The Supervisor stated that in accordance with notice duly
iven, it would be in order for the Board to receive bids for the
69, 000 Water Bonds of the Town.
The Clerk presented an affidavit of publication of a notice
in The Daily Times which was ordered filed.
The Supervisor inquired if there were any persons present
who desired to submit any bids other than those which had already
been received. There being none, he ordered the Clerk to open the
bids. The Clerk thereupon opened the bids which showed as follows:

The following resolution was offered by Councilman Brennan
and seconded by Councilman Bates, to-wit:
WHEREAS, pursuant to the resolution passed by this
Board on April 14, 1937, $69,000 Water Bonds of the
Town of Mamaroneck have been duly advertised for
sale on notice published in THE DAILY TIMES, which
was designated as the official newspaper of the Town
for such publication, sealed proposals to be received
and considered. at 3: 00 o' clock P. M. , Eastern Daylight
Saving Time, on the 30th day of April, 1937; and
WHEREAS, at the time and place fixed for the receipt
of bids, the following bids were received for said
bonds:

WHEREAS, the lowest rate of interest bid for said
bonds, stated in a multiple of one-quarter or one-
tenth of one per centum per annum, was 3. 90 per cent;
and

WHEREAS, the highest and best bid., complying with
the terms of sale, at such lowest rate of interest
was the bid of A. C. Allyn & Co. , Inc. and E. H. Rollins
& Sons, Inc. who offered to purchase said bonds at said
rate of interest and to par therefor par value, accrued
interest and a premium of 8434.70;
RESOLVED, that the bid of the said A. C. Allyn & Co. , Inc.
and E. H. Rollins & Sons, Inc. be and the same is hereby
accepted, and said $69, 000. Water Bonds, bearing interest
at the rate of 3.90 per centum per annum, are hereby
awarded to the said A. C. Allyn & Co. , Inc. and E. H.
Rollins & Sons, Inc. at the price aforesaid, and there
shall be executed and delivered to said purchaser $69, 000
Water Bonds of the Town of Mamaroneck, dated May 1, 1937,
of the denomination of $1,000 each, numbered 1 to 69
inclusive, bearing interest at the rate of three and 90/100
(3.90) per centum per annum, payable semi-annually
November 1 and May 1, and maturing in numerical order
$2,000 on May 1, in each of the years 1938 to 1971
inclusive, and $1,000 on May 1 , 1972, and that said
bonds shall be in substantially the following form, to=wit;

KNOW ALL MIEN BY THESE PRESENTS, That the Town of
Mamaroneck, a municipal corporation in the County of
Westchester, State of New York, hereby acknowledges its
indebtedness and for value received promises to pay to
bearer on the first day of May, 19 , the sum of ONE
THOUSAND DOLLARS (1,000) , together with interest thereon
from the date hereof at the rate of
per centum per annum, payable semi-annually on the first
days of November and May upon presentation and surrender
of the annexed interest coupons as the same respectively
mature. Both principal and interest of this bond are
payable in lawful money of the Jnited States of America,
at The National City Bank of New York, in the City and
State of New York.
This bond is one of an issue of bonds of like
date and tenor, except as to number and date of maturity,
aggregating Sixty-nine Thousand Dollars (669,000+x, and is
issued for the purpose of paying the Town' s share of the
cost of enlarging, extending and improving the joint system
of waterworks supplying said Town and its inhabitants with
water, pursuant to and in strict compliance with the Con-
stitution and statutes of the State of New York, including
among others Chapter 654 of the Laws of 1927, and the Villa,
Law, as amended, and is issued pursuant to resolutions and
proceedings of the Town Board of said Town duly passed and
adopted.
It is hereby certified, recited and declared that
all acts, conditions and things required to exist, to happen
and to be performed precedent to and in the issuance of this
bond; exist, have happened and have been performed in due
time, form and manner as required by law, and that the issue
of bonds of which this is one, together with all other
indebtedness of said Town, is within every debt and other
limit prescribed by the Constitution and Laws of the State
of New York. The full faith, credit and resources of said
Town of Mamaroneck are hereby irrevocably pledged to the
punctual payment of the principal and interest of this bond
according to its terms.
This bond may be converted into a registered bond
in accordance with the provisions of the General Municipal
Law. At the request of the registered owner, the interest
hereon will be remitted by mail with New York exchange.
IN WITNESS WHEREOF, said Town of Mamaroneck has
caused this bond to be signed by the Supervisor and sealed
with the corporate seal of said Town, attested by the Town
Clerk, and the interest coupons hereto annexed to be signed
with the facsimile signature of said Supervisor, and this
bond to be dated as of the first day of inlay, 1937.

within bond for its conversion into a fully registered
bond, I have this day cut off and destroyed
coupons annexed to this bond amounting in the aggregate

FURTS3ER RESOLVED, that when said bonds shall have been
duly executed, the same shall be delivered to the
purchaser upon payment of the purchase price to the
Supervisor, The receipt of the Supervisor shall be a
dill acquittance to said purchase who shall not be
obliged to see to the application of the purchase money.

The Clerk was unanimously directed to return to the un-
successful bidders their bid checks.
A letter dated April 21, 1937, was received from Nathaniel
N. Becker, attorney representing the Home Owners' Loan Corporation,
requesting permission to pay a tax for the year 1896, sale of 1897,
on Section S. Block 85, Lots 5A to 9A inclusive in the face amount
of the lien held by the Town, namely, $11.70 without interest.
On motion duly made and seconded it was unanimously
RESOLVED, that in accordance with action taken by the
Town Board in other and similar cases, permission is
hereby granted to Mr. Nathaniel N. Becker, represent-
ing the Home Owners' Loan Corporation, to pay a tax
for the year 1896, sale of 1897, on Section 8, Block 85,
Lots 5A to 9A inclusive, in the face amount of the lien
held by the Town, namely, 11.70 without interest,
provided payment be made within thirty days.
Mr. Stephen Holden, attorney of Rhite Plains, representing
Leewood Shaw, owner of record of certain property in Edgewater Point,
addressed the Board and made a tentative offer to compromise the back
taxes on this property. He stated that he understood that the pro-
posal presented to the Board at its meeting on March 17, 1937, by
ff
Mr. Frank Schrenkeisen would not materialize and that he was offering
an alternative proposal. He requested that the sale of this property
for unpaid taxes scheduled to be held on May 3, 1937, be postponed
for ten days, in order to permit him to make a firm offer and a suit-
able down payment.
On motion by Mr. Griffin, seconded by Mr. Bates, it was
unanimously
RESOLVED, that the Town Board hereby agrees
to a postponement of the sale of the property
above referred to from May 3 to May 13, 1937.
Mr. Franklin Brooks, Receiver of the Larchmont National
Bank and Trust Company, addressed the Board to request that property
described on the 1936 assessment roll, tax of 1937, as Section 4,
Block 23A, Lots 2A, 3B and 5B, be divided on the rolls so that these
lots would be shown separately as Lots 2A-3B and 5B as they were on
the rolls of years prior to 1936. He said that in years past he had
paid taxes on these lots separately and desired to continue to do so.
Assessor James M. Smith. stated to the Board that he saw
no objection.
On motion by Mr. Bates, seconded by Mr. Brennan, it was
upon roll call unanimously
RESOLVED, that the request of Mr. Franklin Brooks,
as above set forth, be and it hereby is approved.
The Town Attorney stated that he recommended the settlement
of the certiorari proceeding instituted by Adams, Fowler & Hoffman,
Inc. to review the assessment upon Section 6 , Block 10C, Lots 5A, 6A
and 7A for the year 1936, on the basis of a reduction in the assess-
ment from $245,000 to $215YOOO.
Upon motion made by Councilman Brennan, seconded by
Councilman Bates, the following resolution was unanimously adopted:
WHEREAS, heretofore and on or about the 8th day of
October, 1936, a writ of certiorari was obtained by
Adams, Fowler & Hoffman, Inc. , owners of Section 6,
Block 10C, Lots 5A, 6A and 7A to review the assessment
of $245, 000 upon premises owned by it; and
WHEREAS, a return to such writ was duly filed by the
Assessor and Board of Review on or about the 16th of
November, 1936, and no further proceedings have been
taken; and
WHEREAS, the Town Attorney and Assessor recommended to
this Board that the proceedings be settled and dis-
continued upon reduction of the assessment to $215,000;
NOW, THEREFORE, BE IT
RESOLVED, that the assessment for the year 1936,
upon property known as Section 6, Block 10C, Lots 5A,
6A and 7A, assessed for $245,000 be reduced to
$215,000, provided the certiorari proceeding, now
pending, be discontinued.
The Town Attorney stated that he recommended the settlement
of the certiorari proceeding instituted by Hiram E. Meeker, as
Receiver of the First National Bank in Mamaroneck, to review the
assessment upon the following:

Upon motion made by Councilman Brennan, seconded by
Councilman_ Griffin, the following resolution was unanimously adopted:
WHEREAS; heretofore and on or about the 9th day of
October, 1936, a writ of certiorari was obtained by
Hiram E. Meeker, Receiver of the First National Bank
in Mamaroneck, owner of the above mentioned property,
to review the assessment for the year 1936, upon said
property; and
WHEREAS, a return to such writ was duly filed by the
Assessor and Board of Review on or about the 16th of
November, 1936, and no further proceedings have been
taken; and
WHEREAS, the Town Attorney and Assessor recommend to
this Board that the proceedings be settled and
discontinued upon reduction of the assessment upon
the various parcels as above set forth;
NOW, THEREFORE, BE IT
RESOLVED, that the assessment for the year 1936,
upon property known as Section 9, Block 50, Lots 2C,
35 5B; Section 8 , Block 86, Lots 5, 6, 27B, 28, 29;
Section 8, Block 101, Lots 10 to 14; Section 9,
Block 49, Lot 7B; and Section 9, Block 51 Lot 8A;
assessed for $lB3,000; $28,250; $12,250; 921,000; and
$33, 500 respectively, be reduced to the following
amounts respectively: $150,000; $25,000; $10,000;
$19,000 and $32,500.
