Town of Mamaroneck Sustainability Collaborative
Meeting Minutes, March 3, 2016, 6PM —8PM,
Attendees: Nancy Seligson,Steve Altieri, Mitch Green, Marc Karell, Frank Owens, George Roniger,Stephen
Moser, Tony Gelber, Ralph Tamlyn,Sue Odierna. Guests attending: Mark Manley, Consultant
from Black& Veatch and Avalon Lance, new resident/avid biker originally from Seattle.
6:10 PM Greetings &Call to Order
6:10 PM Minutes of February 2, 2016 Meeting—Approved
Quality of Life&Sustainability--Bike-able,Walk-able Update
6:15pm Stephen Moser and Mitch Green updated group with a presentation of proposed biking maps in several
areas of the Town of Mamaroneck,following last month's presentation from Jonathan Orcutt, Independent
Policy Consultant on Bike Transportation. They also introduced Avalon Lance, a new resident/avid biker
originally from Seattle.
• Steve reported that the Village of Larchmont is going ahead with plans to enhance biking on Larchmont
Avenue from Palmer Avenue to Larchmont Manor. They plan to use a sharrow which is the least
preferred option according to Jonathan Orcutt. Mitch and Steve to follow up with VOL to express their
"sharrow concerns"and instead emphasize creating an exclusive bike lane.
• One map, "Destinations"showed points residents might want to bike to/from and included schools, train
stations,parks, government building, clubs/religious institutions.
• Marc Karrell will show presentation with proposed bike lanes to Village Of Mamaroneck.
• Collabs agreed that bike lanes should flow from VOM—TOM—VOL.
• Mitch asked group where we should start and all agreed that we should begin with a route--or up to
two routes--that will attract students and commuters.
Presentation concluded at 7:30pm.
Resilient Infrastructure—Microgrid Initiative
7:30pm Frank Owens introduced Mark Manley, a resident from Howell Park. Mark is a Manager at Black&
Veatch, a global engineering, consulting and construction company.
• Frank would like Mark to have his Engineers review Con Ed/Booz Allen's Feasibility Study and give their
advice and feedback. He believes the grid should be smaller.
• Steve A. and Frank have a call next week with Booz. Frank would like a "second set of eyes"to take a
look at the Study. Steve A. reminded group of confidentiality agreement so he needs to check if a third
party can take a look at the study.

Sustainability and Resilience—Municipal Solar Buyer's Group
7:45pm Nancy updated the group on the latest with MSBG. Sustainable Westchester is talking to bidders
regarding solar panels on municipal property. In the Town of Mamaroneck tentative sites include carports in
Town Center and the Larchmont train station.
Sustainability and Resilience(continued)—Community Choice Aggregation
Nancy reported that Sustainable Westchester received a compliant bid for CCA from Con Ed Solutions. The Town
of Mamaroneck and 16 other municipalities in the County signed the contract to participate. A letter needs to go
out to residents since the program will begin in May. The CCA pricing will be 8%less expensive than the trailing
12 months of service with Con Ed.All Con Ed residents will automatically be transferred into the program unless
they elect to opt out. This program is currently for electric usage only;it does not include gas.
Sanitary Sewer Systems
The Town is obligated to review and test the Town's lateral lines and Nancy updated the group that the RFP's for
the Sanitary Sewer Evaluation System are out for this "enormous"project.
Sustainability—Grow it Green Event(GIG)on April 10,2016
Sue updated the group on the latest news regarding the above tri-municipal event. Rain barrels to be delivered
to Town Yard early April. Residents will be able to purchase at Grow it Green and potentially Town sites(the
"Yard"most likely location). Rain barrel demo and sales will be part of the GIG event. Rain barrel conference
call to be set up for next week to confirm final details. (Conference call took place March 7th and final rain
barrel details are being worked out.) Sally/Lisa (co-chairs of GIG)are drafting a letter to Landscapers w/help
from Michelle. Next GIG meeting is March 9th.
