Boston Post Road, Mamaroneck, NY Members Present: Doris Shaw Block, Chair Steve Bartell Kim Larson Eve Neuman Camille Odienia Donald Sutherland Linnet Tse Others Present: Abby Katz, Town Board Member Lt. Paul Creazzo, Town of Mamaroneck Police Department 1. Renewed Discussion of Reu oval of Double Yellow Line From Winged Foot Drive Lauren Stern and two other residents of Winged Foot Drive appeared in support of Ms. Stern's letter request to remove the double yellow line from Winged Foot Drive. The residents indicated they supported leaving in place the double yellow line at both ends of the street: from the conservation area through the curve intersecting with Rockland Avenue and for a distance towards and at the intersection of Fenimore Road and Winged Foot Drive. The Committee reviewed Steve Altieri's May 7, 2014 memo with attachments from the NYS Traffic Sign Handbook regarding double yellow lines, a review of which indicates double yellow line markings are not required on Winged Foot Drive. Lt. Creazzo indicated that removal of the lines on the middle area of the street should not present an unsafe condition. Ms. Katz was concerned with the cost of removal. The committee determined that the lines may be removed in the middle of Winged Foot, leaving the lines at both ends as stated above, but only if it can be accomplished in a manner that is not unduly expensive. 2. Elimination of Handicapped Parking Spaces on Murray Avenue Janet Scully requested the elimination of two handicapped parking spaces in front of the Murray Avenue entrance to 14 N. Chatsworth Avenue. She did not appear before the Committee. Ms. Scully has previously asserted that the spaces are not lawful and that they have resulted in the elimination of a loading zone that existed where the handicapped restrictions are marked. The Committee discussed the fact that Murray Avenue is a County Road and any authorization regarding the spaces may be on the 7 County level. The Committee reviewed Steve Altieri's memo of May 8 with attached map regarding the spaces. The Committee discussed the fact that there are currently five marked handicapped spaces in the area, the two on Murray Avenue, one on Washington Square and two on North Chatsworth Avenue; the spaces are placed near the entrances to the major apartment complexes in the neighborhood. The Committee discussed the necessity of such spaces for the disabled residents in the area and the need for a loading zone in that area. The Committee was in favor of maintaining the handicapped spaces as currently marked and recommended seeking information regarding the authorization for the Murray Avenue spaces. 3. Washington Square Permit Parking Proposed Legislatio ; Two Alternative Parking Schemes for New Jefferson Street the proposed legislation was distributed to the Committee. The proposed legislation reflects changes made by the Town Board since the Committee last reviewed and approved the draft legislation. The legislation as currently proposed applies the 3-hour limitation for nonpermit holders only between 9arn and 5pm on weekdays. A provision for nannies/babysitters was not included. The Town Board scheduled a public hearing for June 4. The Committee also discussed the two alternative schemes to reconfigure parking on New Jefferson Street to add parking spaces. The consensus was that the proposals required costly construction and were not preferable to the permit scheme established in the proposed legislation.
