Review of the minutes of the Traffic Committee meeting held on April 11,2018 2. Review-Referral from the Town Planning Board-Acura Site Plan The Acura Dealership on Palmer Avenue is currently before Planning Board seeking a site plan approval for an expansion to their facility. The matter was referred to the Traffic Committee for comment. Mr.Annunziata Villari appeared before the committee representing the Acura dealership. The committee expressed concerns regarding Acura employee parking on local residential streets near the dealership and the unloading of cars on Palmer Avenue. With the expansion of the dealership parking area the Traffic Committee suggested that the dealership agree that all employee parking either be on the dealership property or on the extension to Harrison Drive adjacent to the dealership. With respect to the delivery of vehicles the committee suggested that the dealership arrange for the deliveries to take place on the Acura property and not on Palmer Avenue. When the truck is on Palmer Avenue it creates an impediment to traffic flow and an unsafe condition. Mr. Villari represented that the vehicle delivery truck is too large to drive into the rear of the dealership building and navigate around the building to the Palmer Avenue exit. Questions were raised by the committee about other ways the truck could go onto the property. Mr.Villari indicated that he would review the plans and look at alternatives to have the vehicle delivery truck access the property. Wage • 3. Continuation of Discussion of Traffic Safety Improvements on Murray Avenue The Committee Chair suggested that the discussion of Murray Avenue be divided by different sections of the street. Intersection of Murray Avenue and Maple Hill Drive The concerns at the intersection are mainly regarding the safety of pedestrians crossing Murray Avenue at this intersection. The suggestions to be reviewed include: • Repainting the crosswalk in reflectorized paint with cross hatching • Consider alternatives to light the stop signs on Murray Avenue at the intersection • Installing an additional street light to better illuminate the intersection Murray Avenue between Maple Hill Drive and Forest Avenue On this stretch of the road the most serious concern is the traffic around the schools. At this point in the meeting, comments from the public suggested increased police enforcement of the current parking regulations near the school. The suggestions to be reviewed include: • Review all regulatory signage near the school to determine if changes are to be made in the parking regulations. • Look to increase Police enforcement where possible • Review existing school zone signage to determine if changes are needed or if a School Zone Ahead sign should be installed on Murray Avenue above Forest Avenue • Install a speed meter sign at a prominent location on this stretch of Murray Avenue Murray Avenue between Weaver Street and Forest Avenue The suggestions to be reviewed include: • Addition of speed limit signs along this stretch of Murray Avenue • Possible installation of School Zone Ahead sign. • Installation of an additional street light • Realignment of intersection of Murray Avenue and Weaver Street to improve visibility for traffic making turns at intersection. At the next meeting staff will have recommendations for the committee on Murray Avenue traffic improvements. 4. E-Mail from Lisa Lombardi-Re:Weaver Street and Palmer Avenue Intersection Ms. Lombardi was inquiring about the possibility of installing left turn signals at the intersection. The Committee was advised that this request has been made to the New York State DOT on two occasions. New York State DOT controls the signal on the State Road. It was decided that another request will be made to the DOT to consider turn signals. Wage r 5. Review- North Chatsworth Avenue The Committee received correspondence from Robin Spinogatti and Heather Conner regarding commuter parking and speeding on the street. Correspondence was also received from Nadine and Tomas Nee regarding speeding and parking on the street. The commuter parking is primarily located on the west side of North Chatsworth Avenue between Huguenot St. and Rochelle Road. The committee decided that the issue of commuter parking in the residential areas required further review. Commuter parking may be occurring in other residential areas such as on Maple Hill Drive near Murray Avenue. The committee did however decide to address,at this time,the potential visual obstructions posed by the cars parked on North Chatsworth Avenue. Also the committee sought to improve the safety for vehicles turning left off of Edgewood Avenue onto North Chatsworth Avenue. The committee recommended that the"No Parking Here to Corner"restriction on the west side of North Chatsworth Avenue in front of 57 North Chatsworth Avenue be expanded by two car lengths beyond the north side of the driveway at 57 North Chatsworth Avenue. Also a "No Parking Here to Corner"regulation be established on west side of North Chatsworth Avenue at the intersection of Rochelle Road. The restricted parking zone shall be two car lengths long. 6. Cross Walks-Madison Avenue and Myrtle Boulevard The committee received correspondence from Kim Goldberg and Dana Barry in regard to the cross walks located at Madison Avenue and Myrtle Boulevard and on Madison Avenue near Madison Kitchen Restaurant. The primary concern is the visibility of crosswalks and. After discussion the committee recommended that both crosswalks be repainted with reflectorized paint and at the crosswalk at the intersection of Myrtle Boulevard and Madison Avenue a Pedestrian crossing sign be installed. 7. Garit Lane Overnight Parking Deferred to June meeting. The next meeting of the Traffic Committee is Wednesday June 13, 2018 7:00pm 3lPage
