HomeMy WebLinkAbout2006_04_20 Board of Architectural Review Minutes MINUTES OF THE REGULAR MEETING OF THE BOARD OF ARCHITECTURAL REVIEW OF THE TOWN OF MAMARONECK APRIL 20, 2006, IN THE SENIOR CENTER, TOWN CENTER 740 WEST BOSTON POST ROAD, MAMARONECK, NEW YORK • Present: Edward Z. Jacobson, Chairman Andrew D. Fredman Doris Erdman Also Present: Ronald A. Carpaneto, Director of Building Absent: Sue Ellen Commender Tony Spagnola Nancy Seligson, Liaison CALL TO ORDER Chairman Jacobson called the meeting to order at 8:00 PM. APPROVAL OF MINUTES Upon motion made and duly seconded the minutes of December 13, 2005 meeting were • unanimously approved. Chairman Jacobson read the applications as follows: BLOCK BUSTER VIDEO - 1333 Boston Post Road Block 411, Lot 119 - Site Improvements Robert Novack, building owner, addressed the Board regarding the application for replacing the cement block wall located along the Hommocks Road portion of the parking lot that had toppled over during a windstorm. Mr. Novack explained that he would like to erect a low cement block wall about 18 inches high with a solid 8 foot high cedar stockade fence on top to screen the lot from the home across Hommocks Road. He explained that he would paint the fence and wall whatever color the Board desired or would just let it weather naturally. Chairman Jacobson suggested that maybe a hedgerow or a row of arborvitae would look better and possibly accomplish the same goal as far as screening the parking lot. He also made the suggestion to fence in the dumpster enclosure with the cedar stockade. This would help to contain any loose garbage within the dumpster area. The Board and Mr. Novack agreed that this was a better idea and would be more esthetically pleasing than the stockade fence. A discussion took place regarding the size, • type and spacing of the plantings. Mr. Novack was asked to prepare a plan for distribution that could be looked at by the Board members and approved outside the meeting. Mr. Carpaneto would get the consensus of the Board and contact Mr. Novack with the results. Board of Architectural Review April 20, 2006 Page 2 • PETER FORMATO - 1 Washington Square -Apartment 1D Block 133, Lot 449 - Site Improvements Daren Sickler of Able Repairs approached the Board and explained the application. He stated that the owner would like to replace the windows on the balcony of the apartment according to the plan presented. Andy Fredman stated for the record that he had a problem with the application due to the fact the managing agent does not have a Master Plan in place that depicts a standard for the look of the building. Mr. Carpaneto stated that a letter was sent to Garthchester Realty (managing agent for the building) in October of 2005 regarding a Master Plan. He felt that there were too many different window styles regarding balcony alterations and the building has a "hodge podge" feel and a Master Plan would allow a certain look for the balconies. He also stated that with a Master Plan in place it would not be necessary to obtain approval from the Board for each application. Mr. Formato, owner of Apartment 1D and a Board member himself, was unaware that the managing agent had been contacted regarding consideration of a Master Plan for the building. Ron stated that Garthchester never replied to the letter. eaAfter some discussion, Andrew Fredman suggested that the application be adjourned. NEW BUSINESS - No new business at this time. NEXT MEETING The next meeting of the Board of Architectural Review will be held on May 18, 2006. ADJOURNMENT Upon a motion duly made and seconded, the meeting was unanimously adjourned.
