TRAFFIC COMMITTEE MEETING yi : w.w ownofMamaroneck.o • r MINUTES — June 26, 2019 illiii— A regular meeting of the Town of Mamaroneck Traffic Committee was held on June 26, 2019 at 7 PM at the Town Center Courtroom, 740 W. Boston Post Road, Mamaroneck, NY 10543. MEMBERS PRESENT: OTHERS PRESENT: Doris Shaw Block, Chair Abby Katz, Town Board Member Stephen Bartell Connie Green O'Donnell, Deputy Town Administrator Robert Herbst Lt.James Maher, Mamaroneck Police Department Arthur Katz Kimberly Larsen Camille Odierna NEW BUSINESS: Village of Mamaroneck Walking Safety Assessment Presentation: Shannon Purdy, a member of the Village of Mamaroneck's Traffic Commission discussed the Mamaroneck Avenue School (MAS) Walking Safety Assessment Report. Ms. Purdy provided an overview of the project that involved conducting surveys, walking safety audits performed by volunteer residents and parents of students at MAS, as well as the report findings. The team conducting the study also included a local public official, engineer, planner and law enforcement officer. The primary goal of the study was to make the roadways, that lie within school zones, safer for children. Ms. Purdy offered her services to conduct a similar study in the Town of Mamaroneck by working with the Safe Routes to School Committee. Committee Operating Procedures: The Committee discussed the draft Traffic/Parking Complaint Form that would be utilized by residents for the purpose of submitting their traffic and parking issues and related concerns to the Committee. It was suggested that additional reasons/categories be added to the form. Lt. Maher stated he would provide the Committee with similar forms in use by other municipalities for comparison purposes. A suggestion was made to track the issues presented to the Traffic Committee on an excel spreadsheet, which would provide historical information as to what had been presented to the Committee previously, including the determination made regarding the traffic/parking issue. However, the question arose as to who would be the appropriate person to maintain and track the data. The Committee was in agreement that implementing a standardized form would be beneficial to the review process. The Committee will continue discussion of the proposed Traffic/Parking Complaint Form and recordkeeping procedures at their next meeting. Establishment of Loading Zone—Myrtle Boulevard: The Committee continued the discussion from their prior meeting regarding Sally Mitchell's request to establish a loading zone on Myrtle Boulevard. Sally Mitchell was not present at the meeting, however, the Traffic Committee discussed the issue addressed in her e-mail that dealt with the lack of enforcement of the 15-minute parking restriction in front of her building. According to Ms. Mitchell vehicles are parked for extended periods of time. Ms. Mitchell would like the Committee to consider dedicating one space for local residents to use for the purpose of loading and unloading packages, groceries,etc. The Committee discussed the fact there was actually no 15- minute parking restriction legislation and, in view of such, it was suggested that the signage should be removed. The Committee agreed that no further action would be taken. Poor Visibility on Country Road, Request for Stop Sign and Landscape Trimming: Although not present, Kathleen Charla who resides at 6 Leatherstocking Lane, expressed her concern for neighborhood safety in a letter to the Committee. Ms. Charla claims there is poor visibility due to vehicles parked on the right side of Country Road just before the curve. Also, when driving down Country Road because of the overgrown landscaping at the fork, visibility is reduced and it is difficult to see vehicles coming from County Lane. Lt. Maher was asked to provide accident information at the intersection in question. The Committee also requested that the Code Enforcement Officer evaluate whether the landscape needed to be trimmed to increase visibility. It was agreed that his issue would be on the next Traffic Committee agenda for further discussion. Next Traffic Committee Meeting Schedule for September 25,2019 at 7 PM
