BY AND BEFORE THE TOWN BOARD OF THE TOWN OF MAMARONECK, NEW YORK
IN ACCORDAYCE WITH SECTION 113 OF THE TOWN LAW
HELD DECEMBER 29, 1937
At the Mamaroneck Senior nigh School, Palmer Avenue, Mamaroneck, N. Y.
The meeting was called to order by Supervisor icCulloch at
8:30 P. w7.
Present: Supervisor McCulloch
Councilmen Bates, Brennan, Griffin, Meginniss
Absent: None
The presence was also noted of Town Clerk Marvin, Town Attorney
Delius, Town Comptroller Luceno, Town Engineer Foote, Public Welfare
Officer DeVinne, Park Commissioner Embury, Highway Foreman derola, Police
Commissioner King, Fire Chief LeVino and A. Stirling Smith, Chairman of
the Board of Appeals.
The Supervisor stated that the meeting was called pursuant
to the provisions of Article 8 of the Town Law and that all persons
present who were interested would be given an opportunity to be heard
with respect to the Annual Estimate or Tax Budget under consideration
or any part or item thereof.
The Town Clerk presented the call of the meeting and the
affidavit of publication of the public notice in relation thereto,
in accordance with the provisions of Section 113 of the Town Law.
The affidavit was unanimously approved and ordered filed.
The Supervisor commented in general on the budget, pointing
out that the total of the appropriations requested for operating
expenses were lower than last year, although the total net budget
would be greater than last year, an increase which he explained.
He then inquired if there was anyone present who desired
to speak concerning the budget or any part or item thereof.
Mr. Walter M. Franklin, President of the Larchmont Civic
Association, Inc. , presented a letter dated December 29, 1937, signed
by him as president, commenting on the budget and allied matters.
Miss Helen Eklund inquired concerning the bonded debt of
the Town. Comptroller Luceno gave her the desired information.
Mr. Embury of the Park Commission replied to comments
on the Town parks contained in the letter of Mr. Franklin.
Mr. Albert Albelli asked about the appropriation of $500
for the publicity fund. The Supervisor explained the matter to him.
Miss Helen Eklund asked about the appropriation for interest
on loans which was explained to her by the Supervisor.
Mr. C. C. Merritt spoke in general terms of the need for
_- tax relief for real estate owners. The Supervisor agreed that the
burden of taxation on real estate was heavy and that relief should
be sought.
Others who requested information concerning the budget or
who spoke concerning the budget, the Town government, the county tax
levy, the matter of real estate assessments, the need for economy,

and the welfare costs, among other topics, were Edward A. Keeler,
Charles W. Hagelston, Thomas B. Sutton, 'fflm. Harvey Smith, Richard I.
Land, Charles B. King, Martin E. King, Mrs. C. C. Merritt and Mrs.
Albert Albelli.
The Supervisor inquired if there was anyone else who desired
to speak concerning the budget . No one else indicated a desire to
speak.
On motion duly made and seconded the meeting was unanimously
adjourned at 10: 45 P. N.
