Y. The meeting was called to order by Supervisor McCulloch at S:00 P. M. Present: Supervisor McCulloch Councilmen Bates, Griffin, Mandeville, Meginniss Absent: None The presence was also noted of Town Clerk Payne, Town Attorney Delius, Assessor Smith, Town Engineer Foote and Comptroller Luceno. The Supervisor asked if there was any one present who wished to address the Board. There being no one the Board proceeded with the regular order of business. Councilman Bates and Town Engineer Foote presented the plan and profile of the proposed sewer extension connecting existing sewers in Knollwood Drive and Bonnie Way. Councilman Bates pointed out that this extension will eliminate the costly and troublesome sewage relift station at Knollwood Drive. He recommended that the Supervisor be authorized to sign a W. P. A. project proposal for this work. Supervisor McCulloch advised the Board that the Rockliffe Estates, Inc. would share in the sponsor's contribution for the com- pletion of this work. On motion by Councilman Bates, seconded by Councilman Griffin, it was upon roll call unanimously RESOLVED, that the Supervisor be and he hereby is authorized to sign a i. P. A. Project pro- posal for the construction of a sewer extension to connect existing sewers in Knollwood Drive and Bonnie Way. Councilman Bates reported that the sewer department was making repairs to the sewer on Hurray Avenue near IViaplewood Street. He stated that the 15 -inch vitrified pipe which was broken was being replaced with iron pipe of the same size. Councilman Griffin reported that the Park Commission had prepared the tentative budget for 1939 for that department and that it is not in excess of the amount granted for 1938. The Supervisor suggested that individual taxpayers, the Taxpayers' League of Larchmont and Mamaroneck and other similar groups be invited to attend the annual preliminary conferences on the tentative budgets of various departments of the Town. He added that a special invitation should be extended to the Taxpayers' League of Larchmont and Mamaroneck, as they are now engaged in making a survey of the operating costs in the Town and it may be helpful to them to interview with the Board the department heads when they pre- sent their annual estimates. The Board went on record as approving the Supervisor's proposal and decided to inform the taxpayers by public notice and to send an invitation to the Taxpayers' League of Larchmont and Mamaroneck. Councilman Griffin presented the monthly reports of the Welfare Department for the month of October, 1938, namely: (1) Monthly Report on Case Status of All Home Relief Cases, (2) Monthly Report of Obligations incurred for Home Relief; and (3) Analysis of Home Relief Expenditures. He pointed out that while the case load was virtually the same for the month of October as it was for the month of September, the expenses were trimmed by approximately $1,000..: The case load in October fas 291 as against 299 the previous month, while expendi- tures were $10,981 in October as compared -with $11,759 the previous month. The number of individuals receiving relief was 1, 197 in October and 1,194 in September. The average cost per case was trimmed from approximately 39 cents per individual per day in Sep- tember to approximately 37 cents in October. He stated that the medical costs.increased from $N467.04 in September to $589.58 in October. The reports were received and filed. Councilman Griffin presented a petition dated November 2, 1938, from the Assessor for the correction of the assessment roll so as to permit the apportionment of taxes. On motion by Councilman Griffin, seconded by Councilman Bates, the following resolution was unanimously adopted: WHEREAS, the Assessor has presented a petition dated November 2, 1938, for the correction of the assessment roll for the year 1937, taxes of 1938, pursuant to the provisions of Section 33 of Chapter 105 of the Laws of 1916, as amended, known as the Westchester County Tax Act; and - WHEREAS, after due consideration this Board finds it desirable to grant said petition for the correction of said assessment roll; NOW, THEREFORE, BE IT RESOLVED, that the assessment roll for the year 1937, taxes of 1938, which shows property now appearing on the rolls as follows: Section Block Lot Owner Land Imp. Total 7 9 12 Henry Greenberg $2,000 - $ 2,000 13 Louise Fatton 2,000 $6,000 8,000 Councilman Meginniss reported that he had extended the time for the filing of departmental budget requests from the first of November to the tenth of November. He stated that the estimates would be considered following that date. He presented a letter dated October 31, 1938, received from Victor H. Stempf, Secretary of the Board of Police Commissioners of the Town. Mr. Stempf attached a copy of a letter dated October 20, 1938, from Fire Chief McCarthy to Comptroller Luceno and a copy of a letter dated October 25, 1938, from Comptroller Luceno to Police Chief Yerick, all concerning the proposed installation of a control on the traffic light at Weaver Street and Boston Post Road. Mr. Meginniss explained that the purpose of the control was to facilitate the passage of fire apparatus through the inter- section. He stated that the Police Commission concurs in the re- commendation made by the Fire Department and the Comptroller, and requests the approval of the Town Board that the cost for the in- stallation, namely, $70.00 be charged against the traffic light account of the Police Department. He added that the operating costs of a traffic light at the intersection are paid by the State Traffic Commission and that they had given tentative approval for the change. Upon motion by Councilman Meginniss, seconded by Council- man Mandeville, it was unanimously RESOLVED, that the cost of the installation of a control to facilitate the passage of fire apparatus through the intersection of Weaver Street and Boston Post Road, namely, $70.00 be charged against the traffic light account of the Police Department. Supervisor McCulloch informed the Board that the final payment on the full amount due the County for the year 1938 had been made. Councilman Mandeville presented an agreement with the County Engineer for the purpose of securing for the Town a State contribution for the removal of snow from State highways. He re- commended that the Town authorize the Superintendent of Highways to enter into -the agreement, as was done last year. On motion by Councilman Mandeville, seconded by Council- man Bates, it was upon roll call unanimously RESOLVED, that the Town Superintendent of Highways be and he hereby is authorized to enter into an agreement with the County Engineer for the purpose of securing to the Town the benefit of the State contribution for the removal of snow from State highways. Councilman Mandeville reported that the work in connection with the re -surfacing of hyrtle Boulevard was progressing quite rapidly and that the men were doing a very fine job. On motion by Councilman Meginniss, seconded by Councilman Griffin, the following resolution was upon roll call unanimously adopted: WHEREAS in foreclosure proceedings instituted by the Town against Charles M. Brown, et. al., the referee, duly appointed for• that purpose by order of the Supreme Court, sold to the Town of Mamaro- neck; property described as Section 1, Block 26, Lot 74, on the Assessment Map of the Town of Mama- roneck; and WHEREAS the said referee has applied to the payment of certain taxes, assessments and tax liens owned by and due to the Town of Mamaroneck, together with interest and penalties thereon to the date of sale, the sum of $520.13 which taxes, assessments and tax liens are required to be cancelled by the provisions of Section 54 of the Westchester County Tax Act; NOW, THEREFORE, BE IT RESOLVED that the following taxes, assessments and tax liens are hereby cancelled Section 1 Block 26, Lot 74 187 Year of Amount of Interest to Sale Lien Oct. 20,1938 Total 1921 3.89 8.12 x¢12.01 1922 5.97 11.74 17.71 1925 9.63 15.48 25.11 1926 11.14 16.57 27.71 1927 17.95 24.55 42.50 1929 25.60 29.11 54.91 1930 23.37 23.55 46.92 1931 25.15 22.31 47.46 1932 24.74 18.99 43.73 1934 22.90 12.09 34.99 1935 32.10 12.78 44.88 1936 25.32 7.28 32.60 1937 26.41 4.42 30.83 1938 28.13 1.35 29.48 1936 S.C.T. 19.32 1.93 21.25 1938 School 7.88 .16 8.04 The Town Attorney presented an affidavit executed by Erich Domschein, 1 Stonelea Place, New Rochelle, New York, setting forth that the Westchester Foundation, Inc, had purchased transfers of school tax liens affecting premises described as Section 6, Block 13, Lots 33 and 34, being Liens Nos. 83 and 84 of the sale of May 23rd, 1928 in the amount of $3.01 each, and had lost them. Erich Domschein requested that a duplicate tax lien be issued to him in accordance with the provisions of Section 54 of the West- chester County Tax Law. On motion by Councilman Bates, seconded by Councilman Mandeville, it was unanimously RESOLVED, that the Supervisor be and he hereby is authorized to issue a duplicate of said liens to the end that the same may be surrendered to the Receiver of Taxes, together with satis- faction and affidavit of Westchester Foundation, Inc., and cancelled. FURTHER RESOLVED that the Receiver of Taxes, upon receipt of such duplicate liens, satis- faction and affidavit, shall cancel the liens upon his records. Mr. Joseph Perrnetta of New Rochelle appeared before the Board to make application for the payment of certain tax liens at a reduced rate of interest. He was requested to file a written application and a check for the payment of these liens. He was informed that his application would be considered at the next Board meeting. The report of the Receiver of Taxes and Assessments for the month of October was received and filed. The report of the County Health Department for the month of September was received and filed. The reports of Miss M. Me Tian, R. N. of the Larchmont Public Health Association, Inc., for the months of July, August and September were received and filed. The report of the Building Inspector for the month of October was received and filed. The report of the Plumbing Inspector for the month of October was received and filed. Following some discussion the Board decided to change the date of the next regular meeting from November 16 to November 15, 1938. At 8:50 P. M. the Board unanimously resolved to adjourn. d own ulerx
