HomeMy WebLinkAbout1989_10_19 Conservation Advisory Commission Minutes C4C Town of Mamaroneck Conservation Advisory Commission 740 West Boston Post Road Mamaroneck, N.Y. 10543 914-381-6133 MINUTES OCTOBER 19, 1989 A regular meeting of the Conservation Advisory Commission (CAC) was held on Thursday, October 19. 1989 in Conference Room A of the Town Center, 740 West Boston Post Road, Mamaroneck, New York. The meeting commenced at 8:08 P.M. Members Present: Michael Scheffler, Acting Chairman Charles Bernstein Herbert Calman Sandy Feldman Gladys Sherak Mary Anne Johnson, Emeritus 41° Others Present: P. Thomas Leddy, Beautification Director Robert Leopold, Resident Bonnie M. Burdick, Village of Larchmont Reservoir Comm. Claudia Ng. Environmental Coordinator Rene' Rathschmidt, Recording Secretary Members Absent: Susan Cavaliers Douglas Gould ADMINISTRATIVE MATTERS Approval of Minutes - The minutes of September 21, 1989 were approved pending minor corrections. Next Meeting - The next meeting was scheduled for November 16, 1989. ENVIRONMENTAL COORDINATOR • Sheldrake Watershed Study/Natural Resources Inventories - Claudia Ng stated to the Commission that she had informed the Planning Board of the CAC's recommendation of securing a 100 to 200 foot scaled map at 1 to 2 foot . contour intervals in order to preserve slope resolution, etc. . . She noted that the Planning Board had also realized that a map of this size would be very useful to them and therefore, endorsed the same recommendation. Ms. Ng also noted CAC Minutes - 10/19/89 (:2 that the biggest expense would be incurred from the checking of contour lines. She said that since all three municipalities are involved the costs of the entire project would be divided among the three. Ms. Ng stated that more avenues have opened up in terms of ideas and resources which will need further checking. Ms. Ng will keep the Commission informed. National Celebration of the Outdoors - Ms. Ng informed the Commission that the National Celebration of the Outdoors is scheduled for April 22-29, 1990. She noted that this will be the 20th anniversary of Earth Day. She stated that. this Celebration is sponsored by several major organizations and that the project is requesting communities to sponsor local activities for this week. She then asked for suggestions on how the CAC could participate. She also noted that she will be asking for further information on the project and will keep the Commssion informed. EDUCATION/LEGISLATION SUBCOMMITTEE School Project - Michael Scheffler reported that the project is moving along. The "Civic Group" (comprised of 6 to 8 students of the Hommocks IhtbDL6 (Junior) High School) will be meeting with students of the shop class to come up with ideas and suggestions. Mr. Chang, the director of the group, will submit the ideas in outline form to the CAC for their approval. Mr. Chang is also requesting that the CAC provide the group with the materials, such as the wood, etc. . . for signs etc. . . Mr. Scheffler will consult with Mr. Change to see what is needed. Itwas suggested to have a ceremony during the placement of the signs in order to show recognition to the group for its efforts. All concurred. OPEN SPACE SUBCOMMITTEE REPORTS Work Plan Update - Tom Leddy was on hand to answer the CAC's questions in regard to the Work Plan Project. Mr. Leddy stated that the Hommocks area is the 0 1 priority now, with the Sheldrake area next and then the Premium. He stated that the priorities were determined upon their maintenance needs. Mr. Sheffler posed specific questions as to when, where, and how some of the the more pressing issues will be handled and Mr. Leddy responded by giving a tentative schedule of events and a proposed time frame. Ms. Ng will speak with the Administrative Assistant to find out where they can order metal signs and will put the issue of erecting a tow-a-way sign on the Traffic Commission Agenda. Coastal Event - Mrs. Johnson reported that the event went well and that Michael Scheffler spoke for the CAC. RECYCLING TASRFORCE Publicity Campaign - Ms. Ng reported that the advertising agency that has been contracted to handle the recycling publicity campaign is currently ® undertaking the making of a brochure. She noted that the brochure is now under revision and won't be able to meet the proposed deadline. Therefore, the deadline may be extended to January. She also noted that the brochure will cover all three municipalities. -2- CAC Minutes - 10/19/89 The advertising agency will also be producing posters. Ms. Ng informed the Commission that the Recycling Law for the Town of Mamaroneck/Village of Larchmontis still in the attorney's hands. She reported that the draft legislation should be ready for the Town Board Meeting scheduled for the last Wednesday in October. Mary Anne Johnson requested an update on the plastic bin and Ms. Ng responded that the bin has been filling rapidly. CONSULTANT/LIAISON REPORTS - No Update ONGOING Jay Property - The Jay Coalition is sponsoring "Jay Day at Rye Beach" this Saturday afternoon. Letter to Residents Near Conservation Areas - The draft letter encouraging residents to take better care of the conservation areas was approved with minor corrections. Ms. Ng will research as to who should receive the letter starting with the Leatherstockiug Trail residents and will keep the Commission informed of her progress. Robert Leopold, a concerned resident, suggested contacting area associations in order to give a presentation to them and also to request their assistance in maintaining these areas. Mary Anne Johnson volunteered to make calls to try to arrange meetings in which this could be accomplished. Historical Background Pamphlet of the CAC - Ms. Ng will be working on an outline of what should be included in the pamphlet and present it to the Commission for approval at it's next meeting. Tree Preservation Law - Ms. Ng consulted with the County & State Foresters in regard to determining how to categorize trees for the preservation law. She noted that the Foresters had suggested that she consult the Famous and Big Tree Registry and also the Native Tree Registry for information. She also stated that they had felt that the proposed 16" limit was very restrictive and thought that a 24" limit more appropriate. q212e:-TA ,. I)�.e� Ms. Ng reported that she will be researching the topic more extensively and d will keep the Commission updated. Golfball Ocean Litter - No Update. The Commssion voted to remove this item from its agenda until such time a need for it again arises. Trapping - No Update Livingston/Hilltop Road - Ms. Ng mentioned that there was still the problem of not finding adequate documentation as to which lands have been designated as conservation areas or parklands. Ms. Ng was directed to ask the attorney whether it would be a good idea to just altogether re-designate . them. Inventory of Streamside Properties - The Commssion voted to delete this as a separate agenda item and to include this subject under the agenda item Natural Resource Inventories. -3- CAC Minutes 10/19/89 Pesticides - Charles Bernstein noted that he has seen an increase use of signs being posted in the surrounding areas which notify the public that a pesticide has been applied. NEW OR OTHER BUSINESS FCWC - The federated Conservationists of westchester County is requesting other organizations to support. the Pace University Report calling for the County to create a new, comprehensive County Department of Environmental Protection. Sandy Feldman will review the report and comment on it at the next meeting. Mr. Robert Leopold also requested a copy to review. L.I.F.E. Center - Mary Anne Johnson informed the Commssion that the L.I.F.E. Center has moved its headquarters and has obtained new telephone numbers.
