411110 AMENDED MINUTES OF THE REGULAR MEETING OF THE PLANNING BOARD OF THE TOWN OF MAMARONECK MAY 9, 2001, IN THE COURT ROOM, TOWN CENTER 740 WEST BOSTON POST ROAD MAMARONECK, NEW YORK Present: Marilyn S. Capicotto, Consulting Engineer Elizabeth Paul, Environmental Coordinator 6 Nancy Seligson, Liaison Marguerite Roma, Recording Secretary CALL TO ORDER The meeting was called to order by Chairwoman Marilyn Reader at 8:15 p.m. 41Pr APPROVAL OF MINUTES Ms. Reader asked if the Board members had reviewed the Minutes of the transcript of January 10, 2001 and if there were any amendments. Dr. Mason said he had some grammatical changes to be made. Ms. Reader recommended that Dr. Mason give a copy of those changes to Ms. Roma. I AM HAVING A PROBLEM WITH THE TAPE SKIPPING AND WILL DO THE BEST I CAN. Ms. Reader asked if there were amendments to the March 14, 2001 Planning Board minutes. There being none, on a motion made by Mr. Cohen, seconded by Papazian, the March 14, 2001 Planning Board Minutes were unanimously approved. Ms. Reader read the application as follows: CONSIDERATION -FRESHWATER WETLANDS AND WATER COURSES PERMIT - Anthony Coschigano III - 2 Carroll Place - Block 222, Lot 390 Anthony Coschigano III appeared to address the Board. Ms. Reader said this is a consideration. The Board asks the applicant to present his plan to the Board, the Board will ask questions and will advise what needs to be provided for the next meeting. Mr. Coschigano asked if the Board wants to know more about the building aspect of the project or the erosion control. He said he is not sure what this meeting is for. 41Ie Ms. Reader said it's interested in both. Mr. Coschigano said he currently has a garage. It's impossible to open a door and a full car size can't fit lengthwise. Planning Board May 9,2001 Page 2 Ms.Reader questioned Mr.Coschigano's statement that it's impossible to open a door. Ms.Coschigano reiterated it's impossible to open a door. The previous owners had hollowed out a portion of the foundation wall and had a piece of carpet in there,in order to get the door partially opened to get in and out. It is really a nonfunctional garage,as of this point. Dr.Mason said that the previous owners drove(took from my notes;tape skipping)a Thunderbird and it was really tough. Mr.Coschigano when he first took up residence in the house,because he hadn't pulled the car in,he had no idea what the hollowed out portion was with the carpet in there,but he figured it out. He said other than that,he is attempting to get himself a functional garage. (sorry,the tape skipping) Ms.Reader asked the length of the garage. Mr.Cohen said the drawings show 14 ft.6 in. Mr.Coschigano said he has a flower bed there. Dr.Mason said everybody is aware it is quite wet,because of river overflow. Mr.Coschigano said the first time around they had to put in five 8 ft.by 2 ft.high dry wells,which is Q part of the reason why he is not very upset about losing the tree that it shows on the erosion control plan to remove. He doesn't think the tree is going to make it. It's an Elm tree anyway. Dr.Mason said he doesn't see enough on the plans to make a determination of the construction plans for the garage. He asked how Mr.Coschigano is planning on underpinning it. Mr.Coschigano said he is planning on underpinning it with the existing footings.Pin the existing footings, come back around to the front,as that is now going to be holding up the front of the house. Of course, there's going to be steel reinforcement in there to(tape skipping;my notes)carry the load bearing wall that's going to be removed. Dr.Mason said he knows Mr.Coschigano knows that and he's not really concerned. (my notes)He's got to go deep and pour a big footing. Mr.Coschigano said he believes the footings last time,in 1996,were less(tape skipped;my notes)than VA ft.wide. Ms.Reader asked what he was doing at that time. Mr.Coschigano said at that time they put an addition onto the kitchen. Ms.Reader asked the size of the family room.(tape skipped) Mr.Coschigano said the family room will be about 9 ft.or 10 ft.wide by 20 ft.long. It's the exact same size of the garage. Ms.Reader said it's approximately 9 ft.or 10 ft.by 20 ft.,with which Mr.Coschigano agreed. Ms.Reader asked what the size will be when finished. Planning Board May 9,2001 Page 3 Mr.Coschigano said it will be another 14 ft.(tape is skipping) Ms.Reader said if it ends up at 21...left hanging. Dr.Mason said it's roughly 20 ft.by 20 ft.or 20 plus. Ms.Reader said it's an area about 200 sq.ft.to the footprint of the house. Mr.Carpaneto said it's just an area variance for the reduction of the front yard. Ms.Reader asked if 25 ft.was required. (sorry,tape is skipping) Mr.Coschigano said 30 ft.was required. He said the existing house doesn't conform. The way the house is set on the property,it doesn't really have a front. SORRY,EVERYONE IS SPEAKING AT ONCE. Mr.Carpaneto said the requirement(tape skipping;my notes)for the front yard is 40 ft. Dr.Mason said it is back to back with Massey's. Then the Sheldrake flows through Massey's front yard to Dr.Mason's back yard. Ms.Reader asked if the garage is in the front of the house,which Mr.Coschigano said is correct. Ms.Reader said then the Sheldrake is toward the back of the house,which Mr.Coschigano said is correct. She said this is as far away from the Sheldrake as Mr.Coschigano's house is,which Mr.Coschigano said is correct. Ms.Reader said when there is flooding (tape skipping) Dr.Mason said in the'70's it was bad. Since they put in a computer system,they really haven't(tape skipping;my notes)had any serious flooding in this area. Mr.Carpaneto and the Board referred to the location map of the area. Mr.Coschigano said thankfully his house is on grade,as opposed to most of the other houses in the area where they have a basement. He said his basement is on grade and he hasn't had a drop of water in the house. (tape skipping;my notes) Mr.Reader asked if Mr.Capicotto,the Town Engineer,had any comments about the drainage. (tape skipping;my notes) Mr.Capicotto said his firm reviewed the Erosion Control Permit Application and it was fine. They will need flood elevations of the 100-year buffer from the wetlands,which he will put in a note to the engineer. He will provide that for the next meeting. Ms.Reader asked if they have met with the Costal Zone Management Commission(CZMC). Mr.Carpaneto said they will do so this month. Planning Board May 9,2001 Page 4 Ms.Reader asked that this be referred to the CZMC. She suggested Mr. Coschigano call the office tomorrow and speak to someone at the office regarding the date of the CZMC meeting and where they meet. She advised Mr.Coschigano that he should be there and recommended that his engineer should also be there. Mr.Carpaneto said Mr.Coschigano has to be there. Ms.Reader said the Planning Board needs the CZMC's report,as they are an advisor to the Planning Board,or the Planning Board cannot proceed. (tape is skipping;my notes) Ms.Paul said that the CZMC meets on May 22,2001 at 8:00 p.m. Mr.Coschigano said he will definitely be there. Mr.Carpaneto said that the County needs to be notified also. Ms.Harrington arrived at this time. Ms.Reader asked if there were any other comments or questions on this matter. There were none,on a motion made by Ms.Reader and seconded,it is RESOLVED, that this is a Type II action having no significant impact on the environment Qpursuant to 6 NYCRR§617 et seq. Accordingly,no further action under SEQRA is required. After some discussion,Ms.Reader said obviously that tree can't be cut down. Mr.Coschigano said he can definitely let it die,because he has been keeping it alive for the last five years. On a motion made and seconded,it was unanimously RESOLVED,that the Public Hearing be,and hereby is,adjourned to.the June 13,2001 Planning Board meeting. Mr.Coschigano asked if his architect and engineer should be present and is there anything else he needs in particular. Ms.Reader said next month he can present what was presented this evening and it is a public hearing. Dr.Mason said Mr.Coschigano does needs his flood plain. Ms.Reader said she can't advise him whether or not he should have an engineer present. He has to use his own discretion. If Mr.Coschigano expects opposition,he should be there. Ms.Reader read the next application as follows: CONSIDERATION -FRESHWATER WETLANDS AND WATER COURSES PERMIT -Peter Diamond-14 York Road-Block 228,Lot 375 Rudy Ridberg,the architects on the project,addressed the Board. He passed a photo around,marked exhibit#1,of the existing house and explained what the proposed changes are. He explained that it is a property that is 14 York Road,which is on the....(tape is skipping) The Sheldrake River does come through their property. He then explained that this is the main entrance as it exists as of this morning. Planning Board May 9,2001 Page 5 It's pretty recent. At the main entrance of the house you can see a stone wall here,and the Sheldrake is culverted underneath their driveway. Here is the easterly portion as it comes across the driveway and this is where it exits the property. Here is the north side of the house. They are considering putting a small addition,which he will go through the plans in a second,on the rear of the house. Because the property slopes off it is going to be up on the first level but will be above grade,because the property drops off. Ms.Reader asked if that is a garage underneath there. Mr.Ridberg said this is the garage underneath and the addition will be in the rear at this level and will sit on some piers. As you can see in the rear of the house now there is an existing deck which will remain that is also on some piers. He said their addition is coming off of this point. He said he has a colored plan,which the Board should have in their packets,but they don't have the colored one. He said he can make it another exhibit,#2. The existing house is in this beige tone. Here is the 100 ft.buffer line and the 100-year flood plain line is marked on. The yellow dash in the back of the property,this was a combination of Ben Salanitro,their engineer,and Ira Poli,the Civil Engineer. Here is the Sheldrake River,the driveway as it was shown before,as it comes into the site. The little red portion where they are in-filling on the rear of the house to create .... inaudible....this they are extending ...inaudible ...family room,14 ft.by 18 ft. There is quite a large front porch on this. They are going to make that front porch smaller. The net increase is less than 150 sq. ft. in impervious area. The engineer has designed a dry well,with the calculations showing it in the rear yard and then a soil stockpile area on the northwesterly side of the house. Mr.Ridberg said the Diamonds have lived in this house approximately two years.(tape skipping)As can be seen in the photographs,the house is in need of some work. The siding is shot,it's dry,the roofs are ® leaking,and it needs some architectural changes. He said the proposal(tape skipping)is changing the exterior of the house from semi-contemporary. They are trying to re-side it with shingle siding,add new asphalt roofs,and are changing the roof pitch of the house. The roof pitch is fairly low,but the majority of the house is basically leaving the exterior walls and changing the roof pitch,the windows as they are old and leaking. They're the original from the house. (tape skipping)The kitchen they're referring to is actually....left hanging. All of the footprint of the house exists. These are construction drawings as well,but will be submitting for a building permit(tape skipping)the areas indicate the existing walls. Here's that existing deck,which can be seen on the photographs. This is the addition that's been added on. If the Board actually looks the actual addition is only about 8 ft.,because there's an existing room here already. The addition is 8 ft.by 18 ft.This is an old laundry room. You can see back in here there was an existing laundry room and the kitchen is here. These walls are basically the rear end of the addition. He said they've brought it out up to the setback line. No variance is required for any setbacks for it to be compliant with the setback which he believes in this zone is 40 ft. (tape skipping) This is on foundation footing right now. There is a basement below that. Mr.Papazian asked what does it sit on now. Mr.Ridberg said the new addition will be put on piers. There are some brick pavers that are underneath it now. He thinks they'll keep garbage cans on the side of the house. They are going to maintain it and put just piers on the ground. He said he believes it's open underneath. There will probably be gravel or grass,which is there,but it won't really grow because it's covered. He said that's the only addition that's going out. They have actually shrunk the front porch,which is quite large and way out of scale with the building. They're actually removing half of the porch,so they've taken off almost 100 sq.ft.of porch. Ms.Reader asked where the porch is. Mr.Ridberg said the front porch that's shown in the photographs. They've made it about 5 ft.deep. Right now it's almost 10 ft.deep. Ms.Reader asked what he is putting there. Planning Board May 9,2001 Page 6 Mr.Ridberg said there's going to be landscaping. Ms.Reader said he's adding impervious ground,with which Mr.Ridberg agreed. Mr.Ridberg said that's why when he was asked to do the net calculations,it was less than 150. Mr. Ridberg said as can be seen from the photographs and the change between that and the structural,the existing house is this long now. They're changing the roof pitch and adding some gables. They're changing the existing second floor,which is there. They're just basically rotating the roof and changing the gables toward the front,putting some stone on the front of the building,reshingling...(tape skipping). They're not building up. The roof pitch is changing. Right now it's relatively flat. This will all be vaulted ceiling. The only area they're also picking up is in the roof area within this space. They're bringing the master bedroom up to this second floor now,which was originally a master bedroom. They're using it as a study. The rear of the house is within the new roof pitch and they'll put a dormer in that will hold the master bathroom within the raised roof. This is a gable. Mr.Ridberg said the house is just very flat and had several roof junctures. The house just doesn't have any character to it. It meanders all over the place. It's in disrepair. Mr.Papazian said he's really not adding any floor. Mr. Ridberg said no. It's basically an overhaul of the building,new windows,new siding,new roof. He's just telling the Diamonds that they need to change the pitch...(tape skipping). The pitch allows them to create this little area for a master bathroom,which they don't have on that level. ® Mr.Ridberg said this is the porch,the family room extension they're adding. The deck exists. They're adding piers here to support and this will be open...(tape skipping). Dr.Mason....(tape skipping)garage. Mr. Ridberg said this is the existing deck. The garage is on the...inaudible elevation. This is the elevation here, their garage door is here, which they're basically changing with a new garage door. There's an outside entrance on the photograph. They've removed it and actually made the entrance in off of grade so they've taken away the exterior stair. You enter into the basement here. There's no basement level,other than when opening the garage door. So they enter in,then there is an internal stair to get upstairs. Mr.Cohen asked the encroachment...(tape skipping). Mr. Ridberg said it's a little less than 150 sq. ft. of a gain. Right now,according to classification, between the house,the porch deck and the driveway,they have 8,096 sq.ft.of covered impervious area. They are now going to have 8,132 sq.ft. The net increase is 36 sq.ft....(tape skipping),because they're taking away the porch. Even though the room is 14 ft.by 18 ft., 8 ft. or 9 ft. of it already exists. They're going out about 8 ft. (tape skipping) Ms.Reader said she always gets confused inaudible. Mr.Ridberg said probably gravel is about the best solution. There's grass there now. They'll probably leave the grass,but it'll probably die. The piers will sit on a concrete footing. They did come out and did a test dig where they're going to put the dry well. Mr.Ridberg said when the applicants moved in,he asked them if their basement flooded. He said he was told water comes into the garage,the house was built probable 30/40 years ago,and there is no step from Planning Board May 9,2001 Page 7 the garage into the basement. The water never makes it into the basement. It mysteriously stops at the end of the garage. There must be just enough pitch in the garage slab to keep it from coming into the house. Dr.Mason asked which branch of the Sheldrake it is. Mr.Ridberg said he thinks it's the east branch. Mr.Capicotto said...(tape skipping)it's under the 100 sq.ft. He said they agreed to provide a dry well anyway,so there will be no net increase ....(tape skipping)...comply with the other requirements of showing the 100 year flood plain inaudible. (tape skipping)Dr.Mason said it has to go to the CZMC. Mr.Ridberg said the CZMC meets May 22,2001. (tape skipping) Ms.Reader said it has to be referred to the CZMC and the County. Mr.Carpaneto said it will be done. Ms.Reader said the matter is adjourned for a public hearing on June 13,2001. Mr.Ridberg asked if the neighbors are notified,or is that up to him. Ms.Reader said it is a residential property,so the Town will notify the neighbors. Mr.Ridberg said in other municipalities the applicant notices the neighbors. He will make sure that his homeowner has done his due diligence and discussed it with the neighbors,so if there are any questions or comments he will know prior to the public hearing. Ms.Roma,the secretary,said the neighbors are noticed by certified mail. Dr.Mason said he has a question...inaudible according to the economic Mr.Ridberg said when he walked in Mr. Carpaneto was saying he can't believe they're tearing down houses. They do work in Connecticut and Westchester. He said they're seeing a lot of that. They did discuss that,because the house itself outside looks terrible,but inside it is structurally sound. He said they like the location,the house and he was trying to be kind and said to them....(?). One of the builders who was looking at it said it was one of the ugliest houses he had ever seen. The builder did say that cost wise, they bought the house only two years ago,so they paid a few dollars for it. He said the market place is still strong. He still believes if you design a good addition(tape skipping)it will take a couple of years to recoup everything. After some discussion,Mr.Ridberg said he thinks it's good value. Mr.Ridberg said the owners are not looking to leave in a couple of years. Mr.Ridberg asked if the exhibits he gave the Board will be available for the May 22nd meeting. © Ms.Reader said they will be available. Dr. Mason said the representative for the CZMC is present, and asked if she will make the exhibits available. • • Planning Board May 9,2001 Page 8 Ms.Paul said she would. Ms.Reader said the Board has not yet met Elizabeth either. Mr.Carpaneto apologized and introduced Elizabeth Paul to the Board. On a motion made by Linda Harrington,seconded by Mr.Cohen,it was unanimously RESOLVED,that the meeting be,and hereby is,adjourned.
