HomeMy WebLinkAbout1991_03_04 Beautification Commitee Minutes ncc!pa F0 Date: March 4, 1991 4 , 4 199 7 Subject: Minutes - Town of Manmaroneck 'A04 S1 QIOCC/O Beautification Committee Meeting "*4�'£" February 26, 1991 Present: Kathleen Tracy O'Flinn, Town Councilwoman Peggy Perrin Christine Schellhanmer Majorie Cohen Phyllis Hers, Liaison, Village of Larchmont Beautification Committee Absent: Valerie Puglisi Mary McGee Maxine Steffens Paula Krenkel The meeting commenced at 9:15 AM to discuss the project at the Murray Avenue/Weaver Street intersection. The 5 estimates and blueprint prepared by the Town Staff were discussed. Proposals 1, 2 & 3 assumed that all the work would be done by an outside contractor. Proposals 4 & 5 assumed that the Town Highway Department would perform all the work except the installation of the concrete pavers. Proposal 1 suggests construction of a wall of staggered telephone poles 3 to 4 feet in height with brown pea gravel within and outside the perimeter of the wall. Proposal 2 suggests the same wall but surrounded by concrete pavers instead of the gravel. The concrete pavers have been suggested due to maintenance concerns and are considered preferable to gravel which cannot be swept clean and can be lost over the curb thus creating a sloppy appearance. Proposal 3 suggests construction of a stone and mortar wall three feet high surrounded by concrete pavers. Proposal 4 enlists Highway Department assistance in the necessary construction of a wall of staggered telephone poles surrounded by concrete pavers. Proposal 5 assumes Highway Department assistance again but it calls for construction of a stone and mortar wall surrounded by concrete pavers. After sane discussion of the pro's and con's with regard to cost, maintenance and durability, etc., the Committee arrived at a consensus. It would like to pursue the possibility of the Town Highway Department assisting in the project with the construction of a stone wall surrounded by concrete pavers. It is estimated that Highway Department assistance can reduce the cost of the project by 50% to $12,000. Estimated costs for plantings and an anchor would be an additional $1,000 to $3,000. Joanne Grossman of Larchmmont Nursery has provided an estimate for the ornamental grasses and shrubs we recommended. This is a "retail" estimate. Of course if we buy wholesale it can be reduced. A copy is enclosed. -2- Committee members are continuing to explore the possibility of obtaining an anchor. The Naval & Marine Reserve Center in New Rochelle has two anchors in front of their building, but the authorities there won't know until April whether they will be made available to us. The New York State Agency for Surplus Property was able to obtain photographs of anchors at Little Creek Amphibious Naval Base in Virginia. Unfortunately, the anchors are not of the antique type that the Committee was searching for but are more functional looking in the Committee's opinion and not appropriate. Kathy O'Flinn advised the Committee that a $200. check was received frau Chase Manhattan and the monies placed in a Beautification Trust Fund. Kathy also advised the Committee that she would present the project proposal to the Town Board for further discussion. After their approval, we can meet again to discuss fund raising and finalize project construction plans. On another note, directions were distributed to the Westchester Beautification Conference Awards Presentation which is being held at MONY on March 21, 1991 at 5:00 PM.
