Boston Post Road, Mamaroneck, New York. The meeting was called to order at 7:30 p.m. MEMBERS PRESENT: C. Introductions Kanan Sheth was introduced. She was appointed as a new member of CZMC by the Town Board. 2. Approval of Minutes The minutes of the July 24, 2017 meeting were approved as submitted. 3. Referral—32 Doris Lane—Construction of New Single-Family Home Larry Nardeccia and Steven Silverstein presented the proposal to build a new single- family home. The project will include the demolition of the existing single family home, the installation of 7 cultec units and minor regrading of the property. As proposed, CZMC found the proposed action to be consistent with the policies in the LWRP. Page 1 of 2 4. Referral—615 Fifth Avenue— Safeguard Storage At the Coastal Zone Management Commission (CZMC) meeting on September 25, 2017, David P. Lombardi, James Caris and Stanley Bonilla presented the proposal to construct a new 4-story, self-storage facility at 615 Fifth Avenue. The site is currently occupied by a warehouse and a parking lot. The Pinebrook River flows below the parking area in a large box culvert and occasionally floods. The property is located in the 100-year flood plain in zone "A", where flood elevations have not been determined. In order to decrease stormwater runoff, the new structure will have a smaller footprint than the existing building, resulting in a reduction in the amount of impervious cover on site. In addition, the applicant will install some pervious pavers, a blue roof (rooftop storage of stormwater) and a water quality treatment unit. Because the building is in a flood zone, the foundation will be waterproofed. Entry doors will be protected by flood gates in anticipation of a rain event. Prior to and post-construction, the Pine Brook culvert will be inspected. Any residual soil contamination encountered during construction associated with the closed spill from 2001 will be managed following a protocol to be prepared by the applicant. CZMC and the applicant discussed alternatives to further mitigate potential flooding for the proposed building. Following a review of various alternatives, the applicant agreed to install a ramp in the loading dock to effectively raise the elevation by 1 foot. This change would make the loading dock, which is the entry point that is most susceptible to flooding, more resilient. Provided that the modification of the loading dock is incorporated in the site plan, CZMC found the proposed action to be consistent with the policies in the LWRP. 5. LWRP Update On August 23rd, Elizabeth Paul presented the LWRP to both the Town and Village Boards. A number of comments were submitted that were substantive. These will be addressed in the document and a redlined version will be recirculated. 6. Old Business No Old Business to discuss. 7. New Business Winged Foot Golf Club is submitting an application for the replacement of its maintenance facility. A site visit has been scheduled for October 16th at 5:00 pm to meet Jim Diermeier, the club's horticulturalist followed by a tour of the Maintenance Facility. AT&T has expressed an interest in erecting a cell phone tower at Bonnie Briar Country Club. If this moves forward, the application will be referred to CZMC.
