The meeting commenced at 9:00 A.M.
Mrs. O'Flinn informed the Committee of various pledges of support that have
been received since the last meeting. Thanks to Phyllis Bers' assistance, the
Larchmont Beautification Committee has pledge $500.00 towards improvements on
the intersection at Murray Avenue and Weaver Street. Joan Grossman of
Larchmont Nurseries has offered her services gratis: to draw a variety of
suggested designs for improvements on the island; to do a layout on her
property of plantings that the committee agrees upon so that the committee
will be able to view the plantings before purchasing them from a nursery; to
prepare the soil and plant the selections made by the committee. She also
provided some visuals including a poster and brochure illustrating ornamental
grasses and conifers to assist the Committee during its discussions. Also,
another possible pledge was suggested by the Bank of New York.
It was agreed that each committee member would approach their local bank(s)
with whom they do business to seek a pledge. Mrs. O'Flinn will prepare a
package for each possible donor to include a letter from the committee and
photographs of the existing island on Weaver Street and the landscaped islands
on Murray and Forest. These letters will be personally delivered by committee
members. The Larchmont Chamber of Commerce will also be contacted.
The next item discussed was the need for a follow-up maintenance program for
the landscaped islands on Murray and Forest Avenues. Mrs. O'Flinn mentioned
that she had asked Tcwn Administrator, Steve Altieri , to see that the
junipers are fertilized with Holly-lone. She asked Maxine Steffens if she
would draw up a maintenance plan and also include a May application to prevent
juniper mites.
The Committee then proceeded to discuss the designs prepared by Joan Grossman
as well as those done by the committee members. After much discussion it was
generally agreed that a nautical theme, originally suggested by Margie Cohen,
should be pursued since the Town is a Sound Shore community. A landscape
design incorporating some ornamental grasses, mugo pines, specimen pine trees,
large rocks, sand and gravel with a nautical focal point (perhaps a large
anchor) seemed appropriate.
Mary McGee suggested that the committee seek out additional design ideas,
gratis, from Redwood Nursery, The Seed Store and Jim Lotto. Kathy O'Flinn
will contact them.

Marrfie Cohen will contact several local boat builders and boat yards for
possible nautical focal points (ex. anchors,etc.)
Christine Schellhammer will contact Brewers for possible nautical items. She
will also provide the phone number of Marilyn Sinclair of the City Island
Garden Club.
Kathy O'Flinn will contact the Coast Guard for additional ideas.
Under the item "Other Business", the committee was asked by Kathy O'Flinn to
look at the island on No. Chatsworth Avenue and Hillside Road to make
suggestions for pruning of the shrubs which were overgtrwn and hiding the
well.
Finally, the committee approved the minutes for the meetings of September 18
and June 19.
The next committee meeting was scheduled for Tuesday, November 6 at 9:00 A.M.

I would like" ` o see the Westchester Association of Tcwn Supervisors'
group consider zressuring the Westchester delegation for some
legislation to allow changes in the way we conduct primaries.
In the most recent primary in Mamaroneck, just 401 votes were cast out
of 5,874 registered Democrats.. Staffing 28 election districts from six
AM to nine PM cost $10,640 (at $95.00 each) . Casts for moving-of
voting machines, technicians and supplies brought the total to
$19,540. This equates to $48.72 per vote.
My guess is that other tcwns encountered a similar situation. I
believe it is time to legislate annual options for combining polling
places in primaries (as we new do for registration) and shortening
polling hours. I suggest noon to nine PM, as I understand is already
done in many upstate counties. An annual option would allow us to
treat differently a hotly contested presidential primary. I have
checked with Republican and Democratic party chairs and they are in
agreement.
