The meeting was called to order by Supervisor IdicCulloch at
8 :20 F. 1:7.
Present : Supervisor 11lcCullo-ch
Councilmen Bates, Brennan, Griffin, Ifeginniss.
ine presence was also noted of Hiss Alice 7,iFheeloc7�, Deputy
Town Clerk, Town Attorney Delius and Er. Frank . Downes, Chairman of
the Board of Park Commissioners.
The minutes of a special meeting held on February 23, 1935,
were approved as printed.
In view of the presence of certain persons who desired to
address the Board the regular order of business was suspended in order
to hear them.
11r. Franklin Brool:s, attorney for i�:_r. Luigi Leone , addressed
the Board in regard to the claim of his client against the Town in the
amount of '5,500 and the back taxes owed by Tvr. Leone. ,-After discussion
the Board agreed to arrange for the payment of this claim in part in
order that Yr. Leone might pay these tares by the end of the month.
Iar. Richard B. Le Vino, Chief of the Weaver Street Fire Depart-
ment, appeared before the Board in connection with his letter of :pril 159
19359 with reference to arranging for the painting of fire hydrants
located in the unincorporated section of the Town as a Work Relief Pro-
ject. After discussion the Board decided that the Eiatter should be taken
up with the Board of Trustees of the Yiestchester Joint water Works ISo. 1
-_ and suggested that ;Ir. Le Vino appear before the crater Board and discuss
the matter with them.
Dr, 71. H. T_ ilis , Chairman of the Adult Activities Council,
reported on the activities of the Council. He stated that the program
of the Council had been going along very 'nicely without any financial
assistance from the Town and that they now have 5'17. 00 or :;?18.00 in the
treasury. He said, however, that the Council would appreciate receiving
a -r,=tion of the proceeds from a show which the Board may consider sponsor-
ing , in order that the Council might pay an unpaid typewriter bill. I=e
reported further that they are planning to hold a community field day
at the 'high school grounds on Decoration Day afternoon, at which fire
departments, various civic organizations, etc. will compete.
The Board expressed its appreciation and thanks to Dr. Mills
for the excellent work done by the adult Activities Council during the
year.
There being no other persons present who desired to address
the. Board, the -regular order of business was resumed.

will be ready for the approval of the Emergency Work Bureau.
The Board also authorized 71T. Ccrvrin, Superintendent of Sowers,
to prepare the plans for a project on ",nine Road - Iinollweod Drive and
-requested him to prepare for the Board a list of all sewer projecti that
have been done under relief work.

The Supervisor brought up the matter of improving Palmer
A:venue when the county server construction work has been coin-oleted.
Hr. Rundell stated that the �,Iestc°hester 'County Sanitary Sevier Commission
has received permission to patch the road under a joint -project and that ,
in his opinion if the agencies concerned get together, something con-
structive probably can be done to arrange for the construction of a per-
manent road.
fr. Downes informed the Board that the Park Department is in
need of storage space for their tree sprayer and pump. After discussion
the Board instructed i;ir. Corwin, Superintendent of Sewers, to contact
Kr. Aitchison of the Park Department and ascertain w'nether or not space
at the sewer -plant would be satisfactory.
The Board then proceeded to take up unfinished business which
had been laid. over or considered in part at a previous meetings.
Er. Brennan reported that the estimated cost for engrossing
suitable resolutions concerning Donald C. Howe , former chief of the
Weaver Street Fire Department, would- be $50.00.
On motion by hr. Bates, :seconded by ?-r. Griffin, it was
unanimously
RESOL 7D, that the suns of not to exceed ;;50.00 be and
it hereby is appropriated from any un-anticipated
revenues which may come into the hands of the Supervisor
and have not otherwise been appropriated to pay the
estimated cost of engrossing a suitable resolution con-
cerning former Fire Chief Donald C. Howe ; and be it
FURTHER RESCL-rHD, that the matter of having this
resolution prepared be and it hereby is referred to
r. Brennan.
A letter dated April B, 1935, addressed to Town Clerk Harvin
was received from G'Tilliam Iai. Eklund, G'nairman of the Board of Assessors
concerning a letter of Irs. A. Si. Rose , which had previously been re-
ferred to "rim. The Board directed the Deputy Town Clerk to advise

letter dated April 16, 1935, was received from the Park
Department enclosing a list of the men employed by the department, which
list the Board had requested at a previous meeting.
1�'Tr. Brennan reported that Superintendent Lfierola will endeavor
to put more men from the unincorporated section of the town to work
on the highways as soon as the spring road work begins.
in this connection the Deputy Town Clerk was directed to advise
the Italian-American Civic ,association of Larchmont, Inc. that efforts
are being made to use as many men as possible from the unincorporated
section in both the Highway Department and the Bark Department.
Stir. Leginniss reported on the matter of taxes reported to be
unpaid on property owned by St. John ' s Church of Larchmont. He stated
that they were still searching for evidence that the taxes had been paid.
The Town Attorney reported on the matter of encroachment on
the property of I,Ir. E. H. Talmon of S Boulder Road. He stated that he
had discussed the matter vrith Superintendent !.ierola and had asked 'him
to look at the property.
Iar. Brennan reported that the condition of the street known
as Nine Place, of which L•!rs. Gladys Deutsch had corn_olained, had been
taken care of.
Kr. Brennan reported concerning the complaint of Hr. F. C.
--
Bingham relative to the garbage dump. He stated that since iir. Lerola
has returned to work the garbage dump will be taken care of and fill
will be put on every day.
A letter dated Uarch 6 , 1935, was received. from the Board of
Assessors comparing the tentative special franchise valuations for 1935
and 1935 for uhe Town of 1.Iamaroneck. The Board requested the Board of

Assessors to advise them whether or not these valuations were satisfactory
to them and if the reductions in certain valuations were justifiable .
11r. Brennan reported that the mail boxes at the corner of
Ellsworth Road and Stoneyside Drive and at the corner of Palmer :venue
and Weaver Street had been repaired.
Hr. Brennan reported on highway matters. I_e stated that the
bulletin board on Fenimore Road at the Village of Yamaroneck boundary
line had been repaired.
Ln connection with 'highway matters the Supervisor stated that
many of the roads were in need of repair and expressed the hope that
the road program would soon get under way.
111-r. Bates reported on sewer matters. He stated that they are
still working on the Rebeau Drive project but that they are within
twenty—five feet of the end of the road.
He stated further that the serer department wished to purchase
some small shrubs to plant in front of the pumping station on I_nollwood
Drive.
On motion by Ir. Brennan, seconded by 11r. Ileginniss, it was
unanimously resolved that I-ir. Bates be authorized to purchase these
shrubs at a cost not to exceed ;119 .00.
In connection with sewer matters a letter was received from
Rr. C. W. Yoody in regard to the construction of a sewer to take care
of certain houses in Rouken Glen. The Board referred the matter to
Hr. Bates and directed him to reply to Ur. Moody that the Town has no
capital funds to invest in Sewer District ITTo. 1, that the roads have
not been dedicated to the Town and therefore no v*ork relief project can
be set up.
The report of the `i. elfare Department for the month of I'-arch
was received and filed.
IIr. Ieginniss stated that he had noted with a great deal of
interest that the local papers had received a very high standing in a
recent competition with other newspapers throughout the country and
that he wished to extend his congratulations to them.
On motion by ear. Iieginniss, seconded: by THr. Brennan, it was
unanimously
RESOLVED, that the congratulations of the Town Board
be and they hereby are extended to The Daily Times of
— liiamaroneck and The Standard Star of I"ew Rochelle for
the fine standing they made in competition with one
thousmf, twenty—three (1023) daily newspapers published
in the United States having a circulation of less than
ten thousand (10 ,000) copies each for excellent topo-
graphy, lay—out and news presentation; and be it
FURTHER RE-SOLVED, that a copy of this -resolution be
sent to the Editor of The Daily Times and The Standard
Star.
The Supervisor stated that it would be in order for the Town
Board to designate the paper for the publication of the notice of the
annual tax sale.
On motion by 11r. Ileginniss, seconded by Kr. Brennan, it was
unanimously
RESOLVED, that in accordance vaith the provisions of
Section 34 of the Westchester County Tax Act a notice of
the sale of tax liens, which sale shall be held on iay 22 ,
1935, be and it hsreby is ordered published once in each
week for three weeks consecutively commencing on
Jednesday, I: ay 1, 1935, in The Daily Times , a
newspaper published in the Town of Kamaroneck; and
be it
FURTHER RESOLVED, that the matter of attending to
the publication of this notice of sale be and it
hereby is -referred to the Receiver of 'Taxes and
Assessments; and be it
FCRTHER RESOLVED, that said notice shall have appended
thereto a particular and detailed statement of the
- -property, the tax lien on which is to be sold, giving
the section, block and lot number together with the
name of the owner thereof as set forth in the records
of the Receiver of Taxes and Assessments.
The Town Attorney presented an affidavit setting forth that
he had mailed a notice of hearing and copy of petition for the correction
of the assessment roll in respect to property owned by Sarah ITelson and
described as Section 4, Block 399 Lot IE, pursuant to Paragraph 4 of
Section 33 of Chapter 105,Laws of 1916 and amended to August 1, 19349
and known as the Westchester County 'Tax Act, and further stated that he
had received a letter from 1=--eighan & Necarsulmer stating that they re-
presented ors. A;elson and desired to be heard on the question of the
assessed valuation of this property. The Attorney suggested that this
matter be put off until the next regular meeting of the Board, v.+hich was
done.
the Board unanimously approved the action of the Tovm Attorney
as set forth above.
f1he Supervisor reported that y"25,.000 had been paid to the
County as a portion of the Town 's payment on the 1935 taxes and that
prospects of receiving =;,10,000 from the state on contested welfare claims
seem to be very favorable. He added, however, that in connection with
Veterans ' relief the state claims that the town has received `4,200 in
ezaess of the amount it should have received under the present set-up
and that the Town may receive a bill for 75 percent of that amount.
The Supervisor stated that in checking up the capital account
between the Town and the Westchester Joint Water Works No. 1, hr. Meginniss
had discovered a 12, 500 item which is due the Town but which had not
been credited to it.
He stated further that the Town has about $140 ,. 000 cash on 'nand
and that 320,000 had beer, paid to the School District but before the end
of the year the Town might have to borrew about : 65,000 against out-
standing taxes for the schools.
A letter dated April 18, 1935, was received from Frank A. Downes,
Chairman of the Board of Park Commissioners , expressing the appreciation
of the Commissioners for the cooperation of Iu'r. Bates in assisting them
in obtaining some top soil near the sewage plant, thereby saving the
Park Department a substantial sum of money. The letter was placed on file .
A resolution passed by the Committee on Government and Economic
Welfare and by the General Assesmbly of the League , dated. April 15, 1935,
in regard to the newly proposed schedule of consumer electric rates, was
received from the Larchracrt League of Women Voters and placed on file.
_: letter dated April 4, 1935, was received from LIr. Thomas L.
Driscoll, attorney for Iwr, and LIrs. Frank D. Tansey, concerning the
sanitary sewer and storm water drain f rom 'line Place to Forest Avenue .
The matter was referred to the Town. Attorney.
A letter dated April 15, 1935, was received from I:r. Henry T.
Hotchkiss , Jr. in regard to lighting the intersection of Palmer Avenue
and Harrison Drive . The matter was referred to T,Ir. Brennan.
A letter dated April 59 1935 , was received from Town Attorney
Delius in regard to the transfer of $35,000 from the capital account,
Sewer District Zo. 1, to the General Fund and approving this transfer.
The Board directed the Town Attorney and the Town Clerk to prepare a
suitable resolution concerning this matter to be presented to the Board
at its next meeting.
A letter dated April 4, 1935, was received from Victor H.
Stempf, Mecretary of the Board of Police Commissioners, endorsing the
proposal of the Town Board to transfer to the :Police Pension Fund the
balance of the "Weaver Street Police Building Fund" amounting to Q120 . 00
and consisting of contributions to be used for the construction of a
Police Pistol Range , now on deposit in the 'Trust Company of Larchmont.
On motion by Hr. Bates, seconded by Mr. Griffin, it was
unanimously
RESOLVED, that the Supervisor be and he hereby is
authorized to transfer to the credit of the Police
Pension fund the sum of ;;120. 00 now held in the Trust
Company of Larchmont under the title of "Weaver Street
Police Building Fund1 ; and be it
s'ORTFv1R RESOLVED, that a copy of this -resolution be
sent to the `_'rust Company of Larchmont.
A letter dated April !, 1935, was received from Village Hanager
R. 1. Whitney of the 'grillage of hamaroneck requesting the cancellation
of certain taxes against three parcels of land owned by the Village and
used for street and highway purposes. The matter was referred to the
Board of .assessors for investigation and report back to the Board.
A letter dated April 12, 1935, was received from Assemblyman
Ralph A. Gamble; acknowledging receipt of the telegram sent by the
-- Town Board in opposition to the bill introduced by Senator handelbaum
concerning the exemption of aqueduct property. The letter was placed on
file.
A letter dated April lo, 1935, was received from tr. Daniel L.
Uffner of 283 hurray Avenue , Larchmont, concerning the condition of the
vacant lot adjacent to his property. The matter was referred to hr.
Brennan.
An inventory of the contents of the Town Offices, 118 West
Boston Post Road, as of April 10, 1935, prepared by Town Clerk Marvin,
was received and filed.
The Deputy Town Clerk stated that the 'Town Clerk had asked her
to call to the attention of the Board the quick and efficient service
rendered by Assemblyman Ralph A. Gamble in connection with notifying the
Town Clerk of the passage of a bill enabling the State Insurance Fund to
cover volunteer firemen ' s liability insurance.
The Supervisor stated that the Boardsof both the village of
Larchmont and the Village of Hamaroneck had consented to attend a joint
meeting with the Town to discuss matters of mutual interest and that he
contemplated calling such a meeting very shortly.
At 10 :53 the Board unanimously resolved to adjourn.
