TOWN OF MAMARONECK, N. Y.
HELD DECEMBER 8,1936
At the Town Offices, 158 'Vest Boston Post Road, Mgmaroneck, N. Y.
The meeting was called to order by Supervisor McCulloch at
10: 20 A. 11.
Present: Supervisor McCulloch
Councilmen Bates, Brennan, Griffin, Meginniss
The presence was also noted of Town Clerk Marvin and Town
Attorney Delius.
The Supervisor stated that the meeting had been called in
order that the Board might complete its consideration of the proposed
1937 budget and set the date for a public hearing thereon.
The Supervisor presented detailed estimates in writing
of the amount of expenditures for the fiscal year beginning January 1,
1937, in for and by their respective offices, boards, departments
and commissions as prepared and filed by every administrative officer,
board, department and commission of the Town and every district thereof.
Such preliminary estimates were ordered filed and considered to be a
part of these minutes.
The Board thereupon prepared an itemized statement in
writing of the estimated revenues and expenditures of the Town for
the fiscal year commencing January 1, 1937, which statement is known
as the Annual Estimate.
On motion duly made and seconded, it was upon roll call
unanimously
RESOLVED, that the Annual Estimate or Tax Budget of

the year 1937 be and it hereby is approved; and be
it
FURTH'E'R RESOLVED, that said original estimate or
budget be filed in the office of the Town Clerk
where it will be available for inspection by any
interested persons at all reasonable hours; and

FURTHER RESOLVED, that the Town Clerk give notice of
said Public nearing as required by Section 113 of the
Town Law in The Daily Times, a newspaper published
in the Town of Mamaroneck, in its issues of December 14
and December 21, 1936, and in The Larchmont Times, a
newspaper published in the Town of !vIamaroneck, in its
issues of December 17 and December 24, 1936, which
newspapers are hereby designated the official news-
papers of the Town for the purpose of this publication;
and b e it
FURTHER RESOLVED, that the Comptroller have prepared
one hundred and fifty (150) copies of said Annual
Estimate or Tax Budget for the use of the public,
The Town Clerk stated that it would be in order for the
Board to approve the surety bond of Mr. Luceno as Comptroller. He
presented Bond No. 1675939 issued by the Fidelity and Casualty
Company of New York in the penal sum of $1,000 for the term of office
beginning November 19, 1936 and ending on December 31, 1937. This
bond, he stated, had been approved by Per. Keeler, the Town insurance
broker.
On motion by 11lr. Griffin, seconded by Mr. Bates, it was
upon roll call unanimously
RESOLVED, that the surety bond of Mr. Luceno as
Town Comptroller, as above described, be and it
hereby is approved.
The report of the Town Clerk for the month of November was
received and filed.
A letter dated December 5, 1936, was received from the
Receiver of Taxes and Assessments concerning payment made by Mrs.
Rose Vogel for the 1936 school taxes on property described as
Section 1, Block 39, Lots 7 and S. He stated that the envelope
containing the remittance was postmarked December 1, 1936, and that
hence he had returned her money to her because she had not included
the penalty charges added to the tax after November 30, 1936. He
added that Mrs. Vogel had informed him that she had mailed the
envelope on the evening of November 30.
On motion by Mr. Griffin, seconded by Mr. Bates, it was
unanimously
RESOLVED, that because the Town Board believes
jMrs. Vogel' s statement that she mailed her
remittance for the 1936 school taxes on the
evening of November 30, 1936, prior to the
expiration of the 5 per cent penalty period,
the Receiver of Taxes and Assessments be and he
hereby is authorized to accept her check in the
amount of $93.45 for the 1936 school taxes on
property known as Section 1, Block 39, Lots 7 and 8,
in payment of said taxes including a 5 per cent
penalty for November, despite the fact that the
envelope bore the postmark of December 1, 1936, and
was not received in the office of the Receiver of
Taxes and Assessments until December 2, 1936.
At 11:25 A. M. the Board unanimously resolved to adjourn.
