A regular meeting of the Town of Mamaroneck Traffic Committee was held on September 12, 2018 at 7 PM in the
Courtroom, 740 VV. Boston Post Road, Mamaroneck, NY 10543,

OLD BUSINESS:
Consideration of installing stop signs at Forest Avenue and Rockingstone Avenue
Lt. Maher informed the Committee that a traffic speed survey was conducted in August. The survey indicated the average
speed was 32.2 mph and there was not a significant amount of traffic. Based upon this information, the Committee decided
not to install additional stop signs at the intersection.
NEW BUSINESS:
Correspondence from Azar& Roberto Lucchini re: Non-resident vehicles parking on Winthrop Avenue& Plymouth
Avenue for extended periods of time
Winthrop Avenue residents expressed their displeasure about vehicles parking on this street and the adjoining street,
Plymouth Avenue,for extended periods of time. This creates a problem when there is an accumulation of snow to clear the
streets. Also, parked vehicles make it difficult to properly clean the streets. Another concern raised by a resident was the
speeding issue. Police presence was requested to monitor the speeding on Winthrop Avenue and Plymouth Avenue.
In response to their extended parking concern,the Committee agreed to recommend to the Town Board that parking be
restricted on the east side of Winthrop Avenue during the hours of 10 am to 12 pm on Mondays. Although there is an
extended parking issue on Plymouth Avenue as well,the Committee decided not to restrict parking on that street due to there
being homes that do not have driveways.
Correspondence from Andrea Fleming re: Traffic Conditions on Mardon Road
The Committee discussed the possibility of adding a stop sign on Mardon Road. However, if this stop sign was installed they
would recommend that the one on West Garden Road be removed. They also talked about looking into the school pick-up
and drop-off issues on Mardon Road. Since there is parking on both sides of Mardon Road, it was suggested that the Fire
Department be contacted to find out if this causes a safety issue that would prevent a fire truck from travelling on that street.
Also discussed was the excessive height of the shrubs on the corner of Mardon Road and West Garden Road.
The Committee did not take any action at this time and will continue the discussion at the next Traffic Committee meeting.
Correspondence from Sylvain Maur re: Potential Visual Obstruction at the intersection of Carleon&Palmer Avenue.
Mr. Maur stated that when exiting his driveway on Palmer Avenue,he is unable to see oncoming traffic from the left due to
there being parked vehicles. Also,there is a speeding issue in both directions on Palmer Avenue. He recommended that
speed control radar be installed or the removal of two parking spaces on Palmer Avenue to the left of his driveway.
The Committee discussed the two suggestions presented. It was decided the best option would be to eliminate one parking
space closest to the left side of the entrance to his driveway. The recommendation is being referred to the Town Board.
Correspondence from Claire Gallagher re:Commuters Parking on North Chatsworth Avenue between Rochelle Road
&Lafayette Road.
Residents of North Chatsworth asked the Committee,since there are currently no parking restrictions on the street, if they
would consider parking restrictions similar to the regulations imposed on Edgewood Avenue and Overlook Terrace. The
Committee's response was that parking situations,such as this,would be reviewed as part of the Comprehensive Plan.
MISCELLANEOUS COMMENTS:
Town Board Member Abby Katz informed the Committee that at the last Town Board meeting there were residents who
stated they did not want parking restrictions on Garit Lane.
The Traffic Committee discussed,as part of the Comprehensive Plan review process,the issue of commuter parking will be
studied. However,in the interim,the Committee would like guidance from the Town Board as to the handling of requests to
implement parking restrictions on streets that are in close proximity to the train station. In addition,the Committee would like
the opportunity to provide input as to the specific areas that should be included in the Comprehensive Plan study.
