September 23, 2019
A meeting of the Coastal Zone Management Commission (CZMC) was held on Monday,
September 23, 2019 in the Mamaroneck Town Center, Conference Room D, 1st Floor, 740 W.
Boston Post Road, Mamaroneck, New York. The meeting was called to order at 7:31 p.m.

1. Approval of Minutes
The minutes of the July 22, 2019 meeting were approved as submitted.
2. Referral—30 Greystone Road
Benedict Salanitro and Gregory Lewis presented the proposal to demolish the existing
house at 30 Greystone Road and construct a new single-family home. The project is
before the Town of Mamaroneck Planning Board for Residential Site Plan approval.
The proposal includes the installation of two drywells under the driveway with an
overflow connected to a new catchbasin across the street. There are no trees currently

located on the property and the applicant is proposing to plant three red maples as a part
of their landscape plan. It was suggested at the CZMC meeting that the two red maples
to the left of the house be reconsidered as these grow to a mature height of 60-feet and
the neighbor expressed concerns about having tall trees in this location. They do not
however, grow as tall as the sugar maples that were originally proposed, which can reach
a height of 80-feet at maturity. The architect agreed to reevaluate these. CZMC found
the proposal to be consistent with the policies in the Local Waterfront Revitalization
Program (LWRP).
3. Referral—67 Rockland Avenue
Stephen Anderson presented the proposal to demolish the existing house at 67 Rockland
Avenue and construct a new single-family home. The project is before the Town of
Mamaroneck Planning Board for Residential Site Plan approval.
The proposal includes the elimination of one of the two driveways, which will reduce the
total amount of impervious surfaces on the site. In addition a stormwater system will be
installed in the front yard that will be large enough to eliminate the need for an overflow.
Two trees are to be removed and the landscaping plan indicates there will be 1 dogwood
tree, one cherry tree and one blue spruce planted as replacements.
CZMC found the proposal to be consistent with the policies in the LWRP.
4. Referral - 12 Old Colony Drive, Site Plan Approval
Property Owner, Chris Bevilacqua and Architect Jeri Barrett presented the proposal to
construct an in-ground swimming pool in the rear yard of 12 Old Colony Drive. The
property is located in a 100 year flood zone. The proposed pool will utilize an ozone and
UV treatment system, with bromine added to the pool. The pool equipment will be
elevated above ground, instead of underground as is the practice in Larchmont.
The exact location of the existing Cultec system is unknown. During excavation, the
location will be identified and the units will be relocated and replaced if necessary. A
rain garden is proposed and will provide additional water quality treatment for runoff.
CZMC found the proposal to be consistent with the policies in the LWRP.
5. Referral—851 Fenimore Road, Winged Foot Golf Club/US Golf Association
Wetlands and Watercourses Permit/Site Plan Approval for 2020 US Open
Joseph Cermele and representatives of the US Golf Association(USGA) presented their proposal,
which included temporary and permanent modifications to the Winged Foot Golf Course at 851
Fenimore Road in preparation for the 2020 US Open Golf Tournament.
The site plan application has many elements, however, CZMC focused on reviewing the project
elements that require a wetlands and watercourses peiuiit or are pertinent to the policies in the
LWRP. These improvements include the proposal to widen an existing stream crossing, the
removal and transplanting of trees, and the installation of a temporary roadway in the buffer zone
of the irrigation ponds.

The stream crossing is used to move pedestrians, golf carts, equipment and vehicles over the East
Branch of the Sheldrake River. The proposal is to widen the crossing from 8-feet to 12-feet wide
to allow larger vehicles to cross the river. This involves extending the culvert pipes an additional
4-feet and reconstructing the head wall.
Proposed tree work includes the transplantation of nine 8-inch diameter spruce trees for the
construction of a temporary road that will connect the Golf Course to Old White Plains Road.
These trees were originally planted after the last US Open was held in 2006 as restoration for the
removal of the same temporary road. The trees will be moved to a site near the Turf
Management Facility to screen the structure from view. After the temporary road is removed,
new trees will be planted. A 24-inch diameter pin oak will be removed to improve views of the
golf course for the media and spectators. It will be replaced after the event with a new 14-inch
pin oak.
A temporary road is proposed adjacent to the irrigation ponds and within the wetland buffer of the
lower pond. The road is to be constructed on a 2-inch thick composite mat system. The matting is
brought in by truck and installed directly on top of the turf. Individual sections interlock together,
allowing stormwater to infiltrate between the sections. After the event, the matting will be
removed and turf restored.
CZMC found the proposal to be consistent with the policies in the LWRP.
6. Local Consistency Review —NYSDOS/NYSDOT Biennial Special Pavement
Markings
The NYS Department of State sent us a memo requesting our consistency review of the
NYS Department of Transportation proposal to apply special Biennial pavement makings
in several NY counties, including Westchester. All work will be conducted within the
existing paved roadway surfaces. CZMC had no objections to the proposed project.
