HomeMy WebLinkAbout2017_01_22 Traffic Committee Minutes TOWN OF MAMARONECK TRAFFIC COMMITTEE MINUTES JANUARY11 ,2017 A Meeting of the Town of Mamaroneck Traffic Committee was held on January 22, 2017 at 8 PM at the Mamaroneck Town Center—740 W.Boston Post Road, Mamaroneck,NY Members Present: Doris Shaw Block, Chair Steve Bartell Robert Herbst Kim Larson Camille Odiema Donald Sutherland Linnet Tse Others Present: Steve Alfieri,Town Administrator Abby Katz,Town Board Member Lt.Paul Creazzo,Town of Mamaroneck Police Department New Business 1.Illegal Parking—Harrison Avenue Dan Horowitz appeared in support of his December 5,2016 email,raising the issue of illegal parking by Acura dealership employees on Palmer Avenue which he stated creates a hazard for drivers exiting Harrison Avenue.The Committee's consensus was to pursue three avenues to try to eliminate the illegal parking: having the police or someone on behalf of the Town speak to the Acura dealership management;look into repainting cross hatch lines;and increasing police enforcement of the no parking area. If the problem persists,the solution of putting a barrier cone in the road in the middle of the parking space can be pursued;that type of barrier has to wait for warm weather and cannot be used in the winter when snow removal equipment is needed. 2. Hazardous exiting of driveway at 121 Rockland Avenue David and Rachel Haddad appeared in support of Rachel Haddad's December 1,2016 email to the Highway Department concerning the difficulty of exiting their driveway at 121 Rockland Avenue. They explained that facing the road from their house there is a crest in the road on the left that hinders visibility when exiting the driveway, and that this is made more difficult because of cars speeding down Rockland Avenue. They requested "Slow Hidden Driveway"or comparable signage at the top of the crest before the driveway; a convex safety mirror across the street to enable them to see approaching traffic;and increased police presence to reduce speeding on Rockland Avenue. Steve Alfieri explained that the Town does not utilize mirrors since they can and do move, making reliance on them dangerous. The Committee agreed that visibility exiting the driveway was difficult and that a sign should be installed on the opposite corner of Badger Road on or near the pole reading "Limited Sight Distance" or something comparable. The Highway Department will decide the exact wording. 3. Blocked Driveways at 299 Palmer Avenue Greg Keefer, Member of the Board of Directors of Larchmont Palmer Owners Corp. at 299 Palmer Avenue wrote a letter dated November 10, 2016, raising the difficulty residents have utilizing the two driveways at the building. He requested "No Parking" signs and repainting yellow curb markings. The Committee discussed the issue, raising a number of questions about the driveways and curb areas in front of the building. Because of recent snow Committee members had difficulty clearly seeing the curb and yellow painted area. The issue was deferred to the next meeting. The Committee requested that a representative of the building appear at the meeting to discuss the issue and answer the Committee's questions.
