MINUTES — SEPTEMBER 28, 2016
A regular meeting of the Town of Mamaroneck Traffic Committee was held on September 28, 2016, at 8 PM in
The Town Center Courtroom, 740 W. Boston Post Rd., Mamaroneck, NY 10543.

• Review of Minutes of June 22, 2016.
1. Correspondence - Vic DelGuercio requested additional accessible parking spaces on Murray Avenue.
Other requests for accessible parking spaces were received from residents near the Alden Apartments
and in the Washington Square area.
The Committee thought that some of the requests for accessible parking spaces were received prior to the
installation of signage for the new handicapped spaces on Chatsworth Avenue and Washington Square.
One of the requests received was from Mr. DelGuercio, who would like additional accessible parking
spaces on Murray Avenue. Currently there is one designated space on Murray Avenue.
The Committee discussed the need for additional accessible parking spaces. It was recommended that the
appropriate Town department identify specifically where there could be another assessable parking space
on Murray Avenue close to the entrance of the apartment building and another space near the Alden
Apartments.
2. Correspondence - Hanna Dubin believes a stop sign should be installed after the Edgewood Avenue
and Judson Street intersection to reduce speeding.
The Committee discussed Ms. Dubin's request and decided that a stop sign would not be appropriate.
However, they thought a yield sign might be more effective on the dead end part of Edgewood Road.
After further discussion the Committee decided that no action would be taken at this time.
3. Correspondence - Annamarie Monk requested that speed bumps be installed on Laurel Avenue to
reduce speeding.
According to Ms. Monk the speeding on Laurel Avenue has become more problematic due to the road
having been recently repaved. Her major concern is the safety of the children who play on the street and
walk to school. Laurel Avenue does not have sidewalks. She noted that a number of the speeders are
residents on Laurel Avenue.
The Committee agreed that once the Town has a policy on speed bumps, a determination will be made as
to whether it would be appropriate to install such on this road. However, it is doubtful that Laurel
Avenue, which is a dead end street off a major street (Weaver)would qualify.
Mr. McCauley, who was present at the meeting to discuss another agenda item, suggested that the Town
consider using portable white picket fences as an alternative to speed bumps. He stated Rye has used this
method as a means by which to slow down traffic on various streets. The Committee expressed interest in
obtaining more information on the use of portable fences to deter speeding vehicles.
In order to determine whether there is a speeding issue, the Committee recommended that the Police
Department patrol the area at the corner of Laurel Avenue off Weaver Street between the hours of 7:45
AM and 9:00 AM and 4:00 PM and 7:30 PM on weekdays. This will be further discussed at the next Traffic
Committee meeting.
4. Correspondence - Matthew McCauley requested restricted parking on Thompson Place and Laurel
Avenue to prevent commuters from parking there the entire day.
Mr. McCauley expressed his concern about commuters parking on Thompson Place and Laurel Avenue,
which is permitted in the absence of any parking restrictions. According to Mr. McCauley there are
anywhere between 7 to 10 cars parked daily which do not belong to local residents. He believes the
problem began after two hour restricted parking went into effect on Cabot Road. He suggested that the
Town apply the same 2-hour parking restriction to these streets which would not permit commuters to
park there all day. Mr. McCauley has discussed this with a few of his neighbors, and they are in support of
parking restrictions. It was suggested that Mr. McCauley survey other neighbors to obtain their opinions
as well about implementing parking restrictions.
The Committee did not recall recommending parking restrictions on Cabot Road and asked for information
as to when parking was restricted to 2 hours on Cabot Road, who restricted it and why the hour restriction
is different from that on Hillside/Edgewood? The Committee agreed that there should be parking
restrictions on Thompson Place and Laurel Avenue that are similar to the parking restrictions on Hillside
Avenue and Edgewood Avenue.
The Committee also recommended revisiting discussions on an overall holistic approach to parking on all
streets near the train station.
5. Correspondence - Sophia Scheller requested signage be placed near the driveway located behind 17
North Chatsworth Avenue.
The Committee discussed the issue of limited visibility for vehicles backing out of the parking lot and
agreed that it is a problem. It was recommended that hatch marks or signage be placed on both sides of
the parking lot driveway. The placement of such would increase the space between the parked vehicles
on either side of the driveway which would result in improved visibility for the driver and pedestrian
safety.
