HomeMy WebLinkAbout2010_06_22 Coastal Zone Management Commission Minutes (2) CZMC Minutes June 22, 2010 A regular meeting of the Coastal Zone Management Commission (CZMC) was held on June 22, 2010 in the Mamaroneck Town Center, Conference Room C, 1st Floor, 740 W. Boston Post Road, Mamaroneck, New York. Approval of Minutes The Minutes of the May 25, 2010 meeting were approved as submitted. 2. Referrals: a. Subdivision Approval - New Single Family Lot— 19 Avon Road, Block 208, Lot 73 Referred by the Town of Mamaroneck Planning Board The proposal to subdivide the property at 19 Avon Road into two lots was presented by Paul Noto, Attorney for the applicant and William Lachenauer, the applicant's engineer. Many neighboring property owners attended the meeting with concerns about drainage issues in the neighborhood. Page 1 of 3 As required by the Town of Mamaroneck, the applicant must demonstrate to the Planning Board that a home can be constructed on the property that would comply with all regulations and requirements. The applicant presented hypothetical plans for the construction of a home that would be the maximum size permissible by the Town's Zoning Ordinance. The applicant is proposing the installation of an attenuation gallery to detain stormwater runoff from the property and improvements to the stormwater collection system located in Oxford Road. CZMC requested the following: • A site visit shall be scheduled for all CZMC members prior to the next meeting. • The Town's consulting Engineer shall be asked to attend the next CZMC meeting to discuss the condition of the existing stormwater collection system in Avon and Oxford Roads and the improvements proposed by the applicant. • The applicant's representatives return to the next CZMC meeting with additional information on the test borings that were done on the site and the location of the outfall where the storm water from the site would discharge. The Applicant was advised that CZMC would give the neighboring property owners sufficient time to procure the services of an expert to review the proposed design with respect to potential impacts associated with stormwater runoff The neighboring property owners and Applicant were informed that the next CZMC meeting would be on July 26, 2010, and that there would not be a CZMC meeting during the month of August. The neighboring properties were advised that if they were to procure the services of an expert and a report was to be prepared, such a report should be submitted to the Elizabeth Paul prior to the September 27, 2010 meeting to allow for it to be included in the packet distributed to CZMC members. The expert would be asked to present the findings of his/her report to CZMC during the September meeting. After this time, it is anticipated that CZMC would have sufficient information to provide an advisory opinion to the Planning Board. 3. Old Business a. Consistency Review Training—Mamaroneck Village HCZM received a proposal from a consultant to provide consistency training at a cost of$2,500. They asked if CZMC would be interested in a joint workshop with them. Elizabeth Paul will email the proposal to everyone to review. b. Garden's Lake Update—Work on the Garden's Lake is expected to begin in Late June or Early July. Page 2 of 3 4. New Business No new business to discuss. The next scheduled CZMC meeting will be held on MONDAY, July 26, 2010 at the Mamaroneck Town Center, 740 W. Boston Post Road, 1st Floor Conference Room C.
