HomeMy WebLinkAbout1936_12_08 Town Board Minutes PUBLIC DARING BY AND BEFORE THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD DECEMBER 8, 1936 At the Weaver Street Firehouse, Larchmont, New York. The meeting was called to order by Supervisor McCulloch at 8:30 P. M. Present: Supervisor McCulloch Councilmen Bates, Brennan, Griffin, idIeginniss The presence was also noted of Town Clerk Marvin and Town Attorney Delius. The Supervisor stated that the meeting was called pursuant to public notice duly given to consider the application of Morris H. Petigor to amend and change the Zoning Ordinance or Regulations of the Town of Mamaroneck outside the limits of the incorporated villages so as to change property owned by Mr. Petigor from Class A Use District (Residence) and Class F Use District (Unclassified) , as shown on the map accompanying said ordinance or regulations, to Class B Use District (Residence) . The Clerk read the call of the meeting and presented affi- davits of publication thereof which were ordered filed. The Supervisor stated that the procedure governing the meeting would be as follows: Those in favor of the proposed change or amendment would first be given an opportunity to be heard and then those opposed would be given a similar opportunity. Mr. Frank M. Gagliardi, attorney for Mr. Petigor, presented a supplementary petition on behalf of his client, which petition does -- not modify the original request but merely amplifies it, and requested that it be considered a part of the original petition. He also sub- mitted an artist' s sketch of a bird' s-eye view of the apartment houses which Mr. Petigor proposes to erect on his property if the re-zoning is granted and a rough sketch of the present zoning of the area and adjoining property. Mr. Gagliardi described briefly the improvements which Mr. Petigor- desires'. to erect if the zoning is changed, saying that these improvements would consist of eight apartment houses of two units each, six stories in height; that there would be no extra cost to the Town for municipal services since all the needed municipal facilities are at present in existence. He quoted Superintendent of Schools A. Z. Boothby to the effect that the existing public schools have sufficient capacity to care for the anticipated number of school children who would reside in the proposedapartments. Mr. i."dilliam E. Schramek, speaking as President of the Larchmont Gardens Association, said that his association opposed the previous application of Mr. Petigor because it did not approve of the type of building proposed to be erected but that the association after _ thoroughly examining plans for the present buildings approves it on three conditions: (1) the assurance that this present plan and not another plan will be followed; (2) that the name "Larchmont Gardens Apartments" be not given to these apartments but some other name instead and (3) that adequate garage facilities be provided for the tenants. Pr. Gagliardi replied to PdIr. Schramek, saying (1) that he was authorized by Mr. Petigor to state categorically that the present ' plan and no other will be carried out by Mr. Petigor; (2) that the name of the apartments has not yet been chosen and that it will not be in any event "Larchmont Gardens Apartments' and ( 3) that the artist' s sketch of the proposed improvement shows ample facilities for garaging automobiles. mr. James Sugrue of 8 Hall Street, Mamaroneck, stated that as the owner of neighboring property on the Boston Post Road he favored the proposed change except for the location of the garages as shown on the artist' s sketch. Mr. Louis Tolve of 76 ivit. Pleasant Avenue, Mamaroneck, speak- ing for the Carpenters' Local Union No. 543 and the Painters' Local Union No. 291, favored the improvement on the grounds that it would create work for local labor. Mr. Frank Schrenkheisen, attorney of New Rochelle, represent- ing the Gilman Estate, owner of neighboring property, spoke in favor of the improvement. Mr. William E. Lyon, Jr. of 286 East Boston Post Road, Mamaroneck, speaking as a taxpayer and as one interested in the development , favored the change. Mr. John F. Sugrue of 333 West Post Road, Mamaroneck, spoke in favor of the project and compared it to the Hillside Apartments on the Boston Post Road in the Bronx. There being no other persons at that moment who wished to speak in favor of the project, the Supervisor said that the Town Board would receive the amended petition submitted by ldr. Gagliardi. Mr. Hoyt Smith., Principal of the Junior High School, speak- ing unofficially said that he questioned the advisability of putting garages on the Post Road as shown on the artist' s sketch. Mr. Gagliardi replied to the effect that the location of the garages as shown on the sketch was tentative and can be changed. Mr. Edward Ely Hoxie pointed out that since the development - was to be a Federal Housing Administration project, it would be a low cost housing proposition. Per. Gagliardi declared that the Federal Housing Administration had given a tentative commitment of an insured mortgage of $1, 600,000. with an average rental per room of 6817. 50 per month and that two other tentative commitments had been received from private investing groups. Mr. C . C. Merritt of 125 Weaver Street, Larchmont, suggested that the Zoning Ordinance be amended so as to permit the erection only of the particular type of building shown and not any type of apartment house that ;fir. Petigor might subsequently decide to erect. Mr. Clifford Cross of Rockland Avenue, Larchmont, a member of the Board of Appeals (for Zoning) , said that he was expressing his personal views in saying that he believed the property to be suitable for the erection of single family dwellings. He also questioned the possibility of limiting the employment of labor to local residents. Mr. Orson Raynor of Edgewood Avenue, Larchmont, a member of the Board of Appeals (for Zoning) , declared that if the zoning amendment is granted as requested so as to put Mr. Petigor' s property in Class B Use District, the Town Board will have no further control over it . Mir. E. T. I. Thygeson of Maple Hill Drive, Larchmont, spoke in opposition to the request, saying that this Town did not need any more apartment house dwellings. Mr. Herbert Houghton of 71 Tompkins Avenue, iviamaroneck, said that the present zoning of this property is practically con- fiscatory and that there is a great housing shortage on the way. Mr. William Morrow, manager of Chatsworth Gardens Apartments, defended the type of :people living in apartment houses and said that they were superior to those living in very cheap, single family homes. go REGULAR MEETING OF TIC TOWN BOARD OF THE TOWN OF P1IAMARONECK, NEW YORK HELD DECEMBER 2, 1936 At the Town Offices, 156 -Vest Boston Post Road, Mamaroneck, N. Y. The meeting was called to order by Supervisor McCulloch at 8: 25 P. M. Present: Supervisor P,'icCulloch Councilmen Bates, Brennan, Griffin, Meginniss. The presence was also noted of Town Clerk Marvin, Town Attorney Delius and Town Engineer Foote. The minutes of the meetings of November 11 and November 18 were approved as printed. Mr. Bates reported on sewer matters, saying that the con- struction of the sewer in the Carleon Avenue Extension has been completed. Mr. Griffin reported on the matter of the expiration of the terms of office of the Town constables, which matter had been referred to him at the meeting on November 18, 1936. The Board took no action on his report. Mr. Griffin reported on welfare matters, stating that in the month of November there were 279 relief cases and a total expenditure of $10,775 compared with 263 cases in October at an expense of $9, 680. The Supervisor informed the Board that he had been notified of a change in the A. P. A. policy of employing labor whereby no new cases will be added to the rolls, but re-instatement will be possible for those who were at one time on the rolls and subsequent- ly left them. Mr. Meginniss presented a letter from William Preston Palmer, a member of the Police Commission, dated November 30, 1936, submitting his resignation as a member of the Police Commission effective immediately, on the grounds that he had moved outside of the Town of Mamaroneck. Accompanying the resignation was a letter from Mr. J. H. King, Chairman of the Board of Police Com- missioners, expressing the regret of the Board at the resignation of Mr. Palmer and acknowledging his excellent services to the Town while on the Board. On motion by Mr. Meginniss, seconded by Mr. Brennan, it was unanimously resolved WHEREAS, aIr. William Preston Palmer, a member of the Police Commission of the Town of Mamaroneck since August 21, 1934, is moving from the Town of Mamaroneck to a neighboring community and has accordingly submitted his resignation as a member of the Police Commission; NO"W, THEREFORE, BE IT RESOLVED, that the resignation of Mr. Palmer be accepted with great regret; and be it FURTHER RESOLVED, that this Board hereby extends to Mr. Palmer its regrets that he is leaving this community; and be it
