However , on May 29 it will be open to adults in the community, so they may experience what it is like. Lee Luffman needs help in finding half-way houses or apartments for people with mental illness. Judy Call went to the People to People meeting on May 7, where fears of nuclear war and its affect on families was discussed. RON TOCCI , Assemblyman from the B5th district , discussed the problems of school drop-outs and also the homeless: State budget is $42 billion. $431 million goes to the Department of Social Services, and $7. 2 billion goes to Education , but about 2 billion -of that covers Social Service needs. $6 million is for pre-natal care. $1 million is for parent education. The coalition for prevention of drug and alcohol abuse hopes to have a $50,000 program for a Computer data bank which will enable contact throughout the Country on programs on these and other problems, including pregnancy and suicide. The problem of school drop-outs is getting worse. The rate is 80 in some places. This is particularly a problem for the homeless, who ► often have to ride for many miles back to their old neighborhood school . A recent reform will permit the family to choose whether the child should go to his old school or a nearby one, provided the schools ant the social worker agree. If not , a Family Court judge will ma► e c. prompt decision , in the best interest of the child. Tocci feels the ideal program for the homeless would have a centralized reception center , where people would be logged in , and physical and psychological needs assessed. ( 18 people in homeless shelters at this time have AIDS. ) The State allocated $15 million to ma4::e Grasslands the Center for Westchester County, but this has not been approved. Not-for-profit agencies should be encouraged to build for the homeless. Those who build for profit will not carry through. Perhaps the County could rent available apartments from landlords, and use them for the homeless. It is urgent that solutions be found , as the problem will only get worse.
