The meeting was called to order by Supervisor IiaCulloch at
8.10 P. Id.
Presents Supervisor 17cCulloch
Councilmen Bates, Brennan, Griffin, Ieginniss.
The presence was also noted of Town clerk Taervin, Town attorney
Delius, the Board of Assessors and Public Welfare Officer DeVi.nne.
The Board immediately went into executive session and discussed
with the Board of Assessors certain matters relating to assessments.
The Board also discussed certain welfare matters with Public
,Welfare Officer DeVinne.
A petition dated !ray 1, 1935, was received from the Board of
.Assessors requesting the correction of the Assessment toll for 1935
purusuant to Section 33 of Chapter 105 of the Laws of 1916 , as amended,
in respect to Section 9 , Block 47, Dots 23A, 27 and 28. The Town -kttor-
ney recommended approval of the petition.
On motion by r. Griffin, seconded by L=r. Bates, it was
unanimously
RESCLVED, Vi=1,AS, the Board of Assessors have presented
their petition, dated -,Tay 1st, 1935, for the correction
of the assessment roll for the year 1935, purusant to
Section 33, of chapter 105 of the Laws of 1916, as
amended9 and
f7REAS, from said petition it appears to this Board
that the assessment against Lots 23A, 27 and 28,
Block 47, Section 9 , is erroneous, insofar as there has

been omitted the value o�s the improvements upon maid
-6roperty9 and
VEHIREAS, the Board of Assessors, in their petition
recommend that the assessment be increased in the sum of
One hundred thousand ( $100 ,000) Dollars as being the
value of said improvements;
RESOLVED, that the assessment roll be corrected as
requested in the petition of the Assessors and that
notice be given to the owner, Julius Lev-tine , that a
hearing in the matter will be held on the 18th day of
fray , 1935, at 1 P. Tvi.. at the Town Office ,
FuRTI= RESOLVED, that the Town Attorney is hereby
instructed to give notice by mail to the owner at
the address appearing upon the records of the Receiver
of Taxes, such notice to be mailed not less than ten
(10) days prior to the date of such hearing.
The Town Attorney stated that he had -received a request from
LIr. Roy C Clark, owner of Section 6 , Block 27 , Lot 27B, on which the
1925, 1926 and 1927 State , Counter, Town and School taxes are unpaid,
reauesting that he be permitted to pay these taxes with interest computed
at 12 -Der cent to Hay 59 1927, the date when Santo Lanza, the then
Receiver of faxes, certified to the La7.7ers Title & Guaranty Company of
dhite Plains, that there vrere no open taxes on this property, and there-
after at 6 per cent. L=r. Clark submitted in connection with his request
a photostatic copy of the tax search made in the office of Santo Lanza ,
which search bore the approval and signature of I-r. Lanza.

On motion by lir, Bates, seconded by Hr. Griffin, it was v
unanimously
R SOT D, that Iir. Roy C. Clark be and he hereby is
permitted to pay the 1925 State , County, Town and School
taxes in 'the amount of -X10.15; the 1926 State , County ,
Town and School taxes in the amount of :-jlO.15 and the
1927 State , County, town and School taxes in the amount
of 5?9. 51 or Section 6 , Block 27 , Lot 27B, with interest
computed at 12 per cent to Hay 5, 1927, and thereafter
at 5 per cent , in accordance with the above statement
of facts, on the condition that said taxes be paid
- within thirty days.
letter was received from 11rs. C. F. Raynor of 33 Bleeker
Avenue , Iamaroneck, concerning taxes on Section 9 , Block 81, Lots 9
and 10. The matter was referred to the Town Attorney for reply.
At the conclusion of the executive session the regular order
of business was resumed.
The reading of the minutes was dispensed with.
Mr. Brennan reported on the matter of the proposed street light
at the corner of Palmer Avenue and Harrison Drive , which matter had been
referred to him at the meeting on April 18, 1935. He recommended that
a 250 candle p oaer flood light be installed.
On motion duly made and seconded it was upon -roll call
unanimously
RESOLVED, that the Westchester Lighting Company be
and it hereby is directed to install for the Town
of E'amaronee k and to charge to the Town of Iriamaro-
neck at contract rate therefor one 250 candle pourer
flood light at the intersection of Palmer Avenue
and Harrison Drive , the exact location to be deter-

mined after consultation with lr. erola, Superin-
tendent of Highways.
Hr. Brennan reported that in his opinion it would be advisable
to pave Hickory Grove 'Drive a distance of 350 feet to pardon Road.
On motion by I. r. Bates, seconded by .r. Griffin, it was
unanimously
RESOLVED, that the Superintendent of Highways be
and he hereby is requested to pave Hickory Grove
Drive a distance of 350 feet to ?Iardon Road.
Yr. Brennan reported on the matter of the com;laint of Hr. Uffner
concerning the condition of the vacant lot near his property, which matter
had been referred to him at the meeting on April 18, 1935$ He stated
that the lot had been cleaned up.

air. Brennan reported that the Highway Department had built for
itself a shed in which to house the road roller and other equipment and
to mil; the -road paving materials, this shed being located near the garbage
dump. At his request he was authorized to obtain a fire insurance policy
in the amount of NO O covering this shed.
Mr. Bates reported progress on the Rebeau Drive sewer project
and said that several shrubs were planted around the booster pumping
station on 'I`nollwood Drive .
I,Ir. Griffin reported that the Public Welfare Department had
spent the sum of ;'26, 686. 36 for the month of April, about X3 ,800 less
than was spent in the month of TA'arch.
Highi;ray Superintendent lierela presented to the Board the
annual Agreement for the +xpenditure of Highway Moneys for the year

On the road commencing at the boundary line of the Village
and Town of EamaronecIr and leading west to Weaver Street on Palmer
Avenue a distance of 2,024 feet there shall be expended the sump of
"2,600.00 dollars for the following rind of improvement , type Las2halt-
macadam. I,7idth of surface metal 36 feet. Thickness 2 inches. Subbase
concrete.
The expenditures as agreed upon are as follows:

On notion by -Er. Brennan, seconded by L_'r. Bates, the Board
unanimously approved the agreement as above presented and each member
,of the Board thereupon signed the agreement.
The Supervisor presented the "Statement of Cash Receipts and
Disbursements for the Liont.h of Larch and Three Months 7nded !L_arcla 31,
193511 and also the !'Balance Sheet - Various Funds - is of 1,11arch 31,
1935". The re-ports were placed on file .
The Supervisor reported that the Town had about :;;200,000 in
the bank and had paid the County ':200 ,000 and that the tax receipts mere
satisfactory.
The Supervisor presented an itemized statement prepared by
Ralph A. Gamble , foyer Town Counsel, on which were based, his claims
for legal services for the years 1928, 1929 , 1930 and 1931 in the amount
of ,p2, 500 for each year, which claims had heretofore been presented. The
matter was laid over for consideraticn at the next meeting.
Due to the presence of certain persons who desired to address
the 30oard, the regular order of business was suspended in order to hear
them.
Richard B. LeVino, Chief of the Town of Yamarcneclk -Fire Depart-
ment , addressed the Board and presented a letter dated April 30 , 1935p
submitting a Fire Prevention Code for the Town together with a copy of
said code. he matter was referred to the Town Attorney.
Y,r, Oliver T--. Cake addressed the Board and presented a. letter
dated Hay 1, 1935, submitting a proposal I-or a town office building
together tiriith plans, elevations and survey of same. The matter i,,ias
laid over for consideration at the next meeting.
There being no further persons present .rho desired to address
the Board, the regular order of business was resumed.
A letter dated 1liay 1, 1935, was received from John F. Hahlstedt
stating that he was about to start the erection of "from five to seven

residences" or, his property located in the Larchm=-t- dills section and
requesting the Tovin ' to install a water main on L.adison Avenue,
in this Supervisor nnection the presented an estimate from

the ',Testchester Joint Water Works, INFo. 1, dated ILay -1 , 1935, MF the
cost of installing 1000 feet of 6 inch pipe in 11-adisor Avenue from Fifth
Avenue to Huguenot Drive in the amount of 32,660.11.
After discussion it was upon motion by 11-r. Bates, seconded by
Griffin, unanimously

On motion by Ir. Brennan, seconded by Iir. Bates, the Board
unanimously approved the agreement as above presented and each member
of the Board thereupon signed the agreement.

1935". The reports were placed on file .
The Supervisor reported that the 'Town had about ; 200 ,000 in
the bank and had paid the County ;200 ,000 and that the tax recei-,pts v✓ere

RESOLVED. that the Westchester Joint 'pater Works, do. 1
be and it hereby is authorized, empowered and directed
to install for the To,vi of L.amaroneck and to charge the
Town of Mamaroneck the actual cost thereof as ascertained
and approved by the Board of Trustees of the Westchester
Joint Cuter CTorks, Lo. 1, the main as above described.
The Supervisor stated that he believed it -would be advisable
for the Board to appoint a full time Building Inspector in view of the
seasonal resumption of building activities in the Town.
He _presented the resignation of i_orton P. Sarfaty as Building
Inspector.
On motion by i< r. Griffin , seconded by iir. Bates , it was
unanimously
RESOLVED,: that the resignation as Building inspector
of Horton P. Sarfaty be and it hereby is accepted with
expression of appreciation of his work done during his
tenure of office .

RE.SOLV''D, that Joseph A. Covrham of S '`°,'inthrop Avenue ,
Larchmont, be and he '_Hereby is app;ointed. Building
Inspector of the Tovrn of Elarnaroneck to serve at the
pleasure of the Town Board at a salary at the rate of
;$1,200 per annum, this appointment to take effect
immediately; and be it

FURTHER RESOLT7D, that ;Ir. Couharn be bonded in the
same amount as TTr. Sarfaty, namely, "1,000.
The Board thereupon considered unfinished business.
The Tovrn Clerk reported progress in the matter of the proposed
change in street names.
The Town Attorney reported on the matter of the alleged. en-
croachment by the Town on the property of I:ir. E. H. Talmon on Boulder
Road. The matter was referred to the Tovn Attorney and ? r. Brennan with
pourer to have the sidevralk moved if necessary.
A letter dated -�:pril 249 1935, was received from the Board of
Assessors concerning the Tentative Special Franchise Valuations referred
to the Board of Assessors at a previous meeting. The letter was ordered
filed.
The Town Attorney reported progress in the matter of the
proposed establishsaent of a garbage district.
The Town Attorney presented the resolution which had been re-
quested of him at the previous meeting concer±=ing the transfer of
$35,000 to the General .fund by Sevier District I:<o. 1.
On motion duly made and seconded it vras unanimously
£tESOLVED, 1'lIIEREAS, the Town of 11amaroneck has received
from the County of `destc'nester certain saris representing
the proceeds of sale of trunk line sewers to the County
of G`Testchester and/or Westchester County Sanitary Sewer
Commission, which trunk sewer lines vrere so purchased
for Hamaroneck Valley Sewer District; and

WIETREAS, prior to the acquisition by the County and/or
the Westchester County Sanitary Sewer Commission of
such trunk sewer lines, the Town of I'ama-roneck and/or
the Board of Serrer Cormiissioners of Sewer District 0 1
incurred certain obligations in connection with capital
improvements in said Sever District YTo. 1 , which amounted
to a total of Thirty-five thousand ($359000) Dollars and
were paid out of the General Torn Fund ; and
— ';uH=, S, the Town Attorney has given his opinion under
date of April 5th, 1935, recommending that the General
Fund of the Town of ?Samaroneck be reimbursed by proceeds
of the sale of trunk sewer lines in Sever District 1o. 1;

R S0LV_?D,. that Thirty-five thousand ($.35,000) Dollars,
representing the proceeds of sale of trunk sexier lines
by Sewer District 1Io. 1 to the County of Westchester
and/or the Vaestchester County Sanitary Sewer Commission,
be transferred to the General Fund in payment of capital
obligations advanced and that the Comptroller of the
'Town of Yamaroneck make the necessary transfer as between
the General Fund and Sevier District Yo. 1.
A letter dated April 24, 1935, was received from Frank ii.
Totton, Chairman of the Finance Committee of the Board of Education
of Union Free School District To. 1 of the Town of liamaroneck, concerning
uncollected school takes.
The matter of applying to the County Treasurer Lander Section
435 of the Education Law as referred to in ;r:r. 'Totton' s letter, was
referred to the Town Attorney. The Town Clerk was directed to notify
Ir. Totton that the Board will consider the matter of borrowing by the
- Town or behalf of the School Distract against uncollected taxes after
the tax sale on I=ay 22, 1935.
-- A letter dated. April 23 , 1935, was received from Hr. C. C.
Herritt concerning the status of <ylthea Lane and installation of sewers
in that section. The Clerk was directed to inform 1r. Iderritt that
Al+,hea. Lane is not a Town highway and the matter of installd;ion of
sewers was referred to 1r. Bates for investigation and 'report.
A letter was received from Eire. Hornell Cu. Perrin, enclosing
a letter dated April 15, 1935, from Irs. R. F.. Carrick, concerning
dumping on the lot north of the Chatsworth Gardens Apartments. The
matter was referred to Hr. Brennan.
An undated petition signed by thirty-six names was received
requesting the Town Board to approve the reduction in -rates for elec-
tricity offered by the Westchester T-ighting Company. The petition was
laid over.
The Town Clerk re-oorted that he had been served with a summons
and con-plaint in the matter of Garden Properties, !no. against Eva
Frost et all being a foreclosure of a tax iien.. The matter was referred
to the 'Town Attorney.
At 10 -35 P. I . the Board unanimously resolved to adjourn.
