The meeting was called to order by Supervisor McCulloch at 8: 00 P. M. Present; Supervisor McCulloch Councilmen Bates, Griffin Mandeville , IEeginniss Absent: None The presence was also noted of 'To,,vn Clerk Payne, Town Attorney Delius, Assessor Smith, Comptroller Luceno and Town Engineer Foote . The minutes of the meetings of May 3 and May 13, 1939, were approved as presented. Councilman Bates reported that the Sewer Department had started the construction of a sewer at Beresford Lane and Avon Road. He stated that the work was being paid for by the owner. Councilman Griffin reported that during the period January 1, 1939 to June 1, 1939, the following work has been done by the Park Department in conjunction with the general maintenance and up-keep of the various parks: Pruned all trees in Station Parks . Pruned approximately 200 street trees. Removed eight large dangerous trees on Fenimore Road. Cleaned snow off lake four times and erected signs for skating. Removed old sod, re-leveled and seeded one section of park lawn in front of large parking space . Top dressed and seeded all parks - five large and nine small islands - used 4200 lbs. of commercial fertilizer; 96 yds, top soil, 300 lbs, grass seed. Planted approximately 6 dozen pereuials in rock garden at ,Station Pool. Moved six evergreens at Sewer Plant taking one to the Station Park. Moved four evergreens at the corner of Weaver Street and Garden Road taking three to Sevier Piaiit and one to Gardens Lake . Planted five dogwood, 2 bir&4, l willow and 3 cherry at lake. The report was ordered filed. Mr. Griffin presented the regular monthly statements of the Pubiic '',Welfare Department of the Town for the mont'n of May, 1939 and stated that although the report for May, 1938 was not at hand, he did want to point out that the case load for Iviay 1939 was 296; that the total amount expended for relief was 40,479; that medical costs were $719.32 and that the average cost per individual per case day was w.289. Councilman Griffin presented a petition dated June 7, 1939, received from the Assessor for the correction of the assessment roll so as to permit the apportionment of taxes. On motion by Councilman Griffin, seconded by Councilman Bates, upon roll call, the Following resolution was unanimously adopted: WVHEREAS, the Assessor has presented a petition dated June 7, 1939, for the correction of the assessrrient roll for the year 1938, taxes of 1939, pursuant to the provisions of Section 33 of Chapter 105 of the Laws of 1916, as amended, known as the Westchester County Tax Act; and WHEREAS, after due consideration this Board finds it desirable to grant said petition for the correction of said assessment roll; NON, THEREFORE, BE IT RESOLVED, that the assessment roll for the year 1938, taxes of 1939, which shows property now appearing on the roll as follows: Section Block Lot Owner Land. imp. Total 750 750 nor. Griffin, acting on a committee with 1vlr.Meginniss, reported that they nad completed the resolution of condolence for the family of the late Henry D. Brennan, former Town councilman. Councilman Griffin offered and Cour_cil-rr_an l: eginniss seconded the following resolution: Resolved that the members of the Town Board of Mamaroneck wish to recora tnis expression of their profound sorrow at the death of their former associate, ;vir. Henry D. Brennan . His ability which was always at the service of others, his untir- ing energy, and his unswerving sense of honor have greatly enaeared him to us. His clear judgment and wise counsel, together with his upright character,commanded and held the unqualified respect of all those associated with him, making his loss deeply felt and leaving a high standard for all who came in contact with him. A goon citizen, a considerate associate , and a genial, whole- souled Christian gentleman has gone from among us. The memory of his kindly nature and hign character will ever live in the hearts of his friends. And be it further Resolved tnat live, the Town Board, extend to his family our heart- felt sympathy in their bereavement and that a copy of th.is resolu- tion be seat to them and also be spread upon the official records of the 'Town. The resolution was approved by the members of the Board standing* for a moment in silence . The Board directed the Town Clerk to have the resolution engrossed and forwarded to the Brennan family. Mr. Griffin stated that at the last regular meeting of the Board he had been appointed with Mr. laandeville to act as a special committee to inspect and appraise property owned by the Town and known as tax lien lots. He reported that they had considered the matter throughly and recommend that the property be offered for sale at a. price equal to the assessed valuation as it appears on the latest assessment roll of the Town of Mamaroneck. Pair. Mandeville suggested that the property should be offered through all of the real estate brokers of the Town of Mamaroneck. e Councilman wlandeville reported that all of the streets in the unincorporated area were cleaned following the demonstration of a street sweeper. He also reported that the Highway Department had completed the surfacing of Colonial Avenue and that a seal coat had been applied to Edgewood Avenue between North Chatsworth Avenue and Weaver Street. He stated that all of the storm water catch basins had been cleaned and that the highway' s were in very good condition. He called to the attention of the Board the fact that the New York, New Haven and Hartford Railroad Company had not completed the work at the Larchmon" Station. He pointed out that the work at the Pine Brook Station in I�Jew Rochelle was almost complete . Supervisor D4cCulloch stated that he wished to compliment Mr. Mandeville and Mr. Foote on the fine work being done by the Highway Department, considering the small amount of funds available for this work in the 1939 budget . Councilman Meginniss presented the following financial statements for the periods January 1, 1939 to April 30, 1939 and January 1, 1939 to May 31, 1939: (1) Statement of Budget Appro- priations and Expenditures; (2 ) Summary of Receipts and Disburse- ments; (3) Statement of Estimated Revenues. The reports were ordered filed. wlr. iv:eginniss presented the annual financial statement for the year 1938 -as prepared by Glick-Freedman, the Town auditors, and stated that he expected to receive the comments which usually accompany the report some time before the end of the week. He re- commended that the members of the Board study the report so that it may be discussed at the next regular meeting. The Supervisor asked if there was any one present who wished to address the Board. Mrs. Kurt Simon appeared and stated that while she had another matter in mind, she did think it important to call to the attention of the Board a condition at the dueaver Street Fire House —_ which she considered dangerous . She stated that while attending a public hearing at the fire house, she left the meeting and upon entering the ladies' rest room which was in darkness she fell four steps to the floor of the room. She stated that she thought that the arrangement was very bad and that something should be done about it . The members of the Board informed Mrs. Simon that a report of the accident had been received and the matter was receiving prompt attention. Following a lengthy discussion concerning the zoning of the property oti^rued by Mrs. Simon and also the protest entered by her against the use of adjoining property for "stables or riding aca- derplies", the members of the board infozmed_N!rs . Simon that they would give the entire _matter complete consideration later during the meeting. Deputy Receiver of Taxes Crsino reported that a check in the sum of $259.71 issued by the Larchmont Federal Savings & Loan Association and drawn on the Trust Company of Larchmont to the order of Tvlax Baltz, dated April 29, 1939, and numbered 3297, was tendered to the Receiver of Taxes of the Town of Mamaroneck in pay- ment of taxes in the amount thereof but that lv!r. Baltz neglected to endorse same . The check was nevertheless deposited by the Receiver of Taxes in the Mamaroneck Branch of the County Trust Company which in turn presented it to the Trust Company of Larchmont, the bank_ upon which it was drawn, but this bank refused to honor it, certifying it instead and returning it to he County Trust Company to obtain the necessary endorsement . Thereafter the check was lost, the County Trust Company claiming it was mailed to the Receiver of Taxes, who, however, has not received. it . He stated that the Larchmont Federal Savings and Loan Association had agreed to issue a second check for a similar amount, providing the Town would by letter indemnify them against loss . Following some discussion, it was on motion by Councilman Mandeville, seconded by Councilman Bates, unanimously RESOLVED. that in the event that the check is not found, in a reasonable length of time , the Supervisor and Town Attorney be authorized to draft such a letter and forward same to the Larchmont Federal Savings and Loan Association and the Trust Company of Larchmont . Th.e Deputy Receiver of Taxes presented to the Board a request of Plessrs . Clark, Gagliardi, Cunningham & Bailey, attorneys for IZrs. Restituta Filancia, owner of premises known as Section 8, Block 95, Lot 5 on the tax assessment map, for a correction of the tax arrears records which now show that a lien upon this property was sold on May 2bth, 1921 and is now held_ by the Atlantic Municipal Corporation. This request, which is in the form of a letter from the attorneys mentioned, dated May 20th., 1939, states that they have investigated the matter and find that on November 13th, 1924, this tax was paid together with other taxes on property owned by Restituta Filancia, to Harry T. 114cGivney- then Receiver- of Taxes, and that the receipt therefor was sent to Abraham Levine, Esq. , an attorney then having an office in the First National Bank Building, Mount Vernon, N. Y. , who represented. Jeremiah Toomey and Joseph Dimando , Inc . , from whom Mrs. Filancia purchased the property at or about that time . The Deputy Receiver of Taxes stated that no address for Abraham Levine could be founds he apparently had died. An exam- ination of the old records seemed to substantiate the contention that this tax was paid on November 15th, 1924. It appeared also that the lien for '30.16 covering the property described, was ori- ginally sold to the Town and assigned to Atlantic ivlunicipal Corp- oration within the last few months. Upon motion made by Councilman_ Griffin, seconded by Council- man Bates, it was RESOLVED, that the records of arrears of taxes be corrected so as to show payment of the lien sold to the Town on May 25th, 1921 and thereafter assigned to Atlantic Municipal Corporation, upon property known as Section S. Block 9b, Lot 5 on the Tax Iv!ap in the amount of ;;30.16, and that there be refunded to Atlantic Municipal Corporation, the amount of this lien with interest . Mr. Sidney Posner appeared on behalf of Civic Investors, Inc. and presented to the Board a claim for refund of the tax lien sold to his client, Civic Investors, Inc. at the 1937 tax lien sale, which is in the amount of �1, b76.42 with interest at 12,E and covers Section 1, Block 861 Lot 14A. He argued that inasmuch as this lien included 1;1, 013.21 the adjusted amount of special assessments ori- ginally due prior to 1936 when these were levied pursuant to Chapter 620 of the Laws of 1935, the owners of prior liens on the same pro- perty might object on the ground that the 1937 lien obtained an illegal or invalid preference over the liens sold in prior years which. did not include the special assessments. After hearing 'Mr. Posner and discussing the matter, it was upon motion made by Councilman Bates, seconded by Councilman Griffin, RESOLVED, that the claim of Civic Investors, Inc . I or the refund of lien sold at the 1937 tax lien sale to Civic Investors, Inc . , covering Section 1, Block B6, Lot 14A, in the amount of w1,576.42, on the ground that said lien is invalid, is denied. Dr. William H. Mills, Chairman of the Adult Activities and Recreation Council, appeared before the Board to request thatfL.nd.s be made available for the purchase of supplies and equipment ne- cessary to carry on the '% P . A. Recreation Project Ma-54. Following a lengthy discussion, the Board referred the matter to the Supervisor with power to act in the event that there is some way of providing funds for the purchase of supplies and equipment . The Supervisor asked if there was any one else to be heard. There being no one , the Board proceeded with the regular order of business . The Assessor presented a corrected map prepared by the Engineer in accordance with data obtained from the Register' s office, the filing of maps, recording of deeds, etc. The correction con- sists of a new map or page to be inserted in the assessment book, covering Section 9, proposed new Block 939, present Block 84 and 88, present lot numbers 1 to 20, proposed new lot numbers 1 to 21. The map covers the property on Orien.ta Point in the Village of Y;amaroneck bounded on the north by Rushmore Avenue, on the east by Seney Avenue, on the west by Bleeker Avenue and on the south by il'dalton Avenue . Upon motion made by Councilman Rian.deville, seconded by Councilman Bates, it was unanimously RESOLVED that the correction of the assessment map so far as it applies to Section 9, proposed new Block 939, present Block 84 and 88, is approved in accordance with the provisions of Section 6 of the Westchester County Tax Act, so as to show the new lot numbers 1 to 21 in Block 88 as indicated on said map. FURTHER RESOLVED that the 1939 assessment roll for the tax of the vear 1940 and other records of the Assessor of the Town of Mamaroneck be corrected and amended in accordance with the correction of the map as approved by this resolution. The Town Attorney stated that he recommended the settlement of the certiorari proceeding instituted by G. Richard Davis to re- view the assessment upon a parcel of property in the Village of Larchmont known as Section 6, Block 66. Lots 2 and 3 on the basis of a reduction in the assessment from 12,500 to $10,000 for the year 1938. Upon motion made by Councilman Mandeville and seconded by Councilman Griffin, the following resolution was adopted: VrHEREAS, heretofore and on or about the 22nd day of September, 1938, a writ of certiorari was obtained by G. Richard Davis , owner of Section 6 , Block 66, Lots 2 and 3, to review the assessments upon the premises owned by him;and WHEREAS, a return to such writ was duly filed by the Assessor and Board of Review on or about the 15th davv of November, 1938, and no further proceedings have been taken; and WHEREAS, the Town Attorney and Assessor recommend to this Board that the proceedings be settled and dis- continued upon the reduction of the assessment from $ 12,500. to $10, 000; N0+'I, =EREFORE, BE IT RESOLVED, that the assessment for the year 1938 upon property known as Section 6, Block 66, Lots 2 and 3, assessed for w12,500. be reduced. to $10, 000. provided the certiorari proceeding now pending in the name of G. Richard Davis be discontinued without costs. FURTHER RESOLVED that the Town Attorney is hereby authorized and directed to sign the necessary stipu- lation to obtain an order of the Supreme Court pro- viding for such reduction and refund of any excess i taxes pad.. Schultz to review the assessment upon a parcel of property in the Village of Larchmont known as Section 6, Block 65, Lots 50 and bOA, on the basis of a reduction in the assessment from FD14 300 to $12 ,000 for the year 1938. Upon motion made by Councilman Mandeville and seconded by Councilman Griffin, the following resolution was adopted: NHEREAS, heretofore and on or about the 22nd day of September, 1938, a writ of certiorari was obtained by Margaret G. Schultz, owner of Section 6, Block 65, —" Lots 50 and bOA, to review the assessment upon the premises owned by her; and WHEREAS, a return to such writ was duly filed by the Assessor and Board of Review on or about the 15th day of November, 1938, and no further proceedings have been taken; and V' BiEWREAS, the Town Attorney and Assessor recommend to this Board that the proceedings be settled and dis- continued upon the reduction of the assessments from $,14, 300 to $12,000; NOW, THEREFORE, BE Iii RESOLVED, that the assessment for the year 1938 upon property known as Section 6, Block 65, Lots bO and bOA, assessed for '141300 be reduced to ~,12, 000 provided the certiorari proceeding now pending in the name of Margaret G. Schultz, be discontinued without costs. FURTHER RESOLVED that the Town Attorney is hereby authorized and directed to sign the necessary stipu- lation to obtain an order of the Supreme Court pro- viding for such reduction and refund of any excess -- taxes paid.. The Town Attorney stated that he recommended the settlement of the certiorari proceedings instituted by the Larchmont Shore Club, Inc. to review the assessment upon a parcel of property in the Village of Larchmont known as Section 7, Block 81, Lot 8A, on the basis of a reduction in the assessment from $200,000 to vF196, 000 for the year 1938. Upon motion made by Councilman Bates and seconded by Council- man Griffin the following resolution was adopted: WIEREAS, heretofore and on or about the 23rd day of September, 1938, a writ of certiorari was obtained by Larchmont Shore Club, Inc. , owner of Section 7, Block 81, Lot 8A, to review the assessments upon the premises owned by it; and VW EREAS, a return to such writ was duly filed by the Assessor and Board of Review on or about the 15th day of November, 1938, and no furt'ner• proceedings have been taken; and WHEREI_S, the Town Attorney and Assessor recommend to this �3oard that the proceedings be settled and dis- continued upon the reduction of the assessments from $,200, 000 to 9,i96' 000; NOW, THEREFORE, BE IT RESOLVED, that the assessment for the year 1938 upon property known as Section 7, Block 81 , Lot 8A, assessed I or $200, 000 be reduced. to $196 000 provided the certiorari proceeding now pending in the name of the Larcb,mont Shore Club be discontinued without costs . IM FURTHER RESOLVED,that the Town Attorney= is hereby authorized and directed to sign the necessary stipu- lation to obtain an order of the Supreme Court pro- viding for such reduction and refund of any excess taxes paid.. The Supervisor reported that at a meeting and conference held at the Scarsdale Village Hall, at which were present the Chief" of the Scarsdale Fire Department, Deputy Chief of the Town of Mama- roneck Fire Department, Councilman E. B. Leginniss, the Town Attor- ney for the Town of Mamaroneck, and himself, an arrangement had been made to extend the present agreement between the Town and Village for the use of fire hydrants on Griffen Avenue so as to include two ad- ditional hydrants required for the protection of houses built on Griffen Avenue which are in the Town of Mamaroneck. The Town Attor- ney stated he had prepared a new agreement to supersede the present agreement so as to carry this arrangement into effect . Upon motion made by Councilman Mandeville and seconded by Councilman Bates, it was unanimously RESOLVED, that this Board (the Village Board of the Village of Scarsdale adopting a similar resolution ) agree with the Village of Scarsdale for the use of water from two additional fire hydrants on Griffen Avenue , one being 1400 feet southwesterly from the corner of Mamaroneck Road, (Old White Plains Road) and the other 2100 feet southwesterly from the corner of Mamaroneck Road, (Old White Plains Road) for the sum of x$33.50 per hydrant to be paid on August 1st, 1939, and annually thereafter as long as such agree- ment shall remain in force and effect . FURTHER RESOLVED that the Supervisor is hereby authorized and directed to sign the agreement as prepared by the Town Attorney and forward the same to the Mayor of the Village of Scarsdale . Upon motion made by Councilman Griffin, seconded by Council- man Bates, it was unanimously RESOLVED that the Huguenot Trust Company of New Rochelle be and it hereby is designated as a depository of the Town of Mamaroneck and/or the Supervisor of the Torn of Mamaroneck_, provided that the amount on deposit in said Huguenot Trust Company shall not at any time be in excess of the amount insured by the Federal Deposit insurance Corporation. FURTHER RESOLVED that all checks for the withdrawal of such funds as are on deposit in the Huguenot Trust Company, shall be signed by the Supervisor and counter-signed by the Comptroller of the Town of Mamaroneck. FURTHER RESOLVED that the said Huguenot Trust Company be and it hereby is designated for the deposit of the following funds: Tax Certificate Fund The Supervisor stated that the most recent application of the Yonkers Bus, Inc. for permission to operate a bus in the Town of Mamaroneck as part of a through route from New Rochelle to Jhhite Plains through Murray Avenue and Weaver Street, was still on the table and no action had been taken and suggested that although this application is for the operation of a bus along the same route as the previous application upon which the Board held a public hearing on June 1st , 1938, pursuant to notice duly published and which application was after such public hearing denied., be considered it advisable to again deny the application and notify the Public Ser- vice Commission. Upon motion duly made by Councilman Griffin,zeconded by Councilman Bates, the following resolution was adopted: WHEREAS, after a public hearing held June ist, 1938, upon application of the Yonkers Bus, Inc. , for a route through Murray Avenue and Weaver Street in the Town of Mamaroneck, this Board denied the application for per- mission to operate buses over Murra7 Avenue and Weaver Street in the Town of Mamaroneck; and WHEREAS, a further application has been made by the Yorkers Sus, Inc . for permission to operate buses over the same route, which application is dated March 29, 1939; NOR, THEREFORE, BE IT RESOLVED, that this Board again disapproves of the route proposed by the Yonkers Bus, Inc. in their application dated March 29, 1939 and declines to order a new hearing upon such application upon the ground that hearing was duly held and thereafter the application denied. FURTHER RESOLVED that copy of this resolution be sent to the Public ,Service Commission of the State of New York and to the attorney for the Yonkers Bus, Inc. , Mr. Sheldon Pollock, Yonkers, 0, Y. The Supervisor informed the Board that Mrs . E. R. Van Sickle , President of the Westchester Shore Humane Society, Inc . , had called and requested assistance in the continuance of the work of the society and that while they are prepared to purchase property on which to build a shelter, they can not find a site . He stated that proposed sites have been selected but adjoining property owners have objected because of the noise made by dogs. He informed the Board that the society serves the Village of Larchmont, Village of Mama- roneck, Town of Mamaroneck, Town of Harrison and Village of Rye and that he had volunteered his services in writinS the officials of the above mentioned communities, asking them to appoint representatives to meet with officials of the society to discuss the problem. He stated that through a combined effort they should be able to find a location for the proposed. shelter. The members of the Board expressed their approval of the action taken by the Supervisor and requested him to act as the re- presentative of the Town of Mamaroneck. Town Engineer Foote reported on the work being done in con- nection with W. P. A. project 9 Ma-133 known as the underground sur- vey. He recommended that the work be continued and that the Super- visor be authorized to sign a proposal supplementing this project. On motion by Councilman Mandeville , seconded by Councilman Bates, it was unanimously RESOLVED, that the W. P. A. project proposal above described be and it hereby is approved; and be it FURTHER RESOLVED, that the Supervisor be and he hereby is authorized to sign said project proposal which is known as a supplement to 9 Pula-133. The Supervisor called to the attention of the Board the fact that the Board of Review would soon begin its work of reviewing grievances against the Town of Mamaroneck assessment roil. He sug- gested that a substantial saving to the 'taxpayers could be effected by having two members of the Town Board serve on the Board of Review without additional compensation. He pointed out that the saving would amount to the sum of ;` 1, 000 annually. Following some discussion it was upon motion by Councilman Bates, seconded by Councilman Griffin, unanimously vote: RESOLVED that the policy in appointing the members of the Board of Review be changed and that the Super- visor be authorized to appoint two members of the Town Board to serve without additional compensation and one member of the original Board of Review to serve with compensation at the rate or amount set forth in the 1939 budget . The foregoing resolution was adopted by the following AYES: Supervisor McCulloch Councilmen Bates, Griffin, Mandeville, Meginniss NOES: None The Supervisor appointed Mr. Munroe Stiner, former Chairman of the Board of Review, Councilman Mandeville and Councilman Meginniss to act as the Board of Review for the year 1939. The Supervisor advised the Board that it would be necessary to hold a special meeting later during the month in order to make arrangements to provide for the payment of the balance due on a series of tax revenue notes issued by the Town on November 1st, 1938 upon which there was still due the sum of 11)'47, 907.07 on July 1, 1939 and also the sum of $34,092. 93 being the balance of the school tax levy for the year 1938 still remaining unpaid. The Comptroller presented to the Board a claim from Bonded S,'Iunicipal Corporation for the refund of the amount of the lien pur- chased by it from the Town at the sale of tax liens helo. in May, 1938 covering unpaid school tax upon property known as Section 9, Block 39, Lot 3. It appeared, he stated, that the amount of the lien was paid to the Receiver of Taxes by the owner of this property, on May 21st , 1938 but for some reason the proper record was not made and the lien was included in the sale for that year. On motion made by Councilman Griffin, seconded by Councilman Bates, it was RESOLVED that the lien be cancelled and the Town refund to Bonded Municipal Corporation, the amount of the lien $88.03 with interest from the date of the sale, at the rate of 5%. The mown Clerk read a letter dated May 15, 1939, received from Edward D. Loughman, Receiver of the Larchmont National Bank and Trust Company, concerning the 1928 tax on property known as Section 6, Block 25, Lots 438, 441 45 and 46A, which tax remains open on the roils, and it is claimed that same has been paid. The letter was referred to Town Attorney Delius. A letter dated May 29, 1939, received from George D. Burchell, Secretary of the Larchmont Gardens Association, was read. He ad- vised that the association had passed a resolution favoring the x;22, 000 bond issue for the purchase of equipment for the Town of Ivla- maroneck Fire Department to be voted upon June 8, 1939, and that the association wished to urge the Town Board to arrange the amortiza- tion of the bonds as rapidly as possible at a term even less than five years if practicable . The letter was ordered filed. The Town_ Clerk read a letter dated May 29, 1939, received from B. J. Santoro, Chairman of the Flag Day exercises of B. P . 0 . E. N.amaroneck Lodge No. 1457, extending an invitation to the Board to participate in the exercises to be held June 14, 1939. The Town Clerk was requested to advise 'vr. Santoro that the members of the Board will make every effort to attend. A letter dated iviay 16 , 1939, received from Harry T . Byrne , President of the Maple Hill Association, was read. He called to the attention of the Board the condition of certain portions of the curbing, sidewalks and streets in the Illaple Hill Section. The letter was referred to Councilman Mandeville and Town Engineer Foote . 0 The Town Clerk read a letter dated lay 4, 1939, received from K. G. Van Sciver, Clerk of the Board of Education of the Town of Mamaroneck. The letter was in accordance with Section 250 of the Education Law which requires that the Clerk of the Board of Education should notify the Town Board of the results of the school election. He suggested that the Supervisor write a letter to the Commissioners and the department expressing the appreciation of the members of the 'Town Board. The members of the Board discussed the question concerning the Simon property at length and decided to refer the matter to the Town Attorney. The Supervisor suggested that the Board. of Appeals for Zoning be invited to meet with the Town Board for the purpose of discussing the proposed changes to the Zoning Ordinance throughout the unincorporated area. The members of the Board approved of such a meeting. On motion by Councilman Bates, seconded_ by Councilman Mandeville, it was unanimously RESOLVED, that the following shall be the office hours of the Town of Mamaroneck offices during the period June 1 to September 2, 3939; Weekdays - 9 A.
