SPECIAL MEETING OF THE TO INT BOARD
TOWN OF MAItiARONECK, Y. Y.
held April 22nd, 1930.
The meeting was called to order by Justice Boyd at
Present ; Justices Boyd., Leeds and Messersmith
Town Clerk Marvin
Counselor Gamble-
Owing to the absence of Supervisor Burton on account
of illness , Justice Boyd was unanimously elected to the chair.
Upon motion, duly made and seconded, the minutes
cf the meetings of February 5th, 18th, 19th, 21st and April 16th
were approved as submitted by the Clerk.
At the request of the Receiver of Taxes the matter of
the annual publication of tan sales as required by law was upon
motion duly seconded and upon roll call unanimously referred
to the Clerk with power to attend to the publication.
Mr. John Bloomer, Town Welfare Officer, appeared in
person and requested the Town Board to obtain new headquarters
for him. He stated that his present headquarters were lacking
in heat and unsuitable for his work. He was authorized by the
Beard to seek for new quarters and to make specific recommend-
ation thereon.
Mr. Bloomer also presented a letter from Charles
Edward Long, attorney of 18-5 Main Street, White Plains, in
regard to one Margaret Ilarlino, 110 Fayette St. s Mamaroneck,
concerning the paternity of her two infant children. The ratter
was referred by resolution to Counselor Gamble.
A communication from George H. Ya Clella.nd, 143 Larch
mont Avenue , La,rchnont, informed the Board that he had been
appointed by the Weaver Street Fire Company as Chairman of its
Insurance Committee and requested that an inventory be made of
all coverage for the Company.
Upon motion, duly made and seconded, it was unanimously
RESOLV'E'D, that the Weaver Street Fire Co. ,
is hereby directed to make forthwith an
inventory of all its insurable property and
file a copy of the same with the Town Board.
After further discussion it was , upon motions duly
made and seconded, unanimously
R.ESOLVED, that the Town Clerk is hereby
directed to make an invatory of all insur-
ance policies covering the Town and Town
property, and to file a copy of the same with
the Town Board,.
Counselor Gamble presented a letter from L. S. Miller,
President of the County Transportation Company in regard to the
route of the bus line operating on Forest Avenue, between Rock®
ingstone Avenue and Weaver Street.;- in which he said that when the
Forest Avenue improvement is completed the bases will again resume
their original route.
The Clerk was directed to send a copy of his letter to
the Rouken Glen Civic Association, and to inform the Association
that any final change in the route of the buses now serving Rouken
Glen is dependent on the speed with which the Murray Avenue
;widening and improving work is carried out.

The Clerk asked ghat action. the Board Proposed to take
on the application of the Blue Club Coach Lines in regard to
stopping their through buses in Mamaroneck; the question which
had at the previous meeting been laid over until the present
meeting. It was decided that, in the absence of the Supervisor,
no action be taken until his return.
Justice Ii:essersmitl + requested approval of two bills
covering the purchase of two Ford Roadsters for the use of the
Weayer Street Police Department, which purchase had been author-
ized by the Supervisor. Upon motion, duly made by Justice Yesser- .
smith seconded by Justice Leeds , it was upon roll call unanimously
R.ESOLVED, that the action of the Police
Department in _purchasing two Ford Roadsters ,
one at a cost of $510.97 and the other at
a cost of ` 420.97 be and the same hereby
is approved and the Board. of Auditors is
hereby authorized and empowered to pay
bills for same.
Counselor Gamble recommended that the request of the
Sevier Commission for certificates of indebtedness totaling $150,000.,
in payment for contract; Nos. 2€, 21 and 22, be approved.
The Clerk presented to the Board a letter from the hoard
of Serer Commissioners, of Sewer District No. 1 of the Town of
Eamaroneck, advising the Board that the Commission had opened bids
for the construction of Contract 2@, and that the cost of constr-
uction of said contract, including 7ngineer 's fees and other neces-
sary expenses , will be 45 ,000.00 and requesting the Board to
authorize the issuance and sale of Certificates of indebtedness from
time to time as payments become due under said contract in the said
sum of j45,000.00, all of said certificates to be issued by the
._ Supervisor as provided under the provisions of the Town Law.
Counsel advised the Board that he was familiar with the
request and had discussed the same with the Board of Sevier Commission-
ers, and that it was in proper form, and that the Town was in a
position to authorize the issuance of said Certificates so that the
work under said Contract could proceed.
After discussion, upon motion duly seconded, it was
WSOLVED, WHEPEAS,. the Board of Sewer Commissioners
of Sevier District Noe l of the Town of Mamaroneck
have estimated and reported to this Board the
estimated cost of construction of Contract 70
determined as required by lee,; and
WHEREIAS, pursuant to law the Town Board shall
cause Certificates of Indebtedness to be issued,
the same to be a Town charge, the proceeds of
which Certificates shall be applied in payment
of the cost of construction of said part or
Portion of such Seeger District as is so requested
by said Sewer Commissioners; therefore be it
R'E'SOLVED, that the Supervisor be and he hereby
-- is authorized and empowered, in accordance with the
Ian, to borrow upon the faith and credit of the Town
of Mamaroneck, the sum of not to exceed 845,0OO.Q0
plus interest which may from time to time accrue
thereon, which shall bear interest at the rate of
not to exceed six per cent per annum, payable at such
time or times as the Supervisor may fix, not exceed-
Ing, however, eighteen months from the date hereof,
and to sell or dispose of said Certificates of
Indebtedness for not less than the par value thereof;

Indebtedness, of which this is one , together with all other indebted-

RURTHER RFSOLVYD, that the Town of Mamaroneck
hereby covenants to pay the principal and interest
of said Certificate or Certificates of Indebtedness
in the amount hereinabove provided as the same shall
become due , by levying assessments on property of
Serer District No. 1 of the Town of Mamaroneck at
such time or times and in such amounts as may be
necessary therefor.
The Town of Uamaroneck further covenants in case ofa
default in carrying out the foregoing zovenant, the said Town
will raise by taxing all taxable property in said Town of
Mamaroneck from time to time the sum or sums sufficient to pay
the principal and interest of said Certificate or Certificates of
Indebtedness as the same shall become due.
The Clerk presented to the Board a letter from the Board
of Sever Commissioners of Sewer District No. I of the Town of
Mamaroneck, advising the Board that the Commission had opened bids
for the construction of Contract 21, and that the cost of constru-
ction of said contract, including Engineargs fees and other neces-
sary expenses will be $65,000.00 and requesting the Board to auth-
orize the issuance and sale of Certificates of Indebtedness from
time to time as payments become due under said contract in the said
sum of $65,000.00, all of said certificates to be issued by the
Supervisor as provided under the provisions of the Town Law.
Counsel advises. the Board that he was familiar with the
request and had discussed the same with the Board of Sevier Commission— 'r

missioners, and that it was in proper form, and that the Town was
in a position to authorize the issuance of said Certificates so
that the work under said Contract could proceed.

RESOLVED, WHEREAS, the Board of Sewer Commission-
ers. of Sewer District No. I of the Town of
Tamaroneck have estimated and reported to this
Board th estimated cost of construction of

WHEREAS, pursuant to law the Town Board .shall
cause Certificates of indebtedness to be issued,
