At the Town Offices, 118 West Boston Post Road, Ilcamaroneck, N. Y.
The meeting was called to order by Supervisor LeCulloch
at 8:20 P. LL.
Present : Supervisor IoCulloch
Councilmen Bates, Brennan, Griffin
The presence was also noted of Town Clerk I,Tarvin and Town
Attorney Delius.
The minutes of the meeting of September 26th were approved

In view of the presence of certain persons who desired to
address the Board the regular order of business was suspended in
order to hear them.
Mr. Fred Rubin, Tlamaroneck attorney, representing
Kr. Harry Heller, owner of property on Mamaroneck Avenue , addressed
the Board concerning money alleged to be due Idr. Heller by a tenant
to whom the Town of ISamaroneck owed money for welfare supplies. The
matter was referred to the Town Attorney with power.
lr. Alfred G. Eager, owner of a home on Valley Road.,
addressed the Board concerning a storm. water condition which has
resulted in damage to his property. After discussion, Councilman
Bates declared he would endeavor to interview the owner of property
through which the Town might desire to secure an easement to -remedy
the condition complained of.
Former I.1ayor GJilliam E. Lyon, Jr. of Mamaroneck addressed
the Board and spoke in opposition to an appropriation by the Town
at this time for the improvement of Mamaroneck Harbor.
There being no other persons present who desired to
address the Board, the regular order of business was resumed.
Mr. Brennan reported on Highway matters. (A) In regard
to a co=unication f rom the Standard Oil Company of I=ew York con-
cerning the driveway of its gasoline station at Dean Place and the
Boston Post Road, he stated that the Town was not responsible for
the present condition of the driveway. He declared that he would
communicate with the Standard Oil Company. (B) In regard to the
improvement of Old White Plains Road, he stated that about one mile
had already been completed and that the balance would be ready by
about November lst. He gave two reasons for the slow progress of
the work: ( 1) an insufficient number of men has been certified
to the Town for work on this road by the 'Mestchester County Emer-
gency Work Bureau; (2 ) it was found necessary to install a consider-
able amount of Telford base which had not been originally counted on.
In connection with highway matters the Supervisor reported
that he had received a request from Hr. Vim. H. Lawson for the in-
stallation of street lights on 11ohegan Road. The matter was referred
to MTr. Brennan for investigation and report.
Hr. Griffin reported on welfare matters. He criticized

stating that
only three men had been assigned to the job and not all of them work-
ing at the same time.
Yr. Griffin reported on park matters. He stated that the
Town Park Commmission intended to have made a. survey of the Larchmont
Gardens Lake in connection with the proposed taking over of that lake.
In connection with park matters the Supervisor told of the
plans being considered jointly by the Torn Park Commission and the
Town Recreation Council for the laying out of a play-ground on land owned
by the County Park Commission between Tiurray Avenue and Myrtle
Boulevard ultimately intended for the Pelham POrtchester Parkway.
Under the proposed arrangement, he added, the Town Park Commission
would maintain the property and the Tovm Recreation Council would
operate the playground.
The Supervisor reported that he was endeavoring to have
the Westchester County Sanitary Sewer Commission acquire from the
Town more of the Ravenscroft property than the Commission had origi-
-- rally intended to acquire. He was unanimously authorized by the
Board to negotiate with the County in an effort to dispose of such
additional property at less than 41.00 per square foot, the price
to be paid for the tract originally desired by the County.
The Supervisor reported on finances , stating that the
Town will require the sum of about $859000. to meet debt-service
charges and -payrolls through the end of the present fiscal -year.
He declared that he believed the 'Town will obtain this sun without
the necessity of borrowing in anticipation of taxes.
The financial report of the Supervisor for the month of
September together with. a balance sheet which will be published in
the press were received and filed.
The report of the welfare department for the month of
September was received and filed.
The report of the Tovm Clerk for the month of September
was received and filed.
A letter dated October 10th was received from Richard
- - KI. Page , of 350 Weaver Street in regard to the water connection to
his ,property. The matter was referred to Yr. Brennan.
A letter dated October 6th was received. from Y'r. H. Carl
Holpp of 20 Spruce Road opposing the request of Ir. David Grant
for permission to construct a driveway in the right-of-way owned
-- by the Town at the end of Spruce Road. The letter was placed on
file.
In this connection the Supervisor stated that the Police
Commission had reported that granting Hr. Grant 's request would not
create any additional traffic hazard.
A letter dated October 17th was received from Julius
Berman of 1233 Arlington Street, Lamaroneck, concerning the assess-
ment or his pro_oe-rty at that address together with an affidavit
signed by the former Board of Assessors in regard to the same matter.
The matter vJas referred to the Board of Assessors for investigation
and report.
The Tovm Clerk reported that in accordance with custom
he had inserted the usual notices of the registration of voters as
provided by Section 75 of the Election Law and 'requested approval
of his action by the Board. He also requested authority to insert
the usual notices concerning the General Election on ISovember 6th..
On motion by Hr. Griffin , seconded by 1' r. Bates , it was
unanimously
RESOLVED, that the action of the Town Clerk in inserting
the usual notices concerning the registration of voters
in accordance with the provisions of Section 75 of the
Election Law be and it hereby is ratified, approved and
confirmed; and be it
FURTHER RESOLVED, that the Tovm Clerk be and he hereby
is authorized, empowered and directed to insert notices
of the General Election on November 6th in accordance
with Section 75 of the Election'Law.
Town Attorney Delius reported on the request made on
behalf of L7r. Haxwell Cannes of Fenimore Road concerning the matter
of fire protection for Ir. Hannes ' property. After discussion the
matter was ordered laid over until an estimate can be received from
the Westchester point `water Works To. 1 of the cost of extending the
Totim ' s water mains along Fenimore Road to reach the property of
Kr. Yannes.
The Town Attorney advised the Board that in connection with
the action of the Board taken on September 26, 1934, whereby the
Board required of the depositories of Town funds that they furnish
suitable collateral security for Town deposits , it would be in order
for the Board to designate the ^Tovm officials authorized to sign in-
structions to the custodian of the securities thus deposited with
respect to the release and/or substitution of the collateral.
On motion by i1r. Brennan , seconded by Z r. Bates, it was
unanimously
RESOLVED, that T17 FIRST 14ATIONAM BAI-1i OF TH? CITY
OF FEW YORK be and is 'hereby designated a depository
of the Tovm of Eamaroneck for the deposit of stocks,
bonds and other securities held by the Town of
Hamaroneck, and the said bank as such depository be
and is hereby authorized to receive , hold and deliver
any such stocks, bonds and other securities, pursuant to
the written or oral order of
Supervisor Bert C. McCulloch
Comptroller 'v . Henry Hirschmann
who are hereby authorized and empowered accordingly.
This resolution shall be binding upon the Tovm of
Mamaroneck until notice in writing of its cancellation
is received by said bank.
On motion by 11r. Brennan, seconded by Ur. Bates, it was
unanimously
RvSSOLVED, that THk GUAR)UTTY TRUST COHPAh' OF
177 YORK be and is hereby designated a depository
of the Town of Vamaroneck for the deposit of stocks,
bonds and other securities held by the Town of
Mamaroneck, and the said bank as such depository be
and is hereby authorized to receive, hold and deliver
any such stocks, bonds and other securities, pursuant
to the written or oral order of
Supervisor Bert C. McCulloch
Comptroller VV. Henry Hirschmann
who are hereby authorized and empowered accordingly.
This resolution shall be binding upon the Tov1 of
Hamaroneck until notice in writing of its cancella-
tion is received by said bank.
The Supervisor informed the Board that seventeen certiorari
proceedings based on the 1934-1935 assessment roll have been instituted
against the Town. He declared that the Town will use every possible
legal means to support the valuations set by the Board of Assessors
-- and to protect the best interests of the Town.
The Tovm Clerk stated to the Board that he was fearful
lest, by reason of the creation of a new election district and the
unexpectedly heavy registration in one or more of the election districts,
the supply of :voting machines owned by the Town would prove insuffic-
ient. He was unanimously authorized to rent one or more additional
machines if in his judgment such action should prove necessary.
At 10 .20 P. L_. the Board unanimously resolved to
adjourn.
