A regular meeting of the Coastal Zone Management Commission (CZMC) was held on
November 29, 2010 in the Mamaroneck Town Center, Conference Room C, 1st Floor, 740 W.
Boston Post Road, Mamaroneck, New York. The meeting was called to order at 7:00 p.m.

1. Approval of Minutes
The Minutes of the October 25, 2010 meeting were approved as submitted.
2. Referrals:
a. Subdivision and Site Plan Amendment— 77 Cooper Lane, Block 217, Lot 580
Referred by the Town of Mamaroneck Planning Board
Stephen Marsh, the applicant, presented the proposed amendment to the
Subdivision and Site Plan for the construction of two new single family homes on the
site formally occupied by one. The original plan called for the installation of two
attenuation galleries to capture the runoff from the two lots and release the flow at a
controlled rate.
The amendment is being sought by the applicant in cooperation with the Town, in
an effort to improve the stormwater collection system on Cooper Lane. The applicant
is proposing to eliminate the attenuation galleries and add new stormwater piping
along Cooper Lane. The Town will seek an easement from the property owner at 110
Hickory Grove Drive to install an outfall to the Sheldrake River below the falls.
The original application for this project included the retention of all stormwater
runoff from the impervious surfaces on the site. The revised application includes the

direct discharge of stormwater from the impervious surfaces to the improved storm
sewer along Cooper Lane (i.e., without any retention). While the changes to the storm
sewer system would improve localized flooding conditions along Cooper Lane, peak
flows from the site for the revised plan in comparison to the original plan would
increase, which would increase the risk of flooding downstream of Cooper Lane.
CZMC found the proposed amendments to be consistent with the policies found
in the LWRP provided that the application includes the proposed improvements to the
storm sewer along Cooper Lane and is amended to include the retention or detention
of stormwater from the site. Specifically, retention of storm water utilizing infiltrators
or drywells from impervious surfaces is recommended. This should include, at a
minimum, collecting run-off from the roof leaders from each of the proposed homes
and directing it to the infiltrators or drywells.
The next scheduled CZMC meeting will be held on MONDAY, January 24, 2011 at the
Mamaroneck Town Center, 740 W. Boston Post Road, 1st Floor Conference Room D.
