A regular meeting of the Town of Mamaroneck Traffic Committee was held on April 11, 2018, at 7
PM in the Courtroom, 740 W. Boston Post Road, Mamaroneck, NY 10543.

1. The Minutes of March 6, 2018 were reviewed.
2, The Planning Board referred Acura's site plan amendment to the Traffic Committee for their
review and comments. The Town's Engineer, Robert Wasp, was in attendance and provided
the Committee with background information. One of the concerns was adequate parking onsite
for Acura's and customer's vehicles and enough space for loading and unloading of vehicles.
Mr. Wasp also informed the Committee that Acura employees were parking their personal
vehicles on Harrison Drive, which is adjacent to the Acura dealership. Since a representative
from Acura was not present at the meeting, the Committee did not make a recommendation.
3. Tom McGuire, a resident of Garit Lane, stated that ever since the signage prohibiting
parking form 3 am to 6 am was removed, vehicles have been parking for extended periods of
time. According to Mr. McGuire sanitation trucks and delivery vehicles have had difficulty
getting through due to the parked vehicles. Perry D'Alba, also a resident of Garit Lane,
expressed her concerns about the narrow road for emergency vehicles, the safety of children
walking to and from school and limited parking for visitors. Ms. D'Alba was in favor of
restricting overnight parking and also suggested parking for residents only. In response to the
latter request, it was stated that in order to limit parking to residents only, it would require state
approval which would be very difficult to obtain. However, the Committee agreed that the
Town Board should consider restricting overnight parking on Garit Lane by not permitting
parking from 3 am to 6 am. In addition, the Committee requested that the Fire Department
evaluate whether there is sufficient room for a fire truck to get through in the event of an
emergency.
4. Sara and Scott Greisberg presented a number of traffic issues to the Committee that
included the following; closer monitoring of speeding cars near the Murray Avenue School,
installing a traffic light at the intersection where Murray Avenue and Weaver Street merge,
restricting parking on one side of Murray Avenue, additional speed limit signage at the corner
of Forest Avenue and Murray Avenue and installing a street light between 288 and 290 Murray
Avenue. In addition, there was discussion about recent accidents where the vehicles went up
onto front lawns.
Sgt. Maher presented a traffic study he conducted of the reported accidents over the past 10
years (April 1, 2008 -April 1, 2018) in the Murray Avenue School zone, intersection of Murray
Avenue and Forest Avenue and the intersection of Murray Avenue and Weaver Street. As part
of Sgt. Maher's report, he also identified traffic enhancements that, if implemented, would
possibly improve pedestrian safety and reduce speed violations and vehicle accidents. He
presented recommendations for specific areas that were studied, which included installation of
a traffic signal at the Murray Avenue and Weaver Street intersection, prohibit parking on the
west side of Murray Avenue from Weaver Street to Forest Avenue and installation of speed
signs with radar on Murray Avenue within the school zone.
At the Maple Hill Drive and Murray Avenue intersection, it was suggested that a signal or an
illuminated stop sign be installed at the crosswalk. Sgt. Maher pointed out, with respect to the
latter item, that due to the tree canopy solar may not be an option and a source for electrical
power would need to be identified. Another suggestion was the use of reflective paint to
delineate the crosswalk to make it more noticeable on the road. Since this would most likely
enhance safety, the product should be used on other crosswalks in Town.
In the Murray Avenue School area, suggestions included the following; installing additional
traffic signage, installing speed bumps and increasing police presence especially at pick-up
and drop-off. There was also discussion about the school zone with respect to the length and
signage indicating when it is in force. Residents were in favor of not specifying the times a
school zone was in effect.
There was a request to install a traffic light at Weaver Street and Forest Avenue. The question
arose as to whether the traffic device was warranted. It was suggested to prohibit parking on
one side of the street in the section from Weaver Street to Forest Avenue and the installation of
a street light fixture to improve visibility.
At the Murray Avenue and Weaver Street intersection it was suggested, if driving northbound
on Weaver Street, to prohibit a left hand turn onto Murray Avenue and consider traffic calming
measures. It was also suggested that a stop light be installed at the intersection on Weaver
Street, however, the Town does not have any jurisdiction over traffic controls used on State
roads.
The Committee agreed to itemize the Murray Avenue traffic issues and would further discuss at
the next Traffic Committee meeting.
