January 26, 2010
A regular meeting of the Coastal Zone Management Commission (CZMC) was held on January
26, 2010 in the Mamaroneck Town Center, Court Room, 2nd Floor, 740 W. Boston Post Road,
Mamaroneck, New York. The meeting was called to order at 7:30 p.m.

1. Guest Speaker: Barry Pendergrass, NYSDOS
Barry Pendergrass from the NYS Department of State Department of Coastal Resources
spoke to members of CZMC and guests about "Planning for Climate Change
Adaptation."
2. Guest Speaker: Nancy Seligson, Councilwoman, Town of Mamaroneck
Nancy Seligson spoke to members of CZMC and guests about the possible creation of a
Town Environmental Committee and future projects for CZMC. The discussion will be
continued at the next meeting.
3. Approval of Minutes —September 22, 2009
The minutes of September 22, 2009 were approved as submitted.
4. Referrals:
a. 77 Cooper Lane— Subdivision Approval for the construction of two single-
family homes
Referred by the Town of Mamaroneck Planning Board
Steve Marsh and Benny Salanitro presented their proposal to remove the existing
single family home from the property, subdivide the lot into two parcels and
construct two new single family homes. Due to the substantial amount of bedrock
on the property, they are proposing to minimize the size of the basements and
control runoff from the property by using a retention system comprised of a
system of storage pipes.
CZMC found the proposed action to be neither consistent nor inconsistent with
the policies in the LWRP. CZMC recommended that there be no permitted
pumping of dry-weather flows and that an adequate number of trees be planted to
replace the 14 or 15 trees that will need to be removed in order to construct the
new homes.
b. 1380 Boston Post Road—Site Plan Amendment for the construction of an
addition to the existing commercial building
Referred by the Town of Mamaroneck Planning Board
John Knoetgen and Richard Horsman presented their proposal to construct an
addition to the commercial building, make improvements to the parking area and
add landscaping to the site. The proposal includes the addition of a stormwater
management system where none has existed in the past.
CZMC found the proposed action to be neither consistent nor inconsistent with
the policies in the LWRP and is pleased to see applicants incorporating
stormwater management techniques and landscaping beyond what is required by
Town Code.

c. 811 Richbell Road—Site Plan Amendment for the co-location of a Metro-
PCS Telecommunications Facility
Referred by the Town of Mamaroneck Planning Board
The cellular facility as proposed will not be visible from any scenic resources and
therefore is neither consistent nor inconsistent with the policies in the LWRP.
5. New Business
The Town of Mamaroneck/Village of Larchmont CZMC would like to invite
representatives from the NYSDOS to hold a training session with members of the Village
of Mamaroneck CZMC. The session was originally scheduled to be held on Thursday,
October 29th but was cancelled by NYSDOS when their representative became ill. A new
date will be selected in April of this year.
6. Old Business
No old business to discuss.
The next scheduled CZMC meeting will be held on February 23, 2009 at the Mamaroneck
Town Center, 740 W. Boston Post Road, 2nd Floor Court Room. Anyone unable to attend
