TOWN OF MAMARONECXi NECK YORK
HELD JANUARY 23RD, 1934
At the Town Offices,, 118 West Post Road, Mamaroneck, N. Y.
The meeting was called to order by Supervisor NuCulloch at
8x15 P. M.
Present .- Supervisor McCulloch
Councilmen Bates, Brennan, Griffin and Heginniss
The presence was also noted of Town Attorney Delius, Town Clerk
Marvin, Town Comptroller Hirschmann and Superintendent of Highways
Kerala.
Chief-Captain Donald C. Howe of the Weaver Street Fire Company
addressed the Board in regard to the use of the Fire House. After
discussion he was directed to continue the present arrangement regarding
the use of the Fire House by the general public.
The Supervisor expressed to Chief Captain Hoge his personal
appreciation of the Fire Department Budget and the appreciation of the
entire Board for the public spirited action of the Fire Department in
waiving the cost of the annual inspection.
The Supervisor presented the matter of the use of the Town Hall
for meetings by various organizations and inquired what action the Board
desired to take.
Upon motion by Mr. Bates , seconded by Mr. Griffin, it was
unanimously,
RESOLVED that a fee of '5.00 for evening use and a
fee of '3.00 for aftertoon use be charged for the use
of the Town Hall.
The Supervisor presented a proposed C. W. A. project for the
removal of a high ledge of rock in the sidewalk area in front of the
Tee property on Palmer Avenue near the corner of Carlson Avenue, the
total costto the town -of which would be '160.00 and the grand total cost
'4,580..00.
Upon notion duly made and seconded" it was upon roll call
unanimously.
RESOLVED that the following C. W. A. project be and it
hereby is approved at a cost to the town not to exceed
'160. 00, viz- removal of a high ledge of rock in the
sidewalk area in front of the Tee property on Palmer
Avenue near the corner of Carleon Avenue.
Superintendent of Highways Merola presented an inventory-
receipt of town machinery for highway purposes dated January 16th, 1934,
executed by former Superintendent of Highways Coles and himself. On the
recommendation of Superintendent Merola the inventory®recdpt was
unanimously approved by the Town Board.
Town Attorney Delius , on behalf of the committee heretofore
appointed to investigate the request to accept as town highways Lester
Place and Williams Place , reported on this matter. The Clerk was
directed to notify Mr. Joseph Psttera, who had presented the matter to
the Board, that the committee had. reported and that as a result of the
report the Board regrets that it does not find it practical at this
time to accept these streets and that the Superintendent of Highways
will cooperate with the residents of those streets to the limit of his
ability and the extent of the town's financial resources.

Town Attorney Delius , on behalf of Yr. Brennan and himself
to whom had been referred the matter of 'installing three fire hydrants
at Premium Point, presented a proposed contract between the Town and
the Eew Rochelle Water Company covering installation and maintenance of
these hydrants and recommended that it be approved.
Upon motion by Yr. Griffin seconded by Mr. Bates it was upon
roll call unanimously
RESOLVED, that this Board do and it hereby does
approve of the proposed. contract between the Town
of Mamaroneck and the New Rochelle Water Company
covering installation and maintenance of three fire
hydrants at Premium Point, which contract has been
approved by the Town Attorney-, and be it further
RFSOLVFD that the Supervisor and Town Clerk be and
they hereby are authorized, empowered and directed
to execute said contract.
Town Attorney Delius advised the Board that he had received
a letter dated January 17th, 1934 from J. Henry Fsser, Special Counsel
to the town in the Tortorella Zoning matter, in regard to the resolu-
tion passed by the Town Board at its meeting on November 27th, clearing
"the records involving a lien resulting from said litigation against
Tortorella "s property. " After discussion the matter was ordered
referred to the Board of Appeals (for Zoning) for investigation and
report back to this Board.
The Clerk reported to the Board that in accordance with
directions heretofore given him, he had written to the County Clerk
to ask when the town might expect to receive its refund of the cost
incurred by the town in the special repeal election in 1933 and that
he had been informed that the County Clerk did not know. He was
directed to write again in thirty days.
A letter dated January 20th was received from State Senator
Walter W. Westall, acknowledging receipt of the resolution sent to him
in regard to state aid for schools. The letter was ordered placed on
file.
A notice dated January 19th, 1934 was received from the
Building inspector advising the Board that a one-family dwelling and
two-oar garage (Building Permit #1641) in Section 2, Block 29, on the
northerly half of Lots 47 to 51, on the southwest corner at the junction
of Vilest Brookside and Lansdowne Drives, for Zrene W. Brann (B. G. Lancia,
Builder) had been completedand received final inspection on January
17th, 1934. The Building Inspector recommended that he be, authorized
to issue the customary occupancy permit..
Upon motion duly made and seconded, it was unanimously
RESOLVED that WHFRFAS the Building Inspector has
reported that a one-family dwelling and two-car
garage (Building Permit #1641) in Section 2, Block
29, on the northerly half of Lots 47 to 51, on the
southwest corner at the junction of Vilest Brookside
and Lansdowne Drives, for Irene W. Brann (B.. G. Lancia,
Builder) had been completed and received final inspection
on January 17th, 1934; now, therefore, be it
RESOLVED that the Building Inspector be and he hereby
is authorized to issue an occupancy permit for the
property hereinabove described.

Upon motion duly made and seconded, it was unanimously
RESOLVED WHEREAS the method of administering
Veterans * relief in the Tov;n of Mamaroneck,
under Section 117 of the Public Welfare Law,
which was presented to the Town Board at its
meeting on January 6th, and which is outlined
below meets with the approval of the New York
State T. E. R. A. , now, therefore, be it
RESOLVED, that this method be and it hereby is
instituted by this Board as a method to be now
and hereafter followed in administering- Veterans '
relief in the Town of Mamaroneck, under Section 117
of the Public Welfare Law, said method as set forth
in the minutes of the meeting of January 6th being
here7v4th set forth main as follows .
All Veteran cases to be investigated by a trained ease worker
from the Office of the Public Welfare Officer who will visit the
families and will set up a proper budget on the Home Relief Financial
Data card, complying with the rules of the T. E. R. A. , as to clearing
through the central index.
These cards to be kept under lock and, key in the Public
Welfare Office and each week a budget will be sent to the distributing
Veteran Relief Officers for members receiving relief through them..
Each Veteran Welfare Officer will then issue his relief
order to the Veterans receiving relief through his Post in the
regular manner, in accordance with the budget set up.
The Posts distributing relief will be :

Veteran Welfare Officer Jay H. Von Norden for the
Village of Mamaroneck in the Town of Mamaroneck.

Veteran Welfare Officer Harold T. Hughe's for the
Village of Larchmont in the Town of Mamaroneck.

Veteran Welfare Officer J. Chris Schue for the
Village of Mamaroneck in the Town of Mamaroneck.
AND BE IT FURTHER
RESOLVED, that the Clerk send certified copies of this
resolution to the three Veterans organizations posts in
the town.
Mr. Meginniss reported to the Board that the report of the
Receiver of Taxes for the month of December, which had been referred to
him at the meeting on January 13th, was correct except for a slight
typographical error.
The meeting adjourned at 11,30 P. M. subject to call of the
