SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF
MAMARONECK, NEW YORK, AND OF THE TOWN BOARD ACTING AS THE
BOARD OF FIRE COMMISSIONERS OF FIRE DISTRICT NUMBER ONE OF
THE TOWN OF MAMARONECK, NEW YORK, HELD MAY 13, 1939
At the Town Offices, 158 'Jest Boston Post Road, Mamaroneck, N. Y.
The meeting was called to order by the Supervisor at
10:00 A. M.
Present: Supervisor fcCulloch
Councilmen Bates, Griffin, Mandeville, Meginniss
Absent: None
The presence was also noted of Town Clerk Payne, Town Attor-
ney Delius, Comptroller Luceno and Town Engineer Foote .
On motion of Mr. Mandeville, seconded by Mr. Meginniss,
the following resolution was offered-.
RESOLVED, by the Town Board of the Town of Mamaroneck,
New York, acting as the Board of Fire Commissioners of
Fire District Number One of the Town of Mamaroneck, New
York, as follows:
Section 1. That a special election of the qualified
electors of Fire District Number One of the Town of Mama-
roneck, New York, be held at the Weaver Street Fire House,
in the Town of Mamaroneck, New York, in said District on
the Sth day of June, 1939, between the hours of 1 o' clock
P. M. to 10 o' clock P. M. , Eastern Daylight Saving Time,
for the purpose of voting upon the following proposition,
to-wit:
Proposition No. 1
Shall the Town Board of the Town of Mamaroneck,
New York, acting as the Board of Fire Commissioners
of Fire District Number One of the Town of Mamaro-
neck, New York, be authorized and directed to expend
a sum not exceeding $28,000 for the purpose of pur-
chasing fire apparatus for the extinguishment and
prevention of fires in said Fire District, such ap-
paratus to consist of an aerial laader truck and a
pumper to cost not exceeding the respective amounts
of $18, 500 and 49,500, which total sum of $28,000,
or so much thereof as may be necessary, shall be
raised in part by the use of $6,000 available there-
for in the current budget and the remainder shall
be raised by the issuance of bonds of said Fire
District in the total amount of not to exceed X22,000
to be paid by the levy of taxes upon all the taxable
property within said Fire District, maturing in annual
installments, the first of which shall be not later
than one year from the date of the bonds and the last
of which shall be not later than five years from the
date of incurring of the first indebtedness for said
apparatus?
The polls for the receipt of ballots shall be open
during said hours, and the Town Clerk, as Secretary of
said Fire District, shall give notice of such election
by publication in The Mamaroneck Daily Times a newspaper
having general circulation in said Fire District, at
least once, the first publication to be at least twenty
days and not more than thirty days prior to the date of
said election, and by posting a copy of such notice in
five conspicuous places in said Fire District at least
fifteen days prior to the date of said election.
Section 2. That such notice shall be in substantially
the following form, to-wit:
NOTICE
NOTICE IS HEREBY GIVEN that a special election of

York, in said District on the 8th day of June, 1939

date of incurring of the first indebtedness for said
apparatus?
The polls shall be open during said hours for the

Section 3. That Mr. C . Howard Gore, a resident
taxpayer of said District, is hereby designated as
Chairman of the election and the following resident
taxpayers are hereby designated to act as election
inspectors and ballot clerks:

The Secretary shall prepare the ballots for the
election.
The foregoing resolution was duly put to a vote which
resulted as follows:
AYES: Supervisor Bert C. McCulloch
Councilmen: Edward B. Meginniss,
Owen A. Mandeville,
Edward C . Griffin and
George V. Bates
NOES: None
The resolution was thereupon declared duly adopted.
After discussion of the question of compensation the
following resolution was upon motion by Councilman Mandeville,
seconded by Councilman Meginniss, unanimously adopted:
RESOLVED, that the persons named as Chairman,
election inspectors and ballot clerks respectively
shall each receive as compensation for services
rendered in connection with the special election
the sum of $8.00, to be paid out of the appropria-
tion for special elections in the 1939 budget.
The Supervisor declared the meeting of the Board acting
as the Board of Fire Commissioners of Fire District Number One of
the Town of Mamaroneck closed, and the Town Board held a special
meeting to consider other business .
The following resolution was offered, moved and seconded:
WHEREAS, Robert T. Craig c/o A. C. Allyn and Company,
Inc. , 40 Wall Street, New York City, holder of the
following described registered bonds of Sewer District
No. 1 of the Town of Mamaroneck: $20, 000 (being part
of an authorized issue of x$100, 000) dated June 1, 1922,
of the denomination of $1,000 each, bearing interest
at the rate of 4 1/27. per annum payable semi-annually
June 1 and December 1, numbered 1 to 20 inclusive,
and maturing $5,000 on June 1, 1948, $5, 000 on June 1,
1949, $5, 000 on June 1, 1950 and $5, 000 on June 1, 1951,
has requested that the Town Board authorize the re-
conversion of said registered bonds into coupon bonds
by registering same to bearer and by attaching to said
bonds new coupons for unmatured interest, the expense
of such reconversion to be borne by Robert T. Craig;
and
WHEREAS, said bonds were originally issued in coupon

orm and later converted into fully registered bonds;
NOW, THEREFORE, BE IT
RESOLVED by the Town Board of the Town of Mamaroneck,
as follows:
SECTION 1. That, in accordance with the provisions
of Chapter 813 of the Laws of 1936, constituting Sec-
tion 11-a of the General Municipal Law, as amended, the
following described bonds of the Town of Mamaroneck,
heretofore sold and delivered as coupon bonds and there-
after converted into fully registered bonds (the coupons
to which having been cut off and destroyed) are hereby
authorized to be reconverted into coupon bonds; such
bonds being described as follows: $20,000 (being part
of an authorized issue of $100, 000) Sewer District No. 1
Bonds, dated June 1, 1922, of the denomination of $11000
each, bearing interest at the rate of 4 1/276 per annum
payable semi-annually June 1 and December 1, numbered 1
to 20 inclusive and maturing $5, 000 on June 1, 1948,
$5,000on June 1, 1949, $5, 000 on June 1, 1950 and $5, 000
on June 1, 1951.
SECTION 2. That the cost of such reconversion shall
be borne. by Robert T. Craig, holder of said bonds, and
that such reconversion shall be effected by registering
said bonds to bearer and attaching to said bonds new
coupons for unmatured interest, signed with the facsimile
signature of the Supervisor, such new coupons to be in
substantially the same form and of the same numbers and
denominations as the original coupons; and that each of
said new coupons so attached, shall contain a statement
that it is issued for the purpose of reconverting the
bond to which it is attached, into a coupon bond.
SECTION 3. That said new coupons shall commence
with the coupon maturing June 1, 1939, and shall be
numbered 34, and the subsequent coupons shall be numbered
in numerical order.
SECTION 4. That said new coupons shall be in sub-
- stantially the following form:

in the County of Westchester,
WILL PAY TO THE BEARER
On THE FIRST DAY OF
the Sum of Twenty-two and 50/100 Dollars ($22 .50) in
Lawful Money of the United States of America at the Office
of the Chemical Bank and Trust Company, New York City,
Being Six Months' Interest Then Due on Its Sewer Bond,
dated June 1, 1922, (this coupon being issued pursuant to
resolution duly adopted by the Town Board on May 13th,
1939 to reconvert the bond herein described into coupon
form) bearing Number

WE HEREBY CERTIFY that upon the presentation of the
within bond with a written request by the owner there-
of for its conversion into a registered bond, we have this
day cut off and destroyed coupons attached thereto

SECTION 6. That the Town Clerk is hereby
authorized to effectuate the reconversion of said
bonds in accordance with this resolution.
SECTION 7. That this resolution shall take
effect immediately.
The foregoing resolution was upon motion by Councilman
Bates, seconded by Councilman Griffin, adopted by the following
vote:

Councilmen Bates, Griffin, Mandeville, Meginniss
NOES: None
On motion duly made by Councilman Mandeville, seconded by
Councilman Meginniss, the following resolution was unanimously
adopted:
WHEREAS, it appears from the books and records of
the Town of Mamaroneck, that certain amounts re-
presenting expenditures for items in the nature of
capital improvements, have been paid from time to
time from surplus money received in excess of esti-
mated budget revenues; and
WHEREAS, such items have been in part credited to
General Fund and debited to Capital Account; and
WHEREAS, the total of such items credited to
General Fund and debited to Capital Account is
y119,393.63;
NOW, THEREFORE, BE IT
RESOLVED, that such credits and debits respectively
to the General Fund and Capital Account, amounting
to $119,393.63, be cancelled on the books of the
Town, and the surplus reduced accordingly.
The Supervisor requested Town Engineer Foote to furnish
the Town Board with information concerning the storm water drains
in the area near North Chatsworth Avenue, Maplewood Street and
Glenn Road. Mr. Foote presented a map showing the drainage system.
Following a lengthy discussion Councilman Meginniss sug-
gested that Mr. Foote or representatives of his office make a survey
of the area mentioned to find out if house drains are connected with
the sewer system. The member of the Board favored this plan and
directed Mr. Foote to proceed with the survey.
The Supervisor presented for the approval of the Board a
W. P. A. project proposal for the construction of Hickory Grove
Drive bridge, known as W. P. A. project Ma-136.
On motion by Councilman Meginniss, seconded by Councilman
Griffin, it was unanimously
RESOLVED, that the W. P. A. project proposal above
described be and it hereby is approved; and be it
FURTHER RESOLVED, that the Supervisor be and he hereby
is authorized to sign said project proposal which is
known as Ma-136.
