The meeting was called to order by Supervisor McCulloch
.- at 8.15 P. II,
Presents Supervisor McCulloch.
Councilmen Bates , Brennan. Griffin and Yeginniss
The presence eras also noted of Toir!n Clerk Marvin and. Toc!n
.Attorney Delius.
The Clerk presented the minutes of the meetings of February
20th, ?2nd , 24th and I�arcb 3rd. and 7th --,hick were ordered. approved as
printed..
A letter from the Board o£ Assessors dated &'arch 16th in
regard to items in the budget was received and ordered. referred to
Councilman Iafeginnies..
A letter dated March 21st cas received from the Building
Inspector submitting a proposed. schedule of nerr and revised. fees and
suggestions regarding the licensing of plumbers and electricians.
The letter Was ordered, referred to Councilmen Meginniss and Griffin.
Upon motion by Mrs. Bates seconded by Mr. Brennan, it
unanimously
RFSOLtJTD, that Councilman ETeginniss and/or Councilman
Griffin be and they hereby are authorized: and empowered,
on behalf�of this Board, to approve all applications for

building permit a alterations o_. such other matters as
required_ the apb_ roval of the former Building Commissions
-;i. hout further reference to this Board.
A letter dated March. 12th eras received from the Torra Park
Commission requesting that the 'roam Park be covered by general liabil-
ity insurance in the amounts of 825,/50 ,.000.. The matter mas ordered
referred to Councilman Brennan.
A notice dated March 17th uaas received from the er Depart-
went, United_ States Engineer Office , of a. public hearing to be held. on
A,oril 3r6. to consider the modification of the existing improvement
-oro.lect for Mamaroneck Ha.rluor. Councilman Bates �7as designated to
rezresent the Torn Boards.
A letter dated March 19th eras received from the Larck=, ont
Gardens Association urging the To,-,,n Board. to "take all -0ossible steps
for the cgllection of current and delinquent taxes. " The letter was
ordered placed, on file.
The SUrerv'esor reported to the Board that he and To�?n Attorney
Delius had gone to Albany and that the bill permitting the town to
collect the 1934 State , County. Town and Tom District taxes in instal-
ments had been passed ar_d that he =: as hopeful that it 7;ould be signed
by the Go7,ernor.
He stated further that they had visited_ the office of the
State Comptroller and the , Fxaminers Coyle and Wa.dagnclo would come to
the To^-° Office on March 26th to assist in d etting up the books and
accounts for the current year in accord'aneeE1^1-th the provisions of the
new Tol','n L n,.

He further stated that the report of Eckes & Dean, Certified
Public Accountants engaged to audit the accounts of 1933 , had been
delivered to him but that it was not yet ready for submission to the
Toren Board for its approval.
Upon motion duly made and seconded_, itwas unanimously
RESOLVED that the Receiver of Taxes be and he hereby
is authorized, rmpo7er_ed and directed to publish and
post the notice required. by Section 26 of the West-
chester County Tay Act, in -regard to the collection of
- -- the State , County, Torn and Town District taxes and
assessments for the To-mm of M-maroneck for the year 1934
and that said notice be published in the Daily Times , a
daily newspaper published in the Town of Yamarcneck, on
March 28th; that said notice be posted in the following
places : Mamaroneck Post Office Mamaroneck Village Kali;
Mamarcneck Water Works, Mamaroneck Ave, ^ Old White Plains
Rd, and Griffen Ave. : fornell St. and Weaver S0 ; Weaver
Street and Rouken Glen; Weaver Street Police Department;
Weaver Street Fire Department; Weaver Street and Murray
Avenue ; Larchmont Gardensa Dillon Park; La-chmont Post
Office ; Larchmont Village Hall; Helena Avenue and Beach
Ave ; Forest Avenue at l.e7 Rochelle line! Rockingstone
Avenue and Spruce Roade Bulletin Board, Torn Office, Elm
Street.
A petition dated March 21st was received from the Board of
Assessors requesting the Town Board to make certain corrections to the
assessment roll of 1933-1934. Upon motion duly made and seconded, it
was unanimously
RESOLVED, WHARPAS, the Board of Assessors has presented a
petition, pursuant to Section 33 of Chapter 105 of the Laws of 19169 br
certain corrections in the current assessment roll for 1933-34; and
also the assessment roll for 1932-33;
WHEREAS. it has been shown to the satisfaction of this Board
by said petition that just cause exists for the corrections prayed for
in said petition; be it
RESOLVED, that the petition be granted in respect
to the correction prayed for in Paragraph III of
said petition, and that the assessments upon Section
1, Block 378, Lot 271, owner Maple Gardens Inc. ,
Assessed. value $750. and the assessment upon Section
1, Block 908, Lot 118, owner Joseph Lamden, Assessed
value 11250, be apportioned as follows-

RES01VED9 that the Town ,Attorney be instructed to
serve a copy of the assessors ' petition and a notice
advising the owners that they will have an opportunity
to be heard at the next regular meeting of the Board
on Wednesday= April 4, 1934, with regard to the correc-
tions in the Mamaroneck Valley Sevier District Column of
the assessment roll for 1933-34 prayed for by the Assessors
under Paragraphs S and II of said petition, such service
to be made by mailing the same to the said owners at the
fol.lo�,wing addreases on or before the 26th day of March,
1934 :

Upon motion by Councilman Griffin seconded by Councilman
Bates, it was unanimously
RES0T,VED, WI,REAS it is considered desirable to obtain
authority from the legislature for this Board to assess
and levy taxes to provide money for carryin out the pro-
visions of Chapter 260 of the Laws of 1930 which author-
izes the City of New Rochelle , the Town of Mamaroneck
and the Village of Larchmont to construct the Pine Brock
Drain) upon the taxable property within the boundaries
of the Tot*rn of Mamaroneck outside of the incorporated
villages, notwithstanding. the fact that bonds and cert-
ificates have been authorized to raise the money to
carry out such purposes; and
WIETREAS in order to carry out such plan it is necessary
that enabling legislation be enacted into law by the
Legislature of the State of Nev York with the approval
of the Governor, and
IVIIFREAS, a proposed bill has been prepared to be :presented
to the Legislature of the State of New York entitled,,
"AN ACT authorizing the levy of taxes in the Town of
Mamaroneck, outside of villages, to provide money for
oarryin out the provisions of chapter two hundred sixty
of the laws of nineteen hundred thirty , ° which the ToTm
Attorney has presented to this Board for its approval,
therefore , be it
RESOLVED, that this Board do and hereby does approve the
aforesaid bill entitled "AN ACT authorizing the levy of
taxes in the Town of Mamaroneck, outside of villnges, to
provide money for care ing out the -orovisions of chapter
t7o hundred_ sixty of the laws of nineteen hundred thirty"
so presented and in the form drafted by the Town Attorney,
and he-rein respectfully reouests the Legislature of the
State of Her_, Yor'k to enact the same , and furtherrespect-
fully requests the Governor of the State of New York to
approve the same when so enacted ., further
RESOLVED, that this Board. consent to amendments being made
by the Legislature of the State of let York provided same
do not substantially or materially alter powers to be
conferred upon the Board as therein provided.

AN ACT authorizing the levy of taxes in
the town of Mamaroneck, outside of villages ,
to provide money for carrying out the pro-
vi.sions of c'na-oter two hundred sixty of the
la'?s of nineteen hundred thirty.
The People of the State of Neer York, represented in Senate
and Assembly, do enact as follolrrs :
Section 1. Not.-iithstand.ing anything contained. in chapter
tr*o hundred s xty 6f the lawcs of nineteen hundred thirty, the town
board of the for?n of Mamaroneck. Westchester County, shall assess and
levy taxes to provide the moneys for carrying out the provisions of
such chapter ti.^ro hundred sixty of the le-mg of nineteen hundred thirty,
u-oon the taxable property within the boundaries of the town of
Yfamarcneck: outside of villages.
S. 2. Nothing in this act contained. shall. effect the valid-
ity of any proceeding heretofore taken by the town board of the ton
of Illamarcneck in carrying out the provisions of such chapter two hand-
red sixty of the la s of nineteen hundred. thirty, or in authorizing
and issuing certificates of indebtedness and/or bonds pursuant to the
provisions of such chapter tyro hundred sixty of the lamas of nineteen
hundred thirty, nor shall anything in this act contained effect the
validity of any certificates of indebtedness and/or bonds issued on
the faith and credit of the town of + amarcneck to provide the money for
carrying out the purposes of such chapter two hundred sixty of the laws

Supervisor McCulloch reported to the Board that he had
conferred ,*.rith Public lffelfa e� Officer DeVinne and Veteran Relief Officer
Van Norden in .regard to arrangements to be followed in handling veteran
relief cases. He submitted a. memorandum of these arrangements 17hich
was unanimously approved by the Town Board and ordered entered in the
minutes as follows :

The Veteran Situation as I understand it is to be arranged as
folio-9 : Ilr. Van Norden, as Veteran Relief Officer, is to have a desk
-- provided, for him in the -Same room -Frith the cage -orker or larorkerg —ho
are -working on Veteran eases.
He is tc be provided ^ith the necessary clerical help to keep
the records in proper condition.
All records of Veteran eases Trill be kept in files in the same
room in shish Mrm Van Norden has pierce Piloted.. It i^ understood that
records are available to yourself and the case swoervisor and the
designated clerical. assistants.

It is understood. that no other member of the Veteran organiz-
ation shall irrork on the records o_° do any -=fork in connection with the
Veteran organization other_ than Kira Van Nor-den. In the event that the
officers of the other two posts ask for investigations of any Veteran
case it is understood that the investigation ?ill be made by the Veteran
investigators and the records set up and carried in such fashion as the
relief officers of these -costs and, yourself agree
It is understood that both the Veteran relief officer and the
Town Welfare Officer Till discuss the various points 7floich may come
up in this new plan tRith an idea of having the Frork run smoothly and
the greatest amount of justice given to those receiving crelfare.
It is suggested that the mechanics through which the applicant
for Veteran relief goes be set up in writing so that both the Veterans
organization and the Welfare office ^rill be in thorough agreement to
the understanding®

am going to ask that three copies of this letter be made and that endorse-
ment be pla^ed at the bottom of the page.

Iuir. Griffin reported to the Board that application No. 335
for alteration to a building had been approved by Iir, Meginniss and him.
Mr. Bates r_e orted. that the streets in the Bonnie Briar
Section of Rouken Glen are not town highways , =which matter had been
referred to him at a previous meetina-.
Mr-. Bates also reported that the California Dinette on the
southerly side of the Bost..-n Post Road near the intersection of Weaver
Street bore a sign to the effect that the place �rsas for sale , and that
the temporery conditional permit heretofore granted to the one -^ator of said
Dinette had e7-oired:®
The Clerk arras directed to trrrite Yr. Michael Doherty, owner of
the Dinette ,. to inform him that a new permit 7,ould be necessary before
the place could be re®occupied.
At 10 .15 the Board_ unanimously resol-ed to adjourn.
