At the Tots"n Offices , 118 West Post Road, Mamaroneck, New York. The meeting was called to order by the Supervisor at 4:50 F.M. Present: Supervisor McCulloch Councilmen Bates, Brennan, Griffin and Meginniss The presence was also noted of Tome Clerk Marvin and Town Attorney Delius, The Supervisor reported to the Board that a special Pot heretofore requested by this Board to provide for the collection of taxes in installments levied for the year 1934 had been approved by the Legislature and signed by the Governor and that it would be in order for the Board to approve said plan of collection for use in the town during the coming year. The following resolution was offered: by Councilman Brennan and seconded. by Councilman Griffin. WHEREAS, the Town Board by resolution duly adopted on February 17th approved P draft of the bill entitled "AN ACT authorizing the torn of Mamaroneck, Westchester County, to provide for the collec- tion of taxes in installments levied for the year nineteen hundred thirty- four," requested the Legislature of the State of New York to enact the same and requested. the Governor of the State of Ne° York to approve the same when so enaotedm and -- WHEREAS, the said ball was duly passed by the Assembly of the State of New York on March 6th, 1934 and by the Senate of the State of New York on March 20th, 1934, and became a Lan with the approval of the Governor of the State of New York an March, 26th.. 1934, as Chapter 93 of the Lars of 19347 therefore , be it RESOLVED, that the Town Board of the Town of Man arans07 hereby determines that all State , County, Town and Town District taxes , including the levy of taxes for the Mamaroneck VPlley Sewer District but not including special assessments levied for town purposes, be payable in install- ments in the manner as provided in Section 1 of Chapter 93 of the Lawn of 1934; further RESOLVED, that the Town Board of the Tan of Mamaroneck hereby determines that discounts upon the installments _paid shall be allowed and deducted as prodded in Section 3 of Chapter 9Z of the Laws of 1934; further RESOLVED, that the Racei_70r of Taxes in the Town of Mamaronsck shall collect and receive the State , County, Town and Town District taxes , including taxes for the Mamaroneck Valley Sewer District in the year 1934, in installments as pro -ailed in Chapter 93 of the Laws of 1934, and allow the discounts as provided in said Chapter 93 of the Laws of 1934, and said Receiver of Taxes is hereby authorized to procure and issue the neoessarY r ecei ots to taxpayers paying their taxes in installments- further RESOLVED.. that the Receiver of Taxes shall mail to all taxpayers, whose address is known to him, tax bills to-gether with a notice advising the taxpayers of the enactment of Chapter 93 of the La��Ts of 1934, and stat- ing the method of collection by installments as provided in said Chapter 93 of the Lairs of 1935 and the discounts allowed upon installments provided in said Chapter 93 of the Lags of 1934 The foregoing resolution eras put to a vote r'hich resulted as follows: Ayes: MaCulloch, Bates > Brennan, Griffin and Ideginniss. Noes : None Town Attorney Delius reported to the Board that he had been requested- by the Receiver of Taxes to reo_uest the passage of a resolu- tion cancelling a tax in accordance rri`.h the following statement of facts, Travis D. Lockwood, 230 Rbakingstone Avenue , La.rchmont, owner of Section I. Block 31, Lots 12 and 13 o•,red taxes including penalties in the total amount of $111.56 for 1928 School taxes on said property® Yr. Lock�,00d submitted a cancelled check dated April 18 1929, in the amount of $ 111. 56 which check teas endorsed for deposit by Santo Lanza, Receiver of Taxes and had been duly cleared by the bank. No record of the payment of his taxes was found in the assessment roll, according to the Receiver of Taxes. who stated that he believed this sum of money was received in payment of these taxes and no receipt issued. to Yr. Lockv!ood. The To-•m Attorney advised. the Board that he cone-urred in the opinion of the Rea-eiver of Taxes and recommended cancellation of this tax on the rolls. Upon motion duly made and seconded, it wa.s unanimously RFSOLVED, 7117 RFAS the 1928 School tax as shaven upon the records of the Receiver of Taxes against Section 1, Block 31, Lots 1? and 13, said properly being assessed to Travis D. Lock�:rood has submitted- evidence iarhich satisfies this Br_ard. that he paid this tax and interest. as outlined, ab07e ., nor=^ the ^_fore be it RESOLVED that the Receiver of Taxes be and he hereby is au.tnorized, empovrered. and directed to ,cancel this tax on his rolls and to mark his records accordingly. The Town Attorney reported to the Board that the Supervisor and he had conferred -iiith representatives of the Larcbmont Gardens Club, regarding title to the Larchmont Gardens Lake. After discussion, the matter -aras ordered laid over until a subdeauent meeting. The Supervisor reported to the Board. that in accordance with the pro7risions of the 1935 budget, in respect to an audit of town accounts by outside public accountants, he had received bids from three firms for this work, covering the present year, as follo7--as : Eckes and Dean Net to exceed ' 2.000. Courter & Rhyne $ 1...500. Glick-Freedman 19500. After discussion, it «ras upon motion by Hr. Bates., seconded by Mr.. Brennan. upon roll call unanimously RESOLVED, that the bid of Glick-Freedman in the amount of $1,500.00 for auditing services to the Town of Mamaroneck for the year 1934„ be and it hereby is accepted, and said Glick-Freedman be and they hereby are appointed the Certified Public Account- ants of the Town, in accordance with the provisions of the 1934 budget. Two letters dated perch 22nd were received from Franklin Brooks, requesting information concerning members of the Police Department. The letters were ordered referred: to the Police Commission for reply. The Town Clerk presented the surety bond of Morton P, Sarfaty as Building Inspector of the Town of Mamaroneck in the amount of $19000.. being Bond No. 1549736,, issued- by the Aidelity and Casualty Company of New York, which bond bore the approval of Ton Attorney Delius. Upon motion duly made and seconded., it was unanimously RESOLVED, that the surety bond of Iu:orton P. Serfaty as Building Inspector of the Town of Mamaroneck, in the amount of $1,000. being Bond. Do. 1549736 ,b0nadil the Fidelity and Casualty Company of New York,'hereuy is approved° and be it further RESOLVED, that the Town Clerk file said bond with the County Clerk as required by 3,aw. A letter dated March 24th was received from the Department of State , Division of Finance and Audit, of the State of New York, explaining why the claim of the Torn of Mamaroneck for reimbursement of expenses incurred by the To51an in connection with the Special Repeal election held in 1933 had been reduced by the amount of $176. 4 8. The letter was ordered, referred to the Comptrollers The Town Clerk presented a revised assessment of costs of the Weaver Street Sidewalk improvement as prepared by A, J. Foote , in --- accordance with instructions heretofore given him. The report was ordered placed on file. Mr. Hekinnisa reported that the report of the Treasur the Police Pension Fund of the Town of Mamaroneck for the year IF, 7hich report had been referred to him at a previous meeting, was correct. The report was thereupon ordered placed on file. i A report dated. March 26th. 1934 was received from Public Welfare Officer DeVinne covering the activities of the Public, Welfare Office for the year ended December 31st, 1933.
