RFCFSSED REGULAR EFIFTING OF THE TOWN BOARD
TOWN OF hARONFCK, N. Y.
Held November 16th, 1933.
at the Town Offices, 118 west Post Road, Mamaroneck, New York
The meeting was called to order by Supervisor Burton: at
- - 2:50 P. M.
Present: Supervisor Burton
Justices Boyd, Leeds , Messersmith and Burbank
Town Clerk Marvin
The presence was also noted of Counselor Ralph A. Gamble,
The Clerk presented a certificate from the State Department
of Health showing that during the previous year as Registrar of Vital
Statistics, he had earned fees due him in the-amount of .;x40.60. The
certificate was ordered received and placed on file.
The report of the Town Clerk +for the month of October was
received and ordered placed on file.
A letter dated November 14th was received from Baker, Matross
and Brewer, concerning joint claims of James Duffy and Oharles
Hollister for surveying work done by them in connection with the New
Rochelle boundary line dispute some years ago. The letter was ordered
referred to Counsel for an opinion as to the legality of issuing a cert-
ificate of indebtedness to pay this claim.
The Clerk reported on the matter of claims of Dr. G. C. Lyons,
totaling $182.00 for services rendered the Police Department which matter
had been referred to him at a previous meeting. He stated that these
claims were in order.
Upon motion by the Clerk seconded by Justice Messersmith,
it was upon roll call unanimously
RFSOLVRDV that the claims of Dr. :Izyotts above des-
cribed, totaling $182.00 be and they hereby are
ordered placed in the 1934 -budget.
The Supervisor reported to the uoard that George B. Gibbons &
Co., Inc. , who had purchased the issue of bonds of the Town of Mamaroneck
in the aggregate amount of v$,508s000. on August 22nd, 1933, had advised
him that they had been unable to market the bonds and that they desired
to be relieved of their contract and to have the award made to them
cancelled and, because of their inability to make sale of the bonds,
desired the Town to return to them their check of $10,160. deposited in
connection with said bid.
Upon motion by the Clerk, seconded by Justice Ilessersmith,
it was upon roll call unanimously
RESOLVED that the Clerk be and he hereby is authorized,
empowered and directed to return to George B. Gibbons & Co. ,
Inc. check in the amount of $10,160 deposited by said
Company in e:onnection with its bid on August 22nd, 1933s.
for $5089000. principal amount of bonds of the Town of
Mamaroneekg

FURTHER RESOLVED that the matter of cancelling. said
bids and relieving said Company of its obligations
thereunder be referred to the Supervisor to confer
with Mr. George B. Gibbons regarding the possibility
of making additional efforts to market the bonds and
to report back to this Board.
The Supervisor advised the Board that he had discussed with
-, the County officials the possibility of obtaining an additional advance
from the County on account of the contract between the Town and the
County for the sale of a portion of the Town's sewer system and that he
believed he might be able to obtain an advance in the amount of approx-
imately $ 452,000. or $501,000. 9 provided the Town agreed to execute a
supplementary contract under which the balance due under said contract
with the County would not be paid prior to June lat, 1934.
Upon motion of Justice Messersmith, seconded by the Clerk, it
was upon roll call unanimously
RESOLVED that the Supervisor and Counsel be and they
hereby are authorized and empowered to negotiate with
the County for an additional advance on account of the
contract with the County and to report back to this
Board thereon.
The Clerk stated that he considered the financial situation
of the town to be the most important problem at present confronting
the town government, and that unless sufficient taxes were collected
the the town would be in a very serious; financial situation. He urged that
the town lauch a vigorous. campaign to collect. delinquent. taxes.
After considerable discussion, it was, upon motion. by the
Clerk, seconded by Justice Messersmith, upon roll call unanimously
RESOLVED$ that a letter be written to every
delinquent taxpayer urging him to pay his taxes,
the contents of this letter to be referred to
Counsel and the Receiver of Taxes with power.
The matter of newspaper publicity was referred to the Clerk.
Upon motion by Justice Messersmith seconded by the Clerk,
it visa unanimously
RESOLVED, that this Board approve of a method of
paying taxes for 1932 and prior years, the liens
for which are held by the town, on the installment
plan.
At 4:30 P. Y. the Board unanimously resolved to recess to
meet again at the call of the chair to take up such matters as might
properly come before it.
