HomeMy WebLinkAbout1934_01_03 Town Board Minutes 9 REGULAR MEETING OF THE TOVFIT 'BOARD TOWN OF IL M AROISTEC , NEW YORK HTLD JANUARY 3RD, 1934 At the Town Offices, 118 West Boston Post Road, Mamaroneck, N. x The meeting was called to order by Supervisor McCulloch at8P. M. Present- Supervisor maCulloch Councilmen Bates, Brennan, Griffin and Meginniss The presence was also noted of Town Clerk Marvin and Town Attorney Delius. The Clerk was directed to prepare the minutes of the meetings in accordance with the form heretofore adopted, viz: A first draft with brief outlines of the texts of routine resolutions ; a copy of this draft to go to each member of the Board ; and a second and complete final draft for the record. A letter dated December 29th was received from A. J. Foote, Civil Engineer and Surveyor, suggesting a C. W. A. project to have made a new and complete up-to-date set of tax maps. Assessor Simonds addresed the Board and explained the project which he called highly desirable. Upon motion by Mr. Bates, seconded by Mr. Brennan, it was upon roll call unanimously RESOLVED, WHEREAS, under the provision of the Federal Civil Works Administration there is opportunity for the Town of Mamaroneck to have made a new, complete and up-to-date set of Tax Maps, for a relatively small cost; I-tI=AS, under the C. W. A. the Federal Government pays for all labor, the Town having only to pay rental of equipment, materials, and supervision, which cost will not exceed $1500. , RESOLVED, that the Town of Mamaroneck appropriate the sum of $1500. to be disbursed upon the acceptance of this project by the C. W. A. Superintendent of Highways Michael Merola reported to the Board that t'ne new garbage contractors who were working under his direction were performing satisfactorily and that the complaints occasioned by the change in contractors had all been taken care of. He also recommended that it would be advisable to keep all of his highway equipment under one roof, if possible. The matter was tempor arily laid over. A letter dated January 3rd was received from Henry R. Dillon, Receiver of Taxes and Assessments, advising the Board that, subject to its approval, he had deputized Mr. William H. Fitzsimmons, an employee in his office, to perform any and all the duties of his office. Upon motion duly made and seconded, it was upon roll call, unanimously _ 7 RESOLVED, that the action of Henry R. Dillon, Receiver of Tares and Assessments , in deputizing Mr. William H. Fitzsimmons to perform any and all of the duties of the Receiver of Taxes and Assessments , thereamong the duty of receiving tax money, giving proper receipt therefor in his name and entering same upon the records and deposit- ing tax money in banks of deposit for town monies as required by Law, be and it hereby is ratifiedr approved and confirmed, upon the filing by Ur.. Fitz- simmons of the bond heretofore required in the sum of $25,000®00. A letter dated January 3rd was received from Walter R. Ilarvin, Jr. , Town Clerk, advising the Town Board that in accordance with Sub- division 10 of Section 30 of the Town Law, he had appointed IJiiss Evelyn G. Jacobs, General Office Assistant, his Deputy Town Clerk to serve without compensation from the town. Upon motion duly made and seconded, it was upon roll calls unanimously RESOLVED, WHEREAS the Torn Clerk has notified this Board that he has a_pointed Miss Evelyn G. Jacobs as Deputy Town Clerk; now therefore be it RESOLVED, that Miss Evelyn G. Jacobs as Deputy Town Clerk be and she hereby is authorized to perform any official act devolving upon the Town Clerk in his absence or inability to act; and be it further RESOLVED, that the Deputy Town Clerk be bonded in the _ amount of $1,000.00 , the cost of the bond to be a Proper town charge. Publid Welfare Officer DeVinne, Yr, Jay H. Van Norden for the Veterans of Foreign Velars and Mr. Harold T. Hughes for the American Legion, addressed the Board in regard to the matter of Veterans ' relief. After discussion, the Supervisor was authorized to appoint a committee to consider the matter of Veterans * relief to meet on January 4th, 1933 at 2:30 P. Y. at the Town Offices. The Supervisor thereupon appointed to this committee_Yr- F. C. Griffin, Mr.- John L. Delius, Hr.. DeVinne and Mr. Van Norden. The Supervisor reported to the Board that he had that after- noon attended a testing of the County Finance Committee in White Plains. that the local financial situation had been discussed and found to be serious; that he recommended that a committee of local residents be formed to advise and counsel with the Town Board regarding the financial situation. Upon motion by Pair. Griffin, seconded by Mr. Bates, it, was upon roll call, unanimously, (the Supervisor not voting) RESOLVED$ that the Supervisor be and he hereby is authorized to form a committee of local residents experienced in financial matters to sit in with the Town Board to consider the local financial situation. i The Hoard then took up for discussion the 1934 budget estimates. At midnight the Board unanimously resolved to recess to meet again at the call of the chair to take up such matters as might properly come before it. own Clerk
