RECESSED REGULAR MEETING OF THE TOWN BOARD
TOWN OF MAMIARONFCK, NEW YORK
171D NOVEMBER 10TH, 1933
At the Town Offices, 118 West Boston Post Road, Mamaroneck, N. Y.
10 :35 P. M.
The meeting was called to order by Supervisor Burton at
Present: Supervisor Burton
Justices-Boyd, Leeds, Messersmith and Burbank
Town Clerk Karvin
The presence was also noted of Counselor Ralph A. Gamble.
A letter dated October 25th was received from R. H. Wade,
27 Manor Lane, Larchmont, in regard to the traffic conditions about
Tunior High School. The letter was ordered referred to the Police
Commission.
A letter dated October 27th was received from R. T. Van
de Prater of 7 Cliff way, and George H. Sutton, 4 Gerlach Place, Larch-
mont, complaining of the condition of the garbage dump. The letter
was ordered referred to the Clerk.
A letter dated October 30th was received from Village Fitanager
Whitney of Mamaroneck in regard to the proposed incinerator project,
stating that the Village Board will forgo any further consideration
of the matter at this time.. The letter was ordered placed on file.
A letter dated November 6th was received from Dr. G. C. Lyons
of Larchmont in regard to claims totaling X227.00 alleged due for services
-- rendered at the request of the Police Department for the years 1926 to 1929
inclusive. The matter was ordered referred to the Clerk for investigation.
The report of the Receiver of Taxes for the month of October
was received and ordered placed on file.
A claim in the amount of 441111.87 was received from Garden
Properties, Inc. , for refund of taxes. The matter was ordered referred
to Counsel.
The report of the Supervisor for the nine months ended September
30th was received and ordered spread upon the minutes as follows:

A letter dated November lst was received from the Chatsworth
Coal and Supply Co. , Inc. of Larchmont offering to accept certificates
of indebtedness maturing in ninety delays from the date at 61 per annum in
payment of claims for coal supplied on the order of the Commissioner of
Public welfare. Upon motion by Justice Hesse-rsmith seconded by the
Clerk, it was upon roll call unanimously
RESOLVED, that the proposal of the Chatsworth
Coal and Supply Co. , Inc. dated November 1st,
regarding payment of claims for coal supplied
on the order of the Commissioner of Public welfare,
be and it hereby is accepted by the town as to the
time and -form of payment and that said proposal be
extended to cover all outstanding claims.
The report of Jay H. Van Norden, Veteran Relief Officer of
the Town of Mamaroneck for the period of October 1st, 1932 to September
21st, 1933 showing the amounts expended for veteran relief and to whom,
was received and ordered filed with the Supervisor.
The Clerk urged the Board to commence work at once on the 1934
budget and to invite the newly elected members of the Town Board which
will take office on January lst, 1934 to participate in the deliberations.
After considerable discussion, it was,upon motion by the Clerk, seconded
by Justice Messersmith, unanimously
RESOLVFD, that the Clerk be and he hereby is directed
to invite on behalf of the Town Board the newly elected
Members of the l'own Board to meet with the he T w
o n Board
on Monday, November 27th, at 8:15 P.M. to discuss the
preparation of .the 1934' budget.
The Clerk stated that in his opinion the most pressing problem
facing the town at the present time was the matter of finances. He
declared that considerable amounts of taxes were owing to the town and
urged that a vigorous campaign be waged to collect such back taxes. He
offered six concrete suggestions as to how this could be done.
The Board resolved. to defer action on this matter and upon
motion duly made and seconded unanimously set the date of the next
regular meeting for Thursday, November 16th, at 2 P. M. in place of
the usual meeting of November 15th the third Wednesday in the month.

The Clerk advised the Board that from time to time he was
granting permission for the burial of persons in the town cemetery.
He stated he thought it advisable to have a complete and accurate map
or plot plan of the cemetery showing the location of all graves, paths,
markers, etc. and suggested that this work be done as a work relief
project. Upon motion by the Clerk seconded .by Justice needs, it was
unanimously
RESOLVED that the preparation of a map or plot plan
showing the location of all graves, paths , markers,.
etc. in the town cemetery be and it hereby is auth-
orized as a work relief project; and be it further
RESOLVED, that this matter be referred to the Town
Clerk for his attention.
The Supervisor advised the Board that there were outstanding
$35,000.00 Tax Lien Certificates of indebtedness dated October 26th,
1933 , maturing,November 15th, 1933, and recommended renewing same in
the amount of $30,000.00, paying off the difference of $5,000.00 in cash.
The following resolution was offered by Justice Boyd and
seconded by Justice Leeds,, to-
wit—WHEREAS., there are outstanding $35,000 Tax Lien Certificates
of Indebtedness of the Town of Mamaroneck, dated October 16th, 1933,
and maturing November 155 1933, issued for the purpose specified in
Section 32 of Chapter 105 of the Laws of 1916, as amended; and
WHEREAS, there is available only the sum of $5,000. to apply
in reduction of said $35,000 certificates, and it is necessary to
renew the , same in the amount of $3090004
RESOLVED, that for the purpose of renewing said $35,000 Tax
Lien Certificates of Indebtedness_ now outstanding and maturing-.November
— 15, 1933, issued for the purpose specified in Section 32 of Chapter
105 of the Laws of 1916, as amended, there shall be issued a $30,000.
Tax Lien Certificate of Indebtedness of the Town of Mamaroneck, dated
November 159 1933, maturing December 15, 1933,. numbered 1933 TL-14,
and bearing interest at the rate of six per centum per annum, payable
at maturity. That said certificate shall be signed by the Supervisor
and countersigned by the Town Clerk under the seal of the Town, and
both principal and interest shall be payable in lawful money of the
United States of America, at the Manufacturers Trust Company, New York
City, New York.
FURTHER RESOLVED, that said certificate shall be issued in
substantially the following form, to-wit:

TAX LIEN CERTIFICATE OF INDEBTEDNESS
No. 1933 TL-14 $301,000.
KNOW ALL MEN BY THESE PRESENTS, that the Town of Mamaroneck,
in the County of Westchester, State of New York, hereby acknowledges
itself indebted and for value received promises to pay to bearer on
the 15th day of December, 1933, the sum of
THIRTY THOUSAND DOLLARS
(,$30,000) , together with interest thereon from the date hereof at the
rate of six (6) per certum per annum, payable December 15, 1933. Both
principal and interest of this certificate of indebtedness are payable
in lawful money of the United States of America, at the Manufacturers
Trust Company, New York City, New York.

This certificate of indebtedness isissued for money borrowed
on account of tax liens purchased on behalf of the Town of Mamaroneck
pursuant to Section 32 of Chapter 105 of the haws of 1916, as amended,
and all other laws applicable thereto and pursuant to a resolution
duly passed and adopted by the Town Board of the Town of Mamaroneck,
and it is hereby certified that in the issuance hereof all provisions
of law have been complied with and that no debt or other limit has been
exceeded®
This certificate of indebtedness is registerable in the
office of the Town Clerk in accordance with the provisions endorsed
hereon.
IN WITITESS WHEREOF, the said Town of Mamaroneck has caused
this certificate of indebtedness . to be signed by its Supervisor and
countersigned by its Town Clerk and the corporate seal of said Town
to be hereunto affixed and this certificate of indebtedness to be
dated as of the 15th day of November, 1933.

REGISTRATION
This certificate of indebtedness may be registered under the
signature of the Town Clerk of the Town of Mamaroneck, Westchester
County, New York, below and shall thereafter be transferable only
upon the written assignment of the registered holder or his attorney
duly acknowledged or proved, such registration and transfer to be
made in the Register kept in the office of said Town Clerk and a nota-
tion thereof to be made hereon. The principal and interest of this
certificate of indebtedness, If registered, will be payable only to
the registered holder, his legal representatives, successors or assigns.
Such transfer may be to bearer, after which this certificate of indebt-
edness shall be subject to subsequent registrations and transfers as
before.

FURTHER RESOLVED that said certificate of indebtedness shall
be exchanged directly with the holder of the $359000 certificates now
outstanding and maturing November 15, 1933, on a par value basis.
FURTHER RESOLVED, that said certificate of indebtedness shall
be a general obligation of the Town and all monies received from the
redemption of transfers of tax liens shall be deposited in a special
account and applied to the
pp payment of said certificates.
— The question of the adoption of the foregoing resolution
was duly put to a vote which resulted as follows:
Ayes: Burton, Boyd, Leeds, Messersmith, Burbank and Karvin
Noes : None
At 11:20 R. M. the Board unanimously resolved to recess to
meet again at the call of the chair to take up such matters as might
properly, come before it.
