Altieri, Town Administrator Connie Green O’Donnell, Deputy Town Administrator William Maker, Jr., Town Attorney CALL TO ORDER - WORK SESSION Additionally Present: Lindsay Luft Administrative Assistant On motion of Councilwoman Katz, seconded by Councilwoman Elkind Eney, the Work Session was unanimously opened at 5:00PM. Review – Organizational Meeting Resolutions The Town Board reviewed the resolutions and made no changes. Review – Draft Legislation – Electric Vehicle Parking Spaces The Town Board reviewed the draft legislation and made no changes. Setting of the public hearing is currently on the regular agenda for this evening. 3. New Business Supervisor Seligson noted that the developer for the BLD Diner would like to present again to the Town Board. As a reminder, they previously presented a request for a zoning amendment, then rescinded it. They would like to re-present a proposal at the next worksession. Additionally, representatives for a track at the Hommocks field would like to present their proposal to the Town Board and will be here as well at the next worksession. Supervisor Seligson distributed an anti-hate resolution at the request of a new Councilmember in Harrison, The Town is being asked to support and adopt the resolution. The Board agreed but made some minor changes. This was added to the regular agenda for this evening. On motion of Councilwoman Fiddelman, seconded by Councilman King, the Board unanimously agreed to enter an Executive Session to discuss litigation and appointments to Boards and Commissions. EXECUTIVE SESSION Litigation Appointments to Boards and Commissions On motion of Councilwoman Katz, seconded by Councilman King, the Board unanimously agreed to resume the Regular Meeting. New Business (continued) 1 January 8, 2020 Supervisor Seligson noted that she and Melissa Kaplan-Macey met with Peter Feroe of AKRF, noting that the new draft scope was not ready for tonight, but will be distributed and then discussed at the next worksession. Councilwoman Elkind Eney noted that former Chief and hockey dad, Brendan Collins has brought to the attention of the hockey community a fundraiser/contest sponsored by Kraft Foods and the NHL. It is a competition for the best local hockey rink with a grand prize of $150,000. Councilwoman Elkind Eney noted that even if the Hommocks Ice Rink does not win, it is wonderful publicity. All residents are encouraged to vote online! Councilwoman Elkind Eney also noted that the Fire Department FAST Team is so renowned, it is getting called to service constantly. The Fire Department will be consolidating their events for one spring event to celebrate the new basement, new bell and new truck – more to follow. The Town Board decided that since time allowed, they would continue with the other items on the regular agenda. Authorization – 2020 Part-time / Seasonal Employee Salary Schedule On motion of Councilwoman Elkind Eney, seconded by Councilwoman Fiddelman, it was RESOLVED, that the Mamaroneck Town Board does hereby approve the 2020 Part-time, Seasonal and Part-time Availability Salary Schedule. Authorization – Westchester County Employee Assistance Program Agreement On motion of Councilwoman Elkind Eney, seconded by Councilwoman Fiddelman, the following was approved, WHEREAS, the Employee Assistance Program (EAP) through Westchester County’s Department of Health provides administrative, managerial, and referral services for Town employees, volunteers, and their family members; providing a beneficial resource for the 3 January 8, 2020 Town with an excellent record of accomplishment. NOW THEREFORE, BE IT RESOLVED, that the Mamaroneck Town Board does hereby approve the Renewal Agreement between the Town of Mamaroneck and the Westchester County Department of Health for employee assistance services at the rate of $45.00 per employee for each of the years 2020 through 2024, with an employee head count to be provided annually by the Town, and BE IT, FURTHER RESOLVED, that the Town Administrator is hereby authorized to execute said agreement on behalf of the Town. With respect to the Trader Joe’s no left turn, the Town is awaiting sketches from the shopping center owners as well as approval from the State. 4 January 8, 2020 Residents of Normandy Road contacted the Town requesting they be added to the parking restrictions law recently passed. The Town Board agreed that this street should have been included and instructed Mr. Maker to draft an amendment. RECEPTION FOR SWEARING IN CEREMONTY OF TOWN OFFICIALS CALL TO ORDER - REGULAR MEETING The Regular Meeting of the Town Board was called to order by Supervisor Seligson at 8:00 PM, she then pointed out the location of the exits. Supervisor Seligson noted that the Town Board met for a worksession beginning at 5:00 o’clock this evening, adding this is an open meeting that all residents are welcome to attend. Supervisor Seligson thanked the Officials in the audience for their attendance this evening. SUPERVISOR’S STATE OF THE TOWN ADDRESS Good evening and welcome to the Supervisor’s 2020 State of the Town Address. As we embark on a new decade, I would like to thank the Town Board members, Town staff, Town volunteers and Town residents for working to make our Town a community - one with thoughtful leadership, excellent services and good people. We have many things of which to be proud this past year and many opportunities and challenges ahead. Let’s take a look at the highlights of 2019: Number one on my list is sewer infrastructure repairs. As most of you have heard me say, good functioning sanitary sewer infrastructure is the basis for civilized society. The Town spent $2.1 million in 2019 to repair all of the sewer infrastructure in the New Rochelle Sewer District, one of the two sewer districts in which the Town sits. We will complete all of the repairs in the Mamaroneck Valley Sewer District in 2020. The effort was also a good example of intermunicipal cooperation as the Town, along with the City of New Rochelle, and Villages of Larchmont and Pelham Manor, entered into an intermunicipal agreement to apply for a state grant, study the system and construct the repairs as one project. The resulting economies of scale brought the work in at lower prices than anticipated and allowed for more repair work to be accomplished. The group also received a $5.2 million grant from NYS DEC in 2018. The Town’s Aaa bond rating was again confirmed by Moody’s Investor Rating Services in 2019. This is the highest possible financial rating and allows the Town to borrow money for essential capital projects at the lowest interest rates available. This past year we were able to borrow funds at an interest rate of 1.8% for bonds for infrastructure improvements. The Food Truck Festival in early October 2019 was one of the highlights of the Recreation Department programs. Thousands of people came to enjoy the beautiful fall day, delicious food, live music, and police, fire and ambulance department displays. 5 January 8, 2020 This past September, Backgroundchecks.org named the Town of Mamaroneck the safest “city” in th Westchester County and the 5 safest “city” in New York State in an article published in the “Daily Voice”. Thank you to the Town of Mamaroneck police officers. The Town purchased a new ladder truck for the Fire Department and honored longtime firefighter Dennis Tortorella who was the Grand Marshal in the Memorial Day Parade. I’m proud that the Town continues to be a leader on the environmental and sustainability front with implementation of the Healthy Yards program, Love Your Food program, the Mamaroneck Plastic Bag Reduction Law, the installation of public electric vehicle charging stations, and the continued success of the Food Waste Recycling Program. In an effort to improve the public’s visibility of Town offices and facilities, and create a consistent Town image, we replaced the road entry signs to the Town and signs at the Town’s major facilities. What Are We Looking Forward to in 2020? Number one on this list is the update of the Comprehensive Plan. I know we’ve been talking about if for a long time, and we are now poised to move forward in early 2020. The most important aspect of the update process will be hearing from residents. We want you to engage with us about how you feel now and your vision for the future regarding the Town’s community character, recreational amenities, housing choices, mobility, economic development now and your hopes for the future. We are in the process of forming a Steering Committee that will help guide the process and review materials from the consultants. We hope to begin engaging with residents in the next few months. There are always important infrastructure improvements needed and this year we plan to renovate the Senior Center, upgrade the Memorial Park Playground, Install new locker rooms at the Ice Rink, and improve the Town pools at Hommocks. A little golf anyone? The US Open will be hosted in the Town at Winged Foot Golf Club in June 2020 where they expect 25,000 visitors a day for the tournament. The Town staff have been working closely with Winged Foot and USGA staff to organize and orchestrate this massive event. The Sustainability Collaborative has been working with the Town and USGA staff to make the event as environmentally friendly as possible. They’re working to make sure all the food is served in compostable or recyclable containers, the leftover food is donated or composted, the number of water bottles sold are kept to a minimum, electric and hybrid vehicles are used as much as possible, and more. An exciting cutting-edge project for 2020 is the Community Solar Project. The Town plans to lease the roof of the Hommocks Ice Rink to a solar developer who will install solar panels that generate renewable discounted energy for Town residents. The Town will receive annual lease payments, one to two hundred residents will receive lower-cost renewable energy and the solar developer makes a small profit from available tax credits. Pretty cool. The 2020 US Census Update will be occurring in the first half of this New Year. The outcome of this critical Census will determine our federal, state and county representation, as well as our share of federal and state aid. Each person counts, and it is essential that we engage all our residents to assure that an accurate and complete count of our local population is collected. The Town, along with the Villages of Larchmont and Mamaroneck, are working together to engage local leaders to reach out to their communities to help people understand the importance of the Census, and to feel comfortable completing the Census forms. I would like to thank Town Administrator, Steve Altieri, for his continued dedication and commitment to the Town of Mamaroneck. His 38-year stewardship of the Town is well regarded by all professionals throughout the County and he is certainly appreciated by me and the entire Town Board. He has assembled an excellent leadership staff in each Town Department. Steve’s “off the top of his head” knowledge of every aspect of the Town’s history and workings is more than impressive. He gives his time, effort and energy at a level that makes him the ideal Administrator. He is always Mr. Town of Mamaroneck. All of this makes it more difficult to believe that he intends to retire at the end of 2020. I’ve checked the laws, and he is indeed allowed to retire. The Town Board will embark on a search for a new administrator in 2020. Finally, I look forward to guiding the Town to another year of good government, fiscal responsibility, and improved sustainability. Thank you again to Jaine Elkind Eney, Abby Katz, Sabrina Fiddelman, and Jeff King for using their skills and efforts as Town Board members to think creatively, and analyze and review issues responsibly to make the Town the best it can be. 6 January 8, 2020 COMMENTS BY COUNTY EXECUTIVE GEORGE LATIMER Mr. Latimer congratulated the sworn in Officials and then gave a brief County update. CITIZEN’S COMMENTS Supervisor Seligson asked if anyone in the audience would like to address the Board, and there was not. Supervisor Seligson noted that the Town Board had remaining time during their worksession and was able to move through some perfunctory items on the agenda. AFFAIRS OF THE TOWN 1. Resolution – Anti-Hate On motion of Councilwoman Elkind Eney, seconded by Councilman King, it was RESOLVED, that we, the elected leaders of the Town of Mamaroneck, NY are resolved on this day, January 8, 2020 to reject all forms of bigotry, hatred, anti-Semitism or discrimination of any kind; to fight hate and ensure all people are free to practice their faith and pursue the American dream in peace, and BE IT, FURTHER RESOLVED, that we are appalled by anti-Semitic attacks and are resolved that hate will have no home in our community or in any community in the United States of America; our nation was founded on the principals of religious freedom and the right of all people to life, liberty and the pursuit of happiness, and BE IT, FURTHER RESOLVED, that the Town of Mamaroneck will make every effort to ensure that our community is one where all people are welcome and included and where all faiths and traditions are respected; we are resolved to respect and support one another as a community, and BE IT, FURTHER RESOLVED, that we welcome and encourage other communities to join this resolution and to join forces in ensuring that the vile history of anti-Semitism here and around the world, ends now and ends here. 15 January 8, 2020 7.
