The meeting was called to order by Supervisor McCulloch at
8 t20 P. I:S.
Present : Supervisor McCulloch
Councilmen Bates , Brennan, Griffin, iLeginniss
The presence was also noted of i=iss Alice Wheelock, Deputy
ToT-m C1erk9and Town Attorney Delius.
The Supervisor stated that the meeting had been called to
consider approving a -PA project for the Westchester Joint Hater Works ,
•'.o. 1. He explained that for several years the Water Board has been
confronted with the problem of obtaining sufficient crater during the
summer months for the three municipalities ( To-,-n of Harrison, Villa e of
I:amaroneck and the unincorporated section of the 'TOVm of Kamaroneck) to
which the Westchester Joint t;'Iater Works supplies water and that the Water
Board had therefore decided to out in a request for a project for the
extension of the water line to Rye Lake, a source of water supply for
Ivew York City, at a cost of approximately $400 ,000. He stated that the
Town Board' s approval of this project at this time does not necessarily
obligate the Town to go ahead with the project if it is granted by the
federal government.
On motion by Ir. Bates , seconded by Ir. Griffin, it was
unanimously
RESOLVED, that the Town Attorney be and he hereby is
authorized to furnish the federal government with
certain legal information in connection with the
proposed 7,1PA project for the extension of the water
line of the Westchester Joint Water tKiorks , No. I to
Rye Lake ; and be it
FUIRTHEI; RESOL7 D, that the Comptroller be and he hereby
is authorized to furnish the federal government with
certain financial information in connection with the
same project.
The Supervisor stated that the two men who have been employed
by the Tovrn to secure signatures to the petition for the proposed esta-
blishment of a garbage district have now been working six weeks. lie
suggested that the work be continued two weeks longer and that the peti-
tions then be prepared for presentation to the ' own Board.
On motion by IIr. ?leginniss, seconded by i r. Brennan, it was
unanimously
RESOLVDD, that the Supervisor be and he hereby is
authorized, empowered and directed to employ for two
additional *reeks two men for the purpose of obtaining
signatures to the petition for the proposed establish-
ment of a garbage district; and be it
FURTFPR RF SOLVED, that certain employees in the Tovrn
Office be designated and directed to obtain the
assessed valuations for property owned by those persons
who have signed the petition.
At 5 :50 P. i, . the Board unanimously resolved to adjourn.

The meeting was called to order by Supervisor KcCulloch at

The Clerk stated that the meeting was being held pursuant to
Sections 7 and 26 , Chapter 232 of the Laws of 1904 together with Chapter
599 of the Lards of 1920, as amended, being a joint meeting of the Toem
Board and the Board of Assessors of the Tors of 11Iamaroneck to compile ,
select, make and verify the grand and trial jury lists for the year 1936.
The Board of Assessors having prepared tentative trial and
grand jury lists presented the same to the Board for its consideration,
and after examination and verification of said lists by both the Board of
Assessors and the Toen Board, it was on motion by I,Ir. Bates, seconded by
IL-r. Brennan, unanimously
RESOLV-FD, that the completed lists of the grand and
trial jurors be and they hereby are approved and
certified by the members of the Toy=an Board and the
Board of Assessors; and be it
FURTHER RESOL77ED, that the Tom Clerk be and he hereby
is authorized, empoerered and directed to for77ard
certified lists of the grand and trial jurors to the
Commissioner of Jurors in the form required by law.
Upon the a-oproval and certification of the jury lists by the
members of both the Board of Assessors and the To,•trn Board the Board of
Assessors withdrew from the meeting and the members of the Town Board
continued in session as a regular meeting for the consideration of such
other matters as might properly come before them.
In view of the presence of certain persons who desired to
address the Board the regular order of business etas suspended in order
' to hear them.
A delegation of residents of the vicinity of Murray and Colonial
Aver
luesheaded by 11r. R. D. Keller, 186 Lurra.y Avenue , addressed the Board-
concerning lack of adequate storm water drains in that neighborhood. The
delegation vias composed of the following: 11. Schuler, 188 L-urray Avenue ;
Peter Chiarenza, 205 Hurray Avenue ; Charles Engelman, 197 hurray 'venue -
F. deckman, 28 Colonial Avenue; F. E. Barnes, 194 ILurray ;.venue , in
add-ition to !Lr. Heller cr'no stated that he was authorized to speak for

IIr. Heller said that the heavy rainfall on 'Thursday, August 22,
1935, flooded the neighborhood from the L'urray Avenue School yard souther-
ly to Colonial Avenue ; that the existing storm IJater drain facilities were
- not adequate to remove the water; that extensive damage vras done in the
cellars of many homes. He added that prior to the construction of the
Gchool Yg la. round the storm water drain facilities had proven adequate . He

section that the capacity of the existing booster pump near the r-

section of hurray and Colonial Avenues be enlarged in order to cope Vith
the situation.
The Su-,)ervisor assured them that the 'Sorm Board would take
immediate action to see what can be done to remedy the situation.

Yr. Schuler spoke of the need of raising certain of the side-
walk slabs on Iurray Avenue to a proper grade, which slabs had been under-
mined by the storm water.
. r. Corwin, Superintendent of Seurers, who was also present,
stated that the storm drain pipes of certain houses in this vicinity had
been connected to the sanitary sewer system instead of to the storm crater
drain system at the time the houses were built.
After the delegation had presented its views to the Town Board,
the Supervisor thanked then: for their appearance and thereupon appointed
a special committee consisting of ,7essrs. Bates , Brennan, Kerola, Corvrin
and himself to meet with Engineer A. J. Foote and consider the entire
situation at a meeting on the following day at the Town Offices at 5:15 Fiat.
Kr. John Baltz addressed the 'Board in reference to property
owned by him at the northerly end of Valley Stream Road, which matter had
been considered by the Board at a previous meeting. He requested the
Board to pay one-half of the expense of constructing a bridge over Valley
Stream it order to provide access to tyro plots on which he desires to
build two houses. He also requested that an existing water main be ex-
tended a short distance to supply the two houses.
On motion by Hr. Bates, seconded by fir. Griffin, it was
unanimously
RF,SOL-V_7D, that the Town Board do and it hereby does
grant permission, to Yr. John Baltz to construct, at
his own cost and expense , a bridge over Malley Stream,
provided the plans and specifications for said bridge
have beer, approved by the Superintendent of Highways
and the Tovrn .attorney.
In respect to the water main the Board suggested to I,r. Baltz
that he apply for an extension at the time he is ready to commence con-
struction of the houses.
Hr. Domenico Quadrini addressed the Board concerning the apper-
tionment of a tax on his property consisting of certain lots in Block 50,
Section 8. the matter was
laid over until the next regular meeting.
There being no further persons present who desired to address
the Board, the regular order of business eras resumed.
The reading of the minutes was dispensed with.
The Supervisor stated that he had been in conference with
Village Yanager i"Ihitney of 11amaroneck concerning certain taxes owed to the
To-,- n of 11amaroneck by the Village and that I::r. Yahitney had expressed a de-
sire to discuss this matter with the Town Board. The Clerk was thereupon
directed to request i; r. Whitney to appear before the Town Board at its
next regular meeting on September 18, 1935, to discuss this matter.
I: r. Brennan reported or the matter of fire protection for the
property of 1?rs. Josephine V. Kaufman on Fenimore Road, vrhich matter had
been referred to him at the meeting of August 20 , 1935. He stated that
her property was 3000 feet distant from the nearest Town water main and
recommended that the Town execute a. contract with the village of Scarsdale
permitting the Town to use Scarsdale hydrants for fire protection pur-
poses in this neighborhood. The matter was laid. over.
Er. Brennan presented a letter from Fire Chief yeJino dated
=- September 1, 1935, concerning the use of Engine ',To. 1 at a fire department
tournament at Yount I=isco on September 8th.
On motion by '=`=r. Brennan, seconded by Hr. Bateev it was
unanimously
RFSOLVFD, that permission be and it 'hereby is granted
to the Tovm of Iamaroneck =wire Department to take
Engine 1 10. 1 to Ilount Cisco for the Fire Department
tournament on September 8 , 1935.

Hr. Bates reported on sewer matters, stating that the construc-
tion of the serer on Knollwood Drive had been completed.
Hr. Griffin reported on welfare matters, stating that the sum
of ;:17,370.24 had been expended for relief purposes in the month of
August, 1935, which amount i ±;;'1,932.88 less than was spent in the month
of July.
ii r. Ieginniss presented the financial report of the Supervisor
for the month of July and the seven months ending July 31, 1935. The
report was ordered filed.
The Supervisor reported that the Town has approximately 440 ,000
in cash in the bank and that refunds for we
expenditures it the amount
of : 68,000 are due from the state.
The Supervisor further stated that he was unable to report any
progress on the matter of Works Progress Administration undertakings.
A letter dated August 28 , 1935, addressed to the Supervisor was
received from Joseph 1'. Curren, attorney for the bard of Education of
Union Free School District ITo. I of the Town of i;4amaroneck concerning
the possibility of placing the collection of school taxes on a salary basis.
The matter was referred to the Town Attorney to take up with the County
sttorney and report thereon at the next regular meeting.
The report of the Receiver of Taxes and Assessments for the
month of August was received and filed.
A letter dated August 269 1935 , was received from Bassi Freres
of Larchmont concerning damage done to their property by storm water. The
matter was referred to >'iir. Brennan for investigation and report.
A form letter dated August 15, 1935, was received from Tames T.
Heenehan, counsel to the -�7estcheste-r Trustees, submitting a petition ap-
plying for the relief provided to property owners under Chapter 583 of
the Laws of 1935 in respect to unpaid taxes. The matter was referred to
the 'Town Attorney.
r letter dated August 23, 1935, vfas received from Arthur H.
Osborn, President and Treasurer of the 1erccr `lending Company , inquiring
concerning the operation of automobile trailers to be used as portable
lunch wagons. After discussion the Board by resolution unanimously de-
clined to grant permission to operate these trailers in the To-�, . of Kama-
roneck.
A letter dated Tiarch 2, 1935, was received from IIr. A. Stirling
Smith, Chairman of the Board of Appeals, recommending the appointment of
Krr. Charles 'int., Fast Brookside Drive , Larchmont , to fill the unexpired
term of 11r. henry Hofineister whose resignation as a member of the Board
of Appeals was accepted on January 2, 1935.
On motion duly made and seconded it was unanimously
RESOLVED9 that Hr. Charles kink of East Brookside
Drive , Larchmont, be and he hereby is appointed
a member of the Board of Appeals of the Town of
hamaroneck to succeed M.r. Henry Hofineister, resigned,
for the term expiring February 19 , 1940.
The matter of the 1928 tar on Section 1, Block 54, Lot 11B,
owned by Targaret E_. Hickey, which matter had been laid over at the
meeting of August 20 , 19359 was again laid before the Board by the To•,rn
Attorney. The Town Attorney stated that investigation disclosed that
this property was owned by the To7rr. of ?_.''amaroneck at the time the assess®
went as placed thereon and that consequently the property was not properly
subject to tax. He stated further that both the Receiver of Taxes and
1'Tr. Silas S. Clark, special collector of delinquent taxes, recommended
that the tax be cancelled.
On motion by Hr. Griffin, seconded by Mr. Brennan, it was
unanimously
RFSOLVTD, that on the recommendation of the Receiver
of Taxes and of Lr. Silas S. Clark, special collector
of delinquent taxes, the Receiver of Taxes be and he
hereby is authorized, empoviered and directed to cancel
the 1928 tax on Section 1, Block 54, Lot 11B, on the
grounds that at the time this property was assessed the
pro-perty was ovrned by the Town of Hamaroneck and hence
via not subject to tax.
The 'Town Attorney reported that he had been maintaining an
extensive correspondence with the United States Post Office Department
concernin g an unpaid 1933 School 'Tax in the amount of y161.28 on the
property on vrhich the new post office is nova being constructed. He said
that the Post Office Department requests that this tax be cancelled.
After discussion the Board took no action on this matter.
The Town Attorney reported on the matter of the request of
E rs. Joan Guthrie for cancellation of a 1927 tax on Section 2, Block 22 ,
Lots 34 to 37 inclusive , which matter had been referred to him at the
meeting on August 79 1935. I�e recommended that her request be denied
without prejudice to the renewal of the application if further proof
of payment can be produced and the Board unanimously so resolved.
A letter dated August 30, 1935, was received from Tarry A. and
Eric C. Gordon, attorneys for Goral -realty Corporation, requesting that
their client be permitted to pay the State , County , Town and School Taxes
for 1934 and the State , County and Town taxes for 1935 on Section 6,
Block 12, Lots 204B, 205-210 inclusive, After discussion the request was
unanimously denied. /without penalties or interest.
The Toro Attorney presented a letter dated July 10, 1935,
addressed to him by -rs. Edward J. Duelfer, 'requesting cancellation of
a 1906 tax in the face amount of v?2.19 on Section 1, Block 28, Lots 99
and 100. After discussion it ,-,as on motion by Hr. Dates , seconded by
Kr. Brennan unanimously
RFSOL"VED, that the Receiver of Taxes and Assessments
be and he hereby is authorized, empowered and directed
to accept payment of the tax for the year 1906 on
Section 1, Block 28, Lots 99 and 100 in the face amount
thereof vrithout penalties or interest, provided the
payment be made within thirty days.
The Town Attorney and :r. Cor,rrin, Superintendent of Sewers,
discussed with the Board the matter of a proposed extension to Sevier
District To. 1 to be known as Fxtension I.
After discussion it was upon motion by 2ir. Griffin, seconded
by I-Ir. 1Teginniss unanimously
RBSOL-VTD, that Engineer A. J. Foote be and he hereby
is directed to prepare a map and a description of
the proposed extension to Sevier District No. 1 in
accordance with a tentative sketch submitted at this
meeting.
At 11 :25 P. i?. the Board unanimously resolved to adjourn.
