Boston Post Road, Mamaroneck, New York. The meeting was called to order at 8 : 10 p .m. MEMBERS PRESENT: Ruth Merson Louise Perez Steve Scarangella Fran Snedeker Martha Kaufman OTHERS PRESENT: Bob Hohberg, Water Monitoring Consultant Kathleen T. O ' Flinn - Town Board Liaison Eve Nudelman - Environmental Coordinator Steve Day - 33 Glen Eagles Rd. 1 . Administrative Matters A. Approval of Minutes The minutes of April 6 , 1995 were approved on a motion from M. Kaufman, seconded by L. Perez . The minutes of May 4 , 1995 were approved, as amended, on a motion from M. Kaufman, seconded by L . Perez . 2 . New Business A. 33 Glen Eagles Drive - Request to remove dead/dying trees ( 2 ) that border on the Conservation Area. Steve Day, resident, appeared before the CAC. The first tree is a dead Hemlock, stripped of bark and dead for quite a while . They feel that the tree will fall sooner or later so they are interested in taking it down now. The other tree is at the far end of the property, near Knollwood Road. The tree has been topped and is covered with vines . This tree is 5 ' -10 ' within the Conservation Area. Lawn also goes beyond the property line in this location. However, the lawn area encroaching into the Conservation Area should be tilled up to the property line . 3 . Continuing Business A. Update - Conservation Area Encroachment - 11 Althea Lane Trees had been taken down in the Conservation Area behind the home on 11 Althea Lane . The homeowners agreed to plant 5 replacement trees . In regard to the tree plan submitted to the Building Department, a more precise location of where the trees will be planted should be designated on the plan. The lawn area within the Conservation Area should be tilled up or tilled and covered with woodchips . CAC members will make themselves available to the homeowners landscape designer regarding the placement and types of shrubbery to insure that the effect of the plantings will be more natural than a formal boundary but still mark the property line . Remaining logs should be removed from the Conservation Area . Homeowners want to have the Town remove three additional trees in the Conservation Area that they say are dangerous . Members need to take a look at these trees so the homeowners need to mark the trees with tape for identification purposes . 4 . Announcements/Correspondence A. Letter from Jeremy Henderson & Catherine Samuels , 11 Althea Lane re: tree cutting encroachment in the Conservation Area. B . Town Willow DEIS - Village of Mamaroneck - Public Hearing 6/15/95 . C. Rules and Regulations New York City Water Supply, 12/94 redlined version. B . Hohberg to read, report back to CAC. CAC will transmit opinion to George Latimer, County Legislator. D . DEIS Gypsy Moth Management - The Forest Service and Animal and Plant Health Inspection Service propose to adopt a new comprehensive long term national program to protect forests and trees of the US from the adverse affects of the gypsy moth. F. Snedeker to read and report back to the CAC. Comments on DEIS needed by 6/26/95 . E . M. Kaufman drafted letter to residents living adjacent to Hommocks Conservation Area, informing them of ongoing teenage drinking parties which include camp fires . The letter informs them to report parties or other misuses of the Conservation Areas to the Police Dept . CAC Minutes .6/1/95 Page 3 F. B. Hohberg reported that he had been called out to a reported point pollution site by Shimon Gitlitz , Town Highway Dept . Someone has dumped acrylic paint down the storm drain on Durham Rd. No one was apprehended. G. The next CAC meeting will be 9/7/95 . The meeting was adjourned at 9 : 30 .
