Burdick, Recording Secretary CALL TO ORDER The meeting was called to order by Mrs. Latona at 8:25 PM. PRE-SUBMISSION CONFERENCE FOR SITE PLAN APPLICATION - Ten Grand Inc. Boston Post Road and Weaver Street Block 410 Parcels 463,310,321,332, 338 Mr. Hoffman explained that as the application involved using a former residential property as part of a commercial parcel both the Planning Board and the Zoning Board are involved. It was his suggestion that the Planning Board should complete SEQRA, including referral to such boards as CZMC and the Traffic Committee, and then refer the application to the ZBA for a use variance. The application, if approved, would then return to the Planning Board for site plan approval. Salvatore Pepe, agent for 10 Grand, Inc. appeared with Fred Korman and Alan Heureaux. Mr. Pepe stated that the company had no desire to increase the number of shoppers but to add to their convenience with more services within the store. The company has a contract to buy the former auto agency on the corner of Weaver Street and the Post Road but has no plans for use of the property at this time. Mr. Pepe stated that the paper street - Ferndale Street - was owned by both adjacent owners and that the Town and Water Works had easements for utilities and sewers. Mr. Romeo requested more information about these easements and utilities: where the pipes would be moved, details about the forced sewer main, etc. He also requested more precise information about the number of spaces lost with the addition. Mr. Romeo stated that the lot is dangerous particularly near the cleaners and asked that August 8, 1990 -2- dividers be erected. Mr. Romeo stated that egress to the Post Road was very dangerous at the exit closest to the intersection with Weaver Street. Mrs. Latona asked the applicants to get a record of accidents at the location from the Town Police Department for the last 5 years. It was estimated that the addition extinguished 62 spaces which will be picked up in the former residential area. Mr. Trachtman will clarify this number. Mr. Murray noted that school children use a path at the shopping center to reach Central School. The Board asked that the current path be shown on the survey and that the new path be also shown in the new plan. Mr. Murray stated that the Master Plan recommended that business uses should not encroach into residential zones. Mrs. Latona stated that the EAF was incomplete; Mr. Korman stated that it will be re-submitted. Mr. Hoffman asked that alternate plans be discussed also and that the impact of possible permitted use of the Hory property be included. Neighbors of the shopping center were in the audience. Several of them addressed the Planning Board. Included were Jack Emmett, 80 Weaver Street; Steven Kronenberg, Howell Avenue; Mr. and Mrs. Lundy of Ferndale Place. They voiced concerns about noise, smells, starkness of facade, obtrusive lighting. Also present was Joan Williams, former Village of Larchmont Planning Commission chairman, who also spoke. She urged not infringing into residential areas and stated that Weaver Street was a fragile area. She stated that evergreens should be specified to avoid a bare winter look. Mr. Hoffman reminded the Board that the Hory property is in the Urban Renewal area. He will provide the Board with a memo about this. The applicants were urged to pull the disparate buildings together architecturally, considering the Larchmont Motel as well. Alan Mason reminded the Board that the last time this applicant had made an addition it had tried to install out-sized signage. On motion of Mr. Romeo, seconded by Mr. Murray, it was unanimously RESOLVED, that the Planning Board is the Lead Agency and solely responsible for determining whether the proposed action may have a significant impact on the environment. August 8, 1990 -3- On motion of Mr. Romeo, seconded by Mr. Donatelli, it was unanimously RESOLVED, that this is an unlisted action which may have a significant impact on the environment as determined by New York State or corresponding local law. Definite indications of significance or non-significance have to be determined. The Board asked for a map on the site plan which shows the surrounding area and details of the streets and for more surveys. On motion of Mr. Romeo, seconded by Mr. Murray, the meeting was adjourned at 10:20 PM. � • /fi. 6.4.146.4 Bonnie M. Burdick
