HomeMy WebLinkAbout2014_09_10 Traffic Committee Minutes Minutes of the Town of Mamaroneck Traffic Committee Meeting 7:00pm Wednesday, September 10, 2014 Mamaroneck Town Center Courtroom The meeting was called to order at 7:00pm by Chairman Doris Shaw Block Att: Doris Shaw Block - Chairman Also: Abby Katz-Town Board Liaison Donald Southerland Stephen Altieri - Town Administrator Camille Odierna Lt. Paul Creazzo -TMPD Linnet Hse Kim Larsen Eve Newman Steve Bartell 1. Renewal of Special Use Permit - PETCO -1265 Boston Post Road The Town Planning Board pursuant to Section 240-61 E referred the above referenced matter to the Traffic Committee for review. The issue for review by the committee has to do with the left hand turns from the parking lot of PETCO onto the Boston Post Road. Currently left hand turns are permitted from the exit of the parking lot. The question for consideration by the committee is whether to continue allowing left hand turns or to implement a left turn prohibition. The Town Police report no accidents or traffic problems at this location since the opening of the store in 2010. After further discussion by the committee, their unanimous recommendation was to continue the current condition to permit left hand turns onto the Boston Post Road from the PETCO Parking Lot. At the direction of the Committee, the Town Administrator will advise the Building Department of the decision. 2. Intersection of Boulder Brae Road and Fenimore Road The committee received correspondence from Mr. Thomas Fleming and Mr. Charles Block regarding the range of visibility for vehicles exiting Boulder Brae Road onto Fenimore Road. In addition to the correspondence received, Ms. Svetlana Wasserman appeared before the committee to also discuss this matter. This matter has previously come before the committee for consideration. At that time an intersection warning sign was installed in the eastbound direction on Fenimore Road. Installation of a directional mirror was considered however mirrors of this type become unreliable for exiting traffic due to the clouding of the mirror over time and the failure of the mirror to always maintain the proper angle of reflection. After further discussion, it was unanimously decided by the committee to direct the Town Administration to devise a warning sign on Fenimore Road that would more accurately reflect the fact that there is a potentially blind intersection at Boulder Brae and Fenimore Road. 3. Repeal of No Parking Restriction Wednesdays- 2:00pm to 3:00pm on Murray Ave at the Murray Avenue School The Committee received an e-mail from Lt. Creazzo of TMPD recommending the repeal of the referenced parking restriction on Murray Avenue at the Murray Avenue School. According to Lt. Creazzo the restriction was implemented at a time when students were released early on Wednesdays for religious instruction classes. The early dismissal no longer exists. Upon review, the Committee unanimously accepted the recommendation to repeal the existing regulations. The Town Administrator will place this matter before the Town Board at its October 1, 2014 meeting for further consideration. 4. Traffic Condition -School Drop-Off and Pickup-Forest Avenue/Sheldrake Avenue The Committee received a correspondence from Ms. Erin May regarding the traffic condition that exists at the referenced location during school drop-off and pickup at the Murray Avenue School. The concern raised in the correspondence is in regards to cars that park on the street which impedes traffic flow and the potential hazard to pedestrians. The matter was discussed by the Committee however there was no consensus as to how to address this matter particularly since the condition only exists for two relatively short periods during school days. The Committee there asked the Town Police Department to consider what, if any alternative might be possible in this situation. This matter will be placed on the October Traffic Committee Agenda 5. Request to Reinstate the Crosswalk on North Chatsworth Avenue at Hillside Avenue The Committee received correspondence from Mr. Ian Spier requesting that the crosswalk originally located at the referenced intersection be reinstated. The Committee reviewed with Mr. Spier all of its original research on this matter and the fact that the crosswalk was in a location that was blind to traffic traveling northbound on North Chatsworth Avenue. The Committee indicated that pedestrians should cross at Rockingstone Avenue and Mountain Avenue which is a controlled intersection. 6. Intersection of Lakeside Drive and Myrtle Boulevard The Committee received correspondence from Ms. Lori Semlies requesting the installation of a Stop Sign at the end of Myrtle Boulevard at Lakeside Drive to control traffic at that location. After review with the Police Department it was determined that the level of traffic exiting the east side of Lakeside Drive did not warrant a stop sign on Myrtle Boulevard or Lakeside Drive. No further action was taken on this matter. 7. Heavy Truck Traffic-North Chatsworth Avenue The Committee received a correspondence from Mr. Richard Ransom of 129 North Chatsworth Avenue regarding truck traffic on the street. Since the truck traffic appears to be two particular trucks the TMPD will attempt to determine the owners of the vehicles and advise them to find an alternate route using streets such as Weaver Street. No further action will be taken at this time. The next Traffic Committee meeting will be Wednesday, October 22, 2014 at 7:00pm There being no further business to come before the Committee the meeting was adjourned.
