tagging of Ailanthus for removal is scheduled for this
Spring/Summer. Also, a Fragmites removal training workshop will be given by Chuck Neider,NYSDEC Tidal
Wetlands specialist. Additional work needed at the Hommocks 1)mowing of 8 foot strip around the perimeter of
the meadow,creating a circular path to study butterflies and insects,2)native species plantings to replace Ailanthus
and at 2 entrances along Hommocks Road to discourage 3 entrances and to encourage just one entrance by the
field/meadow,3)contract for a wooden sign similar to the one's for the Leatherstocking Trail that would say: Town
of Mamaroneck Hommocks Conservation Area,4)have the vines cut back along Hommocks Road, 5)mulch all the
trails.
4. Old Business
A. Update-Native Planting Guide Booklet
Recently contracted with Kim Guarnaccia for design and Production of"Helping Nature. . ." pamphlet at
a cost of$1000 to be paid in 3 installments.
B. Update - Historic Cemeteries - Ginny Neumeister reported that the Gedney Cemetery was cleaned up.
Steve Scarangella recently met with a representative of the Town Highway Department to discuss clean-up
at 5 cemeteries. S. Scarangella wrote the Village of Mamaroneck's liaison, Ginny Neumeister requesting

that as there will be a large number of trees being removed from these cemeteries,it would be very helpful
if the Village could assist with the removal and clearing away of the filled trees. Neumeister to discuss
coordination with Jim Maxwell,Village Superintendent of Public Works.

Announcements:
K. O'Flinn announced that the CAC has a new member, Fran Snedeker. She is a Village of Larchmont
resident.
The Mamaroneck High School Environmental Club has delivered letters to all the homeowners whose
properties lie adjacent to the Conservation Area of the Leatherstocking Trail. In that letters is the history
of the Conservation Area and that there are certain responsibilities that come along with enjoying the
Conservation Area. It instructs them to notify the Town regarding any encroachments.
