HomeMy WebLinkAbout2001_08_08 Town Board Minutes (2) MINUTES OF THE WORKSESSION MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD ON AUGUST 8, 2001 AT 5:30 PM IN CONFERENCE ROOM A OF THE TOWN CENTER, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Valerie M. O'Keeffe Councilwoman Phyllis Wittner Councilwoman Judith A. Myers Councilman Ernest C. Odierna Councilwoman Nancy Seligson ALSO PRESENT: Stephen V. Altieri, Town Administrator William Maker, Jr., Town Attorney CALL TO ORDER The worksession meeting of the Town Board was called to order at 5:30 PM. 1. Myrtle Boulevard/Madison Avenue Development The Town Board met with Frank Fish of Buckhurst, Fish & Jacquemart to review the most recent proposal made by Forest City Daly. The Board reviewed a new design proposal for the residential building and alternative for including the parking underneath the structure as opposed to a separate garage building. Also submitted by the developer was a proposed rezoning of the property to allow for the construction of 195 residential units. Details of the project were reviewed further and there remain serious concerns regarding impact upon traffic, parking, and size of the building. There was also discussion regarding the procedure that would be used and the environmental review process for any rezoning of the Madison Avenue property. The Town Administrator was directed to contact the developer, Forest City Daly, to discuss this matter further. 2. Meeting with Property Revaluation Committee Members of the Property Revaluation Committee appeared before the Town Board to review details of their report. Chairman George Roniger provided an overview of the report's findings. Tom Christian identified to the Board several changes that were made to the charts in the report. Revised charts would be provided to the Town Board. Committee member Irving Scharf also presented to the Board his minority opinion regarding changes in State law that should be made to equalize assessment methods for condominiums and co ops. 3. Zoning Ordinance Reference - Air Conditioners The Town Board continued its discussion of the installation of new air conditioning units. The Town Attorney has been directed to draft an amendment to the Zoning Law that would grandfather existing air conditioning units and would require permitting only for new air conditioners that have not previously existed on a parcel. 4. Declaration of Surplus Equipment The Town Board reviewed a recommendation by the Town Administrator to declare certain computer equipment as surplus and to authorize the Administrator to sell such equipment. On motion by Councilwoman Wittner, second by Councilwoman Myers, it was Resolved that the Town Board does hereby authorize the Town Administrator to sell surplus computer equipment. The above resolution was put to a roll call vote: Seligson - Aye Odierna - Aye Myers - Aye Wittner - Aye O’Keeffe - Aye ADJOURNMENT On motion duly made and seconded the meeting was adjourned.
