BY AND BEFORE THE TOWN BOARD OF THE TOWN OF MAMARONECK, NEW YORK
IN ACCORDANCE WITH SECTION 113 OF THE TOWN LAW
HELD DECEMBER 28, 1936
At the Mamaroneck Senior High School, Palmer Avenue, Mamaroneck.
The meeting was called to order by Supervisor McCulloch
at 8: 30 P. M.
Present: Supervisor McCulloch
Councilmen Bates, Brennan, id?eginniss
Absent : Councilman Griffin
The presence was also noted of Town Clerk Marvin, Town Attor-
ney Delius, Town Comptroller Luceno , Receiver of Taxes and Assessments
Dillon, Assistant Town Attorney Schwartzreich, Highway Foreman Merola,
Assessor Smith, Assistant Assessor Simonds, Deputy Town Clerk Alice
Wheelock, Public Welfare Officer DeVinne. Chairman Frank A. Downes of
the Park Commission, Fire Chief Richard B. LeVino and Commissioner
Victor H. Stempf of the Police Commission.
The Supervisor stated that the meeting had been called pur-
suant to the provisions of Section 113 of Article 8 of the 'Town Law
and that all persons present who were interested would be given an
opportunity to be heard with respect to the Annual Estimate or Tax
Budget under consideration or any part or item thereof. He said that
he had deferred opening the meeting, which was scheduled to begin at
8 P. M. , until 8: 30 P. M. in the hopes that more taxpayers might
arrive but since so few persons had arrived, he would no longer delay
opening the meeting.
The Town Clerk presented the call of the meeting and the
affidavit of publication of the public notice in relation thereto,
in accordance with the provisions of Section 113 of the Town Law.
The affidavit was unanimously approved and ordered filed.
The Supervisor praised Mr. 1%iegirniss for the work which he
had done in preparing the budget and for his valuable assistance in
respect to financial matters during the year. He then commented in
general on the budget, pointing out that the gross budget is lower
than the gross budget of the preceding year when the sum of $140,000
was available as estimated revenue from tax arrears to bring the net
budget lower than the present year' s net budget. He explained why,
owing to a change in the Town Law, it would not be possible this year
to take credit for any such estimated revenue.
He inquired if there was anyone present who desired to speak
concerning the budget or any part or item thereof.
Mr. `;u. H. Hoeflich inquired why the pay cuts of the firemen
and policemen had been restored.
Commissioner Stempf of the Police Commission in reply read
the Commission' s letter to the Town Board recommending the restoration.
He presented comparative figures showing that the police salaries in
the Town of Mamaroneck are not higher than the average for similar
— communities in Westchester County.
Fire Chief LeVino explained why the Fire Department had
requested the restoration of pay cuts for the paid firemen.
Mr. J. L. Franck inquired where the new patrol car which
is being purchased by the Fire Department was to housed.
1°Right where the old one was kept, " Chief LeVino replied.
The Supervisor inquired if there was anyone else who desired
to speak concerning the budget. No one else indicated a desire to
speak.
Mr. C . C. IJierritt of 125 Weaver Street moved and Etr. J.
Hibberd Taylor of 23 Summit Avenue, Larchmont , seconded the follow-
ing resolution which was unanimously adopted by those present, to wit:
RESOLVED that it is the sense of this meeting that the
budget as presented be approved.
On motion duly made and seconded the meeting was unanimously
adjourned at 8: 53 P. 112.
