CALL TO ORDER
The meeting was called to order by Chairman Bell at 8:26 PM. As the main
issue concerning the apartment project application and the Gap
application was traffic, it was decided to hold a joint Public Hearing.
PUBLIC HEARING - Site Plan Application and Determination of SEQRA - Town
Mamaroneck - 1361 Boston Post Road - Block 411 Lot 169
and
PUBLIC HEARING - Site Plan - Gap and Gap Kids - 1340 Boston Post Road -
Block 410 Lot 268
On motion of Mr. Murray, seconded by Mrs. Jacobson, it was unanimously
RESOLVED, that the Public Hearings be, and hereby are, declared
opened and re-opened.
The Public Stenographer was present for this application and her
transcript will become a permanent part of this record.
Bradford Perkins, architect with Perkins and Eastman, the Town's
architects, appeared. He stated that the project had been granted
variances from the Zoning Board concerning lot coverage, use of adjacent
property for parking, access roads and for a congregate-living apartment.
The Zoning Board will place a condition that garages are to used for
cars. The project has also been reviewed by the Coastal Zone Management
Commission.

Mr. Perkins described the entrances to the site and stated that side yard
entrances are considered safer than those to highways. He stated that
the Town would build the apartment complex and then turn it over to the
Housing Authority. During construction a fence would surround the site.
Those appearing concerning this application were Stephen Kronenberg, 66
Howell Avenue; Gail Waxman, 12 Hawthorne Road; Gordon Oppenheimer, 50
Howell Avenue and Sandra Trapp, 22 Lester Place. They were angry that
the Town Board and the Planning Board meeting were held on the same
night.
There was considerable discussion about the safety for children and
concerning the illegal behavior of patrons of Blockbuster. It was
suggested that a policeman or another crossing guard be added to the
guard in place at the Post Road intersection to speed the flow of cars
from the school at opening time.
On motion of Mrs. Jacobson, seconded by Mr. Murray, the apartment project
was unanimously referred to the Traffic Committee for its input.
The members were favorable towards this application but, pending feedback
from the Traffic Committee, they withheld final approval of the site plan
application. They were in favor of 1) the variances, including the
condition that the garages be used for cars, granted by the Zoning Board;
2) the use of adjacent land for eleven parking spaces; 3) the addition of
a policeman/guard at the intersection of Weaver and the Post Road at busy
times; and 4) the exclusion of trucks during construction from driving
onto or exiting the site during the hours that school opens and recesses.
On motion of Mr. Donatelli, seconded by Mrs. Jacobson, the following
resolutions were unanimously adopted.
WHEREAS, the Town of Mamaroneck has submitted an application for
Site Plan Approval for construction of an apartment complex at 1361
Boston Post Road (Block 411 Lot 169); and
WHEREAS, the Planning Bond has been designated Lead Agency and has
found this matter to be a Type I Action under the New York State
Environmental Quality Review Act; and
WHEREAS, the Planning Board has reviewed all of the submissions by,
and on behalf of, the applicant, all correspondence from Town
officials, the Consulting Engineer to the Town, and the Coastal Zone
Management Commission and members of the public an a Public Hearing
having been held pursuant to notice on September 9, 1992;
NOW, THEREFORE, BE IT RESOLVED, that the Planning Board finds that
the construction of the apartment complex at 1361 Boston Post Road
will have no significant impact on the environment.

On motion of Mr. Murray, seconded by Mr. Fay, this matter was adjourned
after the Board had voted general consensus in support of the Town's plan
subject to review by the Traffic Committee. The Planning Board also
strongly recommended that a Police Officer and/or Traffic Guard be
stationed at the intersection during peak morning hours.
Donald Mazin, attorney; Bob Engel, Gap architect; and Dan Shuster,
planner and traffic engineer, appeared on behalf of the Gap and Gap
Kids. Mr. Mazin reiterated the plans for the clothing store. He stated
that there would be handicapped access and that, as shown in the
information submitted, at a comparably-sized store in a street location
the peak hours are 1 to 4 PM. The company expects 150 - 200 customers a
day. The two existing curb cuts (one on the Post Road and one on Weaver
Street) and, right turns in and out at the Post Road will be encouraged,
by arrows.
Mr. Shuster had done a new study of the intersection at Post Road and
Weaver Street. He stated that this intersection is not considered the
busiest one in the Larchmont/Town area and that it was rated a "B" (on a
scale of A - F) and it is at 40% of its capacity. The traffic count was
up 8% from 1987.
There was a good deal of discussion about the safety/legality of left
turns out of the property onto Weaver Street and about the noise of
pickups during the early morning hours. Crossing the double lines on the
street to turn in and out of the lot is illegal; and the Gap, the
applicant on this site, agreed to not apply to the New York State
Department of Transportation for a break in the double lines. It was
concluded that garbage collectors who are subject to the Town's noise
ordinance, will not arrive any earlier than permitted.
On motion of Mr. Donatelli, seconded by Mr. Murray, it was unanimously
RESOLVED, that the Public Hearings be, and hereby are declared
closed.
On motion of Mr. Fay, seconded by Mr. Murray, the following resolutions
were unanimously adopted.
WHEREAS, The Gap and Gap Kids have submitted an application for Site
Plan Approval for renovation of a store at 1340 Boston Post Road
(Block 410 Lot 268); and
WHEREAS, the Planning Board has been designated Lead Agency and has
conducted and completed proceedings pursuant to SEQR; and
WHEREAS, the Planning Board has reviewed all of the submissions by,
and on behalf of, the applicant, all correspondence from Town
officials, the Consulting Engineer to the Town, and the Coastal Zone
Management Commission and members of the public, and a Public
Hearing having been held pursuant to notice on September 9, 1992;
NOW, THEREFORE, BE IT RESOLVED, that site plan approval is hereby
granted to the Gap and Gap Kids, pursuant to its application and

subject to all terms and conditions set forth below:
I. General Requirements
All site work, traffic controls, landscaping, storm water
drainage and treatment systems shall be in accordance with
and subject to the plans submitted, as follows:
A. Drawing P-1, "Preliminary Floor Plan," by Gap
Corporate Design, dated 6/9/92.
B. Drawing P-2. "Site Plan" by Gap Corporate Design,
dated 6/9/92.
C. Drawing P-3 "Preliminary" by Gap Corporate Design,
dated 6/9/92.
II. Compliance with SEQR
A. Consistent with social, economic, and other essential
considerations of State policy, to the minimum extent
practicable from reasonable alternative thereto, the
action to be carried out or approved is one which
minimizes or avoids adverse environmental effects,
including the effects disclosed in the relevant
Environmental Assessment Form; and
B. All practicable means will be taken in carrying out
or approving the action to minimize or avoid adverse
environmental effects, including effects disclosed in
the relevant Environmental Assessment Forms and
addendum thereto and all special requirements and
modifications set forth herein.
III. Special Requirements
A. The hours of operation shall be 9 AM - 9 PM weekdays
and 10 AM - 6 PM Sundays.
B. Garbage removal shall be subject to Town of
Mamaroneck noise laws and shall not be done before 7
AM.
C. The applicant shall not apply to the New York State
Department of Transportation for a separation in the
double yellow lines on Weaver Street.
D. At the right-turn ingress and egress to the parking
lot from the Boston Post Road, arrows shall show
ingress and egress.

Robert Stanziale, architect, appeared showing the Board preliminary
drawings. He explained that the owner, Frank Aurrichio, owns both sites
and that changes in the businesses are occurring. Mr. Aurrichio is
closing Premium Landscaping and will be renting the lot including office
space to Beechmont Bus Service. The buses and vans, 32 and 28
respectively, will enter at 633 Fifth Avenue and exit at 5 Fifth Avenue.
Some of the businesses, such as RJF Auto and the bus company,
will need Special Permits. The parking lot would be paved and oil
separators would be installed. Mr. Stanziale stated that the busy hours
at the parking lot would be from 7 AM to 9:30 AM and from 2 PM to 4 PM.
Mrs. Tolley stated that the lots are not in a Critical Environmental Area
but that the Premium River flows beneath them.
Mrs. Rudolph stated that she would need to research whether the two lots
would have to be considered merged. If such is the case, a zoning
variance would be required. A variance will be required for parking the
busses and vans.
Six or so residents from Lester Place were in the audience. Sandra Trapp
of 26 Lester Place told the members of the difficulties of living near
the Service Business area. Mrs. Trapp stated that employees of Collins
Brothers, a moving company at 620 Fifth Avenue, park tractor trailers on
the street. Given the curve of Fifth Avenue towards New Rochelle,
egressing Lester Place is hard, if not dangerous. There is multiple
housing on Lester Place. The residents of some individual houses have 10
cars, and the cars of employees of the neighboring businesses and
commercial vehicles are often parked on Lester Place as well.
Mr. Bell requested a more detailed parking layout from Mr. Stanziale, a
decision from counsel regarding zoning approvals , drawings showing
topographic information and that a representative from Beechmont Bus
Company attend the meeting when this application is next heard.
On motion of Mr. Donatelli, seconded by Mr. Iacono, it was unanimously
RESOLVED, that the Planning Board is the Lead Agency and solely
responsible for determining whether the proposed action may have a
significant impact on the environment; and it is

FURTHER RESOLVED, that thisis an Unlisted Action which may have a
significant impact on the environment as determined by New York
State or corresponding local law.
AND, IT IS FURTHER RESOLVED, that this matter shall be referred to
the Coastal Zone Management Commission
APPROVAL OF MINUTES
On motion of Mr. Murray, seconded by Mr. Iacono, the minutes for August
12, 1992 were adopted unanimously.
ADJOURNMENT
On motion of Mrs. Jacobson, seconded by Mr. Donatelli, the meeting was
adjourned at 12:10 AM.
