At the Town Offices, 158 West Boston Post Road, Mamaroneck, . Y.
The meeting was called to order by Supervisor iiicCulloch at
8:10 P. H.
Present: Supervisor McCulloch
Councilmen Bates Brennan, Griffin, Nieginniss
Absent : None
The presence was also noted of Town Clerk Marvin, Town
Attorney Delius, Assessor Smith, Assistant Town Attorney Schwartzreich,
Comptroller Luceno, Town Clerk-elect Robert D. Payne, and Fire Chief
Richard B. LeVino .
Mr. Griffin reported on welfare matters. He said that the
case load for the -month of October was 237 cases compared with 226
for the month of Septerr_ber at a cost of $`;10,096 .24 in October com-
pared with 1'10,070.23 in September.
r. Griffin presented a letter from Public Welfare Officer
DeV"inne dated November 3, 1837, pointing out that the Veterans'
Relief Department has exhausted its yearly appropriation, although
the Public Welfare Department has approximately X10, 000 left at its
disposal, The letter was ordered filed.
Pr. Brennan reported on Fire Department matters. He pre-
sented a letter addressed to the Supervisor from the Fire Department
dated_ September 30, 1937, concerning certain repairs to the interior
of the fire house .
Fire Chief LeVino addressed the Board concerning this
letter. He recommended a 'rV. F . A. project for installing wire lathe
and re-plastering the entire auditorium, repairing other plaster in
the building and re-painting the entire interior. He said that he
had been informed. by Mr. Foote that wV, P . A. labor was available but
no funds for the purchase of the necessary materials and supplies. The
matter was ordered laid over.
The Fire Chief suggested that the Board re-name certain
streets in Rouken Glen, notably Rouken Glen South Drive, Rouken Glen
West Drive and Glen Eagles Drive, because of the similarity of names
which has created considerable confusion in respect to fire alarms.
The Supervisor told. the Fire Chief that the streets in Rouken. Glen
are owned by 'r`r. C. sit. P,ioody or one of his corporations and referred
the Chief to VAr. Moody.
The Town Attorney presented a petition addressed to the
State Comptroller requesting the Comptroller' s approval for the
creation of an extension to Sewer District No. 1 of the Town of Mama-
roneck to be known as Section ! pursuant to Chapter 683 of the Laws
of 1933, as amended by Chapter 291 of the Laws of 1937 . He reminded
the Board that a petition requesting, the creation of this extension
was filed with the Board on October 20, 1937.
Councilman. Bates introduced the following resolution:
WHEREAS there has been filed with the Town Clerk, a
petition of property owners requesting the extension
of Seaver District No. 1 in the Town of IuIamaroneck to
include an additional area to be known as Section I
as amended; and

creation of an extension to Sewer District No. 1 of the Town of Mama-
roneck to be known as Section "I", pursuant to Chapter 683 of the Laws
of 1933, as amended by Chapter 291 of the Laws of 1937 . He reminded
the Board that a petition requesting the creation of this extension
was filed with the Board on October 20, 1937.
Councilman Bates introduced the following resolution:
WHEREAS there has been filed with the Town Clerk, a

WHEREAS this Board adopted a resolution calling a
public hearing pursuant to the provisions of the
Town Law, which hearing is to be held on the 17th
of November, 1937; and
" REAS the Town Attorney has prepared and presented
to this Board, a, petition for the approval of the
extension of Sewer District No. 1 so as to include
said_ Section I as amended, which approval is required
pursuant to Section 1 of Chapter 683 of the Laws of
1933 as amended. by Chapter 291 of the Laws of 1937;
RESOLVED that this Board approve such petition and
authorize the Supervisor to sign the same and sub-
mit it forthwith to the State Comptroller.
On motion of Councilman Bates, seconded by Councilman
Griffin, the foregoing resolution was adopted by the following vote:

Mr. Henry W. Taylor, consulting hydraulic engineer, who
was recently retained by the Board in connection with the proposed
drainage improvement in the Murray Avenue-Glenn Road area, addressed
the Board. He said that when he had submitted his original estimate
in the sum of '�'400 as the cost of doing certain work in connection
with the drainage improvement, neither he nor R',r. Foote, nor apparent-
ly anyone else, realized that the scope of the project would extend
beyond the boundaries of drainage district No. 1. Investigation had
shown him, he said, that in order properly to take care of the drain-
age situation, certain work outside of drainage district No. 1 would
have to be undertaken. He said that for the sum of :100 he would
be willing to do the additional work thereby required.
On motion by Mr. Brennan, seconded by ",Ir. Bates, it was
upon roll call unanimously
RESOLVED that the sum of $100 be and it hereby is
appropriated out of surplus revenues, not otherwise
appropriated, to pay the cost of the additional work
to be done by Henry 'di. Taylor, consulting hydraulic
engineer, as above outlined.
Ivan S. Flood, attorney of White Plains, representing Messrs.
Martino and Schor, addressed the Board concerning easements for a
storm drain which the Town is considering building near Forest Avenue
through properties owned by his clients. After discussion Kr.Flood
stated that he believed that he could obtain all the necessary ease-
ments for a sum not to exceed `j2, 000.
The Town Attorney presented a letter dated October 22, 19373
from Strang & Taylor, attorneys, representing the relatives of Adam G.
Coles, concerning tax arrears. The matter was referred to the Town
Attorney for further investigation and report .
The Town Attorney presented a letter dated November 2, 1937,
from the Nilliams Realty Company, concerning tax arrears. The face
amount of the liens on these taxes held by the Town is Z�P'2, 594. 83.
Mr. Williams offered to redeem these- liens one at a, time with interest
-- computed at 6 per centjbeginning November 1, 1937 . He said that he
would_ be able to redeem them all within a period of one year and would
redeem at least one lien every month.
On motion by Mr. Ileginniss, seconded by Mr. Bates, it was
unanimously
RESOLVED that the offer of the Rilliams Realty
Company as above set forth, be and it hereby is
approved in principle; and be it
F RTEZR RESOLVED that the matter of working out
the details so as to provide as nearly as possible
for twelve equal monthly payments, the entire
transaction to be completed by riovember 1, 1938,
be and it hereby is referred to the Supervisor and
the Town Attorney.
The Town Attorney informed the Board that -Jr. Roy S. Hatzel
of 206 iYlurray Avenue , Larchmont, had withdrawn his offer to purchase
certain tax liens yield by the Town, which offer was approved by the
Board at its meeting on September 22, 1937. tIe recommended, therefore
that the resolution of that date be rescinded.
On motion by 1!Tr. Griffin, seconded by dr. Bates, it was
unanimously
RESOLVED that the resolution adopted by this Board
at its meeting on September 225 1937, accepting
the offer of Roy S. hatzel to purchase certain tax
liens be and it hereby is rescinded.
A petition dated November 3 , 1937, was received from the
Assessor requesting the correction of the assessment rolls for the
years 1936 and 1937, taxes of 1937 and. 1938 respectively, in order
to permit the apportionment of certain takes.

RESOLVED, WHEREAS, the Assessor has .presented a
petition dated November 3, 1937, for the correction
of the assessment rolls for the years 1936 and 1937,
taxes of 1937 and 1938 'respectively, pursuant to the
provisions of Section 33 of Chapter 105 of the Laws of
1916, as amended, known as the Westchester County Tax
Act; and
WHEREAS, after due consideration this Board finds it
desirable to grant said petition for the correction
of said assessment roll;
NOW THEREFORE, BE IT
RESOLVED, that the assessment rolls for the years 1936
and 1937, taxes of 1937 and 1938 respectively, which
show property now appearing on the rolls as follows:

The report of the County Health Department for the month
of Septe=Tiber was received and filed.
The report of the Building Inspector for the month of
October was received and filed.
The report of the Public Welfare Department for the month
of October was received and filed.
A Certificate of Returns of Births and Deaths from October 1,
1936 to September 30, 1937, was received from the State Department of
Health showing that there is due the Registrar of Vital Statistics-
the sum of :,35. 50, representinE fees earned by him during that period.
The certificate was ordered filed.
A letter dated "November 2, 1937, addressed to the Town Clerk
was received from the Board of Election Inspectors of the Fifth
Election District of the Town of Mamaroneck, stating as follows: `UVe
wish to thanl the employees of the Water works, where the Board- of
Registry for the Fifth District met, for the courtesy shown us, and
for arranbi= the lighting system. for our convenience . " The letter
r the Clerk was directed to send a copy thereof
was ordered filed and
to the Water Board.
Comptroller Luceno addressed the Board concerning the loss
of a tax lien held by the New Vora Lien Corporation. The matter was
referred to the Tovun Attorney who was directed to instruct the
corporation that it must indemnify the Town against any possible loss
in connection with the issuance of a duplicate lien.
At 9;50 P . M. the Board unanimously resolved to adjourn.
